The City of Visalia
is preparing a five-year Consolidated Plan that will
assess housing and community development
needs and to make place-based, market-driven
decisions about how federal Community
Development Block Grant (CDBG) and HOME
Investment Partnership Program (HOME) funds will
be allocated to address affordable housing,
homelessness, and economic development.
