ITEM 1: REVISIONS TO THE PROJECT MAP AND STREET LISTS
The 24/25 Cape Seal Project Map has been revised and included with this addendum as Attachment 1. The 24/25 Cape Seal Project bid will now include a BASE BID and one (1) ADDITIVE ALTERNATE 810. The Base Bid Street List is included with this addendum as Attachment 2. The Additive Alternate Bid Street List is included with this addendum as Attachment 3.

ITEM 2: UPDATED PREVAILING WAGES
The prevailing wages for this project were checked on May 5, 2025, and there were some pre-determined increases.

Those changes are included with this Addendum as Attachment 4.

ITEM 3: REVISED BID FORM
The 810 FORM has been revised to reflect a BASE 810 and an Additive Alternate Bid. The REVISED BID FORM is included with this addendum as Attachment 5. The Revised Bid Form shall replace pgs. 4 & 5 of the original bid document. Bidders are instructed to use the REVISED BID FORM when submitting bid.

Addendum No. 2 is being issued to provide a change/clarification to the specifications and additional information. This addendum becomes part of the RFB-24-25-28 bid document and must be signed and submitted with proposal.

ITEM 1: CHANGE/CLARIFICATION OF BID SPECIFICATION
The current specification for aggregate in section 67-3.1 calls out that the aggregate shall be black in color.

Change/clarification: The City will accept aggregate that is black or gray in color as long as it meets all other specifications.

ITEM 2: BID DELIVERY
It is the responsibility of the Bidder to ensure that bid is delivered on or before the submittal deadline stated.

The City's office hours are Monday - Thursday 7:30am to 5:00pm, Fridays we are closed and we do not receive or accept bids on Fridays. There is a Night Drop Box for delivering bids after hours.

The Night Drop Box is located at Visalia City Hall, 707 W. Acequia Avenue, Visalia, CA 93291. Enter the west parking lot of the building off of Stevenson Street. The Drop Box is labeled "Night Drop" and is located on the building across from the bicycle racks.

VSS International, Inc. is the premier pavement preservation and maintenance contractor in the western United States. Specializing in chip seals (asphalt rubber and conventional), cape seals, multi-layers, slurry seal and micro surfacing preservation technologies. VSSI is a merger of three Basic Resource's entities: International Surfacing Systems, Valley Slurry Seal, Inc., and VSS Emultech. Their first pavement preservation operation dates back to 1951 for slurry seal and in the 1980's for asphalt rubber chip seal.

VSSI currently operates in Arizona, California, Oregon, Washington, Nevada, Idaho, Montana, Alaska, New Mexico, Utah, South Dakota, Colorado and Texas. Apart from operating within the western U.S., VSSI has performed pavement preservation related projects throughout the world.The company owns and operates three asphalt emulsion plants in California. These plants produce a broad range of emulsions for the highway industry, including sophisticated polymer and rubber modified materials for specialty applications. VSSI also manufactures the very best in asphalt rubber blending technologies, slurry/micro surfacing machines and emulsion mills. Our MacroPaver, MiniMac machines and Emultech mills can be found in service worldwide.

VSS International, Inc. offers a range of non-construction services including technical advice on all aspects of asphalt technology, from refining and product design to manufacture and application. They also offer agreements utilizing VSS technology in polymer and rubber modified asphalts, multi-grades, slurry and micro surfacing systems and equipment, chip sealing emulsions, emulsion manufacturing, and production mill packages.

VSSI belongs to the Reed Family of companies, and thereby has access to additional capabilities such as asphalt plants, concrete plants, and aggregate quarries belonging to sister companies. In addition, these sister companies provide expertise, subcontracting resources, and other opportunities to VSSI.
