You are receiving this letter based on information the City of Visalia obtained regarding your property located in the City of Visalia being listed for use as a short -term rental. This letter is to inform you that the City Council adopted a Short-term Rental (STR) Ordinance that has gone into effect as of December 6, 2023. While short -term rentals have been around much longer than 2023, this new STR Ordinance in Visalia aims to not only protect renters, but was created to ensure that owners and hosts have submitted and obtained the proper applications and licenses, established remittance requirements for transit occupancy tax collected by the City’s Finance Department, and that the short -term rental is complying with all codified operating standards to operate this type of business.
To be in compliance with the STR Ordinance, any short-term rental owner within Visalia city limits must complete these steps to start or continue their rental operations:
1) Complete and submit a business tax certificate application. This must be done first. 2) Complete and submit a Short-Term Rental (STR) Permit Application. During this step, you also need to provide proof of ownership of the property. 3) If you are not the homeowner applying for the permit, a notarized signature of the homeowner is required with the application.
The ordinance and applications for both the Short-Term Rental and Business Tax Application can be found on the City’s website at www.visalia.city/str.
This letter is to inform you that failure to comply and file a complete STR and Business Tax Application within 30 -days of issuance of this letter will be deemed an infraction of the STR Ordinance (Section 17.32.166) and fines will be assessed as follows:

☐ - 2nd violation $100.00 fine
☐ - 3rd violation $500.00 fine
