Department Recommendation:
Adopt Resolution No. 2025-12 authorizing the grant of easement to Southern California Edison Company to construct and maintain electrical facilities on a portion of City owned property and authorizing the City Manager to execute the grant of easement, subject to the City Attorney’s approval as to form.
Background Discussion:
Southern California Edison Company (SCE) is requesting an easement for a strip of land that encroaches into the landscape outlot within Landscape Lot A of the Shepherds Ranch subdivision, located on the west side of Shirk Street, between Pershing and West Hurley Avenue. This easement, measuring 2 feet wide by 257 feet long (totaling approximately 514 square feet), will allow SCE to relocate a transmission pole and maintain the necessary electrical facilities serving the area. The easement is situated within the landscape outlot along Shirk Street frontage and will not interfere with the ongoing operation or maintenance of the subdivision’scommon areas, landscaping, or future improvements.
Shepherds Ranch 1 subdivision final map was approved by Council on May 21, 2022, which subdivided 10-acres into a 41-lot single family development with two out lots for Landscaping and Lighting District purposes. Primary access to the subdivision is from North Shirk Street, which is identified as an Arterial. The subdivision is currently under construction, which is being developed by DR Horton. The grant of easement is necessary to continue the road widening improvements of their Shirk Street frontage as part of their conditions of approval. Furthermore, the SCE facilities will not impact the landscape and lighting assessment district already formed for the subdivision.

Approve Services Contract - Authorize the City Manager to execute a contract with Precision Concrete Cutting for an amount not to exceed $500,000 for surveying and concrete shaving purposes, attaching to the Purchasing Cooperative of America Contract #PCA OD-311-20 and appropriate $500,000 from Risk Fund.
Deadline for Action: 3/3/2025
Submitting Department: Community Development
Contact Name and Phone Number:
UnChong Parry, Senior Project Manager, 713-4491; [email protected] Christopher Crawford, City Engineer, 713-4331; [email protected] Jason Huckleberry, Eng & Bldg Director, 713-4495; [email protected] Department Recommendation:
Staff recommends that the City Council authorize the City Manager to execute a contract with Precision Concrete Cutting for an amount not to exceed $500,000 for surveying and concrete shaving purposes, attaching to the Purchasing Cooperative of America Contract #PCA OD-311-20 and appropriate $500,000 from the Risk Fund. Precision will be hired to survey the sidewalks in downtown Visalia around the grant funded trees planted by the City of Visalia shown in the attached exhibit, along with providing concrete shaving services based on the survey data.
Background Discussion:
Over the years, the City of Visalia has undertaken various street improvement projects in the downtown area. This ongoing effort aims to enhance the sidewalks and accessibility surrounding the downtown district.
In 2002, the city collaborated with the Urban Tree Foundation and Community Services to plant trees throughout the downtown area. These trees support urban forestry, mitigate environmental impacts, provide shade, and beautify the city. These trees are shown in the attached exhibit.
The current project will focus on addressing uneven sidewalks caused by ground settling and tree roots. A survey will be conducted on sidewalks in downtown Visalia to assess what improvements need to be made around these grant funded trees and to determine where concrete shaving can be completed to fix the uneven sidewalk issues. Once the survey is completed, the contractor will provide the city with recommendations, including the quantity and cost of the required concrete shaving and other repair types. As part of this work, City staff will work with Precision to review the survey results and determine a cost to have the contractor perform the concrete shaving work that was identified in the survey. Only the survey and concrete shaving work are planned to be completed at this time.

File #: 25-0042 Agenda Date: 3/3/2025 Agenda #: 10.
The contractor, Precision Concrete Cutting (PCC), has an existing agreement with the city and recently completed the Senior Center Street project in 2024, which involved a comprehensive survey and concrete shaving. The upcoming survey will utilize GPS to mark problem areas and will include detailed mapping and cost estimates for each sidewalk lift that requires shaving. This proactive approach aims to reduce overall pavement improvement costs by addressing issues before they necessitate complete pavement replacement.
PCC is prepared to start the survey as soon as the city approves the project and can begin concrete shaving immediately thereafter.
Fiscal Impact:
City staff is asking Council to approve up to $500,000 to complete the concrete sidewalk survey around the identified trees and have Precision perform the concrete shaving where this method can be used to fix the uneven pavement issues. Funds were set-aside last fiscal year in the Risk Fund to assist with mitigating sidewalk issues.
Prior Council Action:
None.
Alternatives: None recommended.
Recommended Motion (and Alternative Motions if expected):
I move to authorize the City Manager to execute a contract with Precision Concrete Cutting for an amount not to exceed $500,000 for surveying and concrete shaving purposes, to attach to the Purchasing Cooperative of America Contract #PCA OD-311-20 and appropriate $500,000 from the Risk Fund.

