Q4: Are there any considerable differences in this new scope of work from the existing scope performed by the current month to month contractor?
R4: There are no major changes from the previous scope of work. The new RFB does contain adjusted levels of service under Section VI. Scope of Work/Services, subsection A.
Q5: Is there a confirmed date and time the award will be announced? R5: All bidders will be notified in writing of the City’s intent to award. The notice of intent to award will list the awarded bidder and the date and time of the Visalia City Council Meeting at which award will be made.
Q6: When can contractors charge for irrigation repairs? R6: Contractors can charge for irrigation damage caused by vandalism and repairs deemed Major Repairs.
Please see section B. Landscape Maintenance – Specifications, sub-section C. for details.
Q7: After a contract is awarded, when does the contractor start to receive a written notice that an area is out of compliance and when does a pay reduction take place? R7: Please see section V. Contract Acceptance After Award for details. There are different timeframes dependent on the acreage of the contract. This section, however, does not exclude the contractor from receiving inspections and/or deductions for areas of maintenance that are not included in the contractor’s initial inspection or new maintenance deficiencies after the contractor’s inspection.
Q8: If a contractor holds contracts right now, can they be a subcontractor? R8: If a contractor is bidding on this project, they may not be listed as a subcontractor for the same bid.
If a contractor holds contracts for different projects and will not be bidding on this current project, they may be listed as a subcontractor for the current bid.
Q9: Can a subcontractor be added after the bid closes?
R9: No, subcontractors must be listed at the time the bid is submitted.
ITEM 2: PREVAILING WAGES
Prevailing wages were checked on Monday, June 16, 2025. There were no updates to the state wages.
