PUBLIC COMMENTS
This is the time for members of the public to comment on any matter within the jurisdiction of the meeting body. We ask that you keep your comments brief and positive. Creative criticism, presented with appropriate courtesy, is welcome. We cannot legally discuss or take official action on items that are introduced today. In fairness to all who wish to speak, each speaker from the public will be allowed three minutes. Please begin your comments by stating and spelling your name and providing your city of residence.
SPECIAL SESSION ITEMS
1. Discussion on Residential land and housing inventories within Tier I, and Tier II, and discussion of Land Use Policy LU-P-21 analysis regarding movement to and development of Tier III lands. 25-0362
2. Updates to City regulations and zoning districts that allow emergency shelters, in fulfillment of General Plan Housing Element Implementation Program 5.2 and Assembly Bill 2339.

Updates to City regulations and zoning districts to allow for a mix of dwelling types and sizes, including limited promotion of missing middle-density housing types, and to the public hearing requirements related to parcel maps and large multi-family uses, in fulfillment of General Plan Housing Element Implementation Programs 2.7 and 3.17.