Microtransit Fare - Public Hearing and Adoption of Resolution No. 2025-05 to authorize a proposed new microtransit service fare be included in the City’s Rates and Fees Schedule for Fiscal Year 2024- 25 and 2025-26.
Deadline for Action: 3/3/2025
Submitting Department: Administration - Transit Division Contact Name and Phone Number:
Angelina DeRossett, Transit Manager, [email protected] <mailto:[email protected]>, (559) 713-4591 John Lollis, Assistant City Manager, [email protected] <mailto:[email protected]>, (559) 713-4323
Department Recommendation:
Staff recommends that the City Council conduct a Public Hearing to receive testimony on the proposed new microtransit service fare and adopt Resolution No. 2025-05 to amend the City’sRates and Fees Schedule for Fiscal Year 2024-25 and 2025-26.
Background Discussion:
At its meeting on September 16, 2024, the City Council approved the Visalia Transit microtransit pilot project to proceed, which included the purchase of seven (7) ADA-accessible vans and contracting with Via to provide the microtransit user software.
The intent behind the microtransit pilot project is to offer smaller vehicles in more convenient and flexible service areas in an effort to reduce the costs of the operation of larger 35’buses. The data collected from the pilot program will be used to assist in reimagining the Visalia Transit system overall and strategically replace low-performing fixed routes with on-demand microtransit service.
Initially the microtransit pilot project was proposed as a county-wide project that was to be operated by the Tulare County Regional Transit Agency (TCRTA); however, the pilot project since evolved and now Visalia Transit will be operating its own microtransit pilot within the city limits of Visalia, and Porterville Transit operates its own microtransit pilot within the city limits of Porterville. As a region, in partnership and with funding provided by the Tulare County Association of Governments (TCAG), the local transit agencies decided upon a singular $5.00 per trip rate for microtransit trips. At a later time, if an agreement is made to intersect microtransit services across the local transit agencies, there will likely be a separate formula base fare structure that focuses on longer distance trips, but at this time, Transit Division staff is only recommending the singular $5.00 per trip fare for trips within the city limits of Visalia.
During the initial implementation of the microtransit pilot program, passengers will reserve and pay Visalia City Council Printed on 2/24/2025Page 1 of 2

During the initial implementation of the microtransit pilot program, passengers will reserve and pay for microtransit rides through the Via mobile application. This service will intentionally overlap the current Fixed Route service for Visalia. With a one-way fixed route ride set at $1.75, and a microtransit trip within Visalia set at $5.00 and both being offered to the public within Visalia, staff will be able to gauge the preferability of microtransit service. In all areas, the data will show if passengers would rather pay $1.75 for less flexible fixed route service or pay a proposed flat rate of $5.00 for the convenience of door-to-door service within Visalia limits.
Fiscal Impact:
The microtransit pilot program is funded by the Tulare County Association of Governments (TCAG) utilizing State Senate Bill 125 transit grant funds.
Prior Council Action:
At its meeting on September 16, 2024, the City Council approved proceeding with microtransit pilot project.
Other:
The proposed new microtransit service fee was reviewed and approved by the City’s Citizens Advisory Committee at its meeting on January 8, 2025.
Visalia Transit’sad hoc Transit Advisory Committee (TAC) also reviewed and approved this fee at its meeting on January 15, 2025.
Alternatives:
The City Council consider a microtransit service fee different than proposed.
Recommended Motion (and Alternative Motions if expected):
I move to adopt Resolution No. 2025-05 that authorizes the proposed new microtransit fare of $5.00 be included in the City’s Rates and Fees Schedule for Fiscal Year 2024-25.

Tentative Parcel Map and Conditional Use Permit that was filed on February 20, 2025, has been noticed for the March 17, 2025, City Council meeting.
Summary:
The Planning Commission conducted a public hearing on February 10, 2025, for entitlements related to the Project. These entitlements consist of the following:
· Certification of an Environmental Impact Report (EIR) for the Shirk & Riggin Industrial Park · initiation of Annexation No. 2024-03
· Initiation of a Development Agreement pertaining to the Shirk & Riggin Industrial Park · General Plan Amendment No. 2025-01
· Tentative Parcel Map No. 2024-08
· Conditional Use Permit No. 2024-26
The Planning Commission approved the entitlements for the Tentative Parcel Map and Conditional Use Permit, and recommended that the City Council approve the remaining entitlements (EIR certification, Annexation, General Plan Amendment, and Development Agreement).
Staff filed a legal advertisement with the Visalia Times Delta newspaper to notice the March 3rd public hearing of the City Council, for consideration of the remaining entitlements. The public hearing notice was published in the newspaper on Thursday, February 20, 2025.
However, on the same day as the publication, on February 20, 2025, the City Clerk received an appeal of the Planning Commission’sapproval of Tentative Parcel Map No. 2024-08 and Conditional Use Permit No. 2024-26 (see Attachment). Due to the appeal, the public hearing for the remaining entitlements cannot be considered by the City Council on March 3rd. Because the appeal must also be noticed by legal advertisement and by mailing, the public hearing for the Project, including the appeal, has been noticed for the March 17, 2025 City Council meeting.
Fiscal Impact:
Not applicable at this time.
