The Visalia Police Department appreciates the Department of Alcoholic Beverage Control accepting this letter of interest in the ABC-OTS Local Enforcement Grant. Specifically, the Visalia Police Department requests to be part of the Grant to conduct Minor Decoy operations, Shoulder Tap operations, and ABC IMPACT inspections to be administered during the period of October 1, 2025, through August 31, 2026.
The City of Visalia has 199 on-sale retail establishments and 113 off-sale establishments.
The Visalia Police Department is seeking a grant from the Alcoholic Beverage Control/Office of Traffic Safety in the amount of $30,000 to provide overtime staffing and resources for a compliance, enforcement and education campaign aimed at reducing alcohol related crimes and the sale of alcohol to minors at the 312 ABC licensed establishments with the City of Visalia. The evaluations of these operations throughout the year will include the success of enforcement actions and statistics showing the compliance rate for said establishments. The department’s expectations are to see a decline in calls for service regarding alcohol sales to minors and an increase in merchants and public awareness regarding underage drinking.
Goals and Objectives
Provide education to ABC licensed establishments through the IMPACT program.
Conduct an education/information campaign through media and social media outlets.
Conduct enforcement details using the best and most promising practices.
Train law enforcement officers regarding ABC enforcement and procedures.
The Visalia Police Department is willing to engage in Minor Decoy, Shoulder Tap, IMPACT inspections, and a Media Press release campaign during the term of the agreement and has the support of the local prosecutor.
