REQUEST FOR BIDS RFB 23-24-38
PARK PICNIC TABLES REPLACEMENT PROJECT
ADDENDUM NO. 2
Issued: Monday, June 24, 2024
Bids Due: 2:00 P.M. on Wednesday, July 3, 2024
This Addendum is being issued to provide a revised bid form, responses to questions, confirm picnic table specifications, provide additional information, and updated wages. This addendum becomes part of the RFB 23-24- 38 document and must be signed and submitted with the bid.
ITEM 1: REVISED BID FORM
Bid Form has been revised to specify that fifteen (15) new 6-foot picnic tables and three (3) 6-foot ADA compliant picnic tables are to be installed at Whitendale Park.
Please use the revised Bid Form included in this Addendum to submit your bid. As a reminder, please also complete and submit the required documents found on pages 16-37 of the RFB document and the Bidders Bond Form found as an attachment to this addendum.
ITEM 2: QUESTIONS/RESPONSES
Q1: Can you clarify what length bench for the 8’ ADA Tables? There is a 48”, 60”, and 72” bench available.
R1: 72” would be the bench length for an 8’ ADA table at Ruiz Park.
Q2: Have all the tables been purchased for this project already? R2: No, the tables have not been purchased. The awarded contractor will be responsible to supply them.
Q3: What is the liquidated damages amount?
R3: There are no liquidated damages for this project.
Q4: Can you please advise if the material for the replacement picnic tables for the "as equal" option need to be "cold roll steel" or is 11-gauge (pre-galvanized) steel square tubing an option? Are Powder coating or Thermo-coating allowed?
R4: No, 11-gauge square tubing is not an approved equal. Powder coating is the approved method of coating.
Q5: Can the concrete pads be removed and new concrete pads installed due to the existing cracks? R5: No. When removing the picnic tables, the contractor shall try to minimize the damage on the concrete pads. Epoxy can be used over cracks so that they are not trip hazards. If there are significant cracks on the pads after the picnic tables are removed, a change order may need to be completed.
Q6: What color should the epoxy be?
R6: It should match the color of the concrete pads.

Addendum #2 Park Picnic Tables Replacement Project Page 2 of 8
Q7: Can the 10% bidders bond be based on the labor amount only? R7: No, the 10% bidders bond must be for the total bid amount.
Q8: Can demolition equipment be brought onto the grass? R8: Yes, please coordinate with the project manager when the work can begin so that it does not interfere with any arbor reservations from the public.
Q9: How were the current picnic tables installed?
R9: Blain Park: Tables and benches are installed using rebar dowels and epoxy adhesive.
Whitendale Park: Tables and benches are installed using epoxy adhesive.
Ruiz Park: Tables and benches are installed using epoxy adhesive.
Q10: During construction, should a fence or tape be put up? R10: Contractor must ensure any hazards are removed or barricaded at the end of each workday.
Temporary fencing is not required.
Q11: Will the square concrete slab interfering where the sidewalk is to be installed by Arbor #3 at Blain Park be removed?
R11: Yes, the City will remove the square concrete slab that interferes with the sidewalk to be installed.
Q12: Are there restrooms at Ruiz Park or do we need to bring a portable toilet? R12: There are no restrooms at Ruiz Park. Contractor, at their own risk, may provide a portable toilet during the project.
Q13: Is there a specific layout how the new picnic tables should be installed? R13: Please refer to Exhibit D-4 for picnic table placement and product specifications.
Q14: Do bidders need to also provide a quote to fill in the existing cracks that are in the concrete? R14: Yes, bids should include the cost for the cracks and spalling concrete that were noted during the pre- bid meetings. Bids should also include repair for concrete areas directly under the table and bench footings that may be damaged during removal.
Q15: Can locations of the cracks be provided?
R15: Blain Park: One crack in arbor 1 and one in arbor 3.
Whitendale Park: Concrete spalling in arbor 1.
Ruiz Park: No cracks or spalling observed in either arbor.
Q16: We discussed having a path of travel where Arbor 3 is at Blain Park. Please let me know if we can also include the respective quote.
R16: The installation of a new 5-foot-wide sidewalk is listed as Item 3 of the cost sheet.
ITEM 3: CONFIRM PICNIC TABLE SPECIFICATIONS
The City received three requests from Park Planet, Tiercel Technology, and Zoom Recreation to review specifications of certain picnic tables and whether they could be considered approved equals of what was specified in the bid document. Unfortunately, all alternate requests being proposed are not approved.
The submittals from Park Planet and Tiercel have gap widths greater than our specified picnic table (1 inch compared to ¼ inch), while Zoom’s submittal is fabricated from a different material.
The larger gaps are not ideal, cups are easier to tip, utensils can fall through, and material wedged in between the tabletop slats. Also, the Tiercel submittal has a center support brace that can be vandalized, opposed to the table specified in the bid document with the support frame mounted to the tabletop.

These updated wages now apply to the wage specifications of this RFB.
There were no updates for the Federal wages. Federal wages originally posted with this RFB remain in effect.
