Agenda Item Wording:

Planning Commissioner Interviews - Conduct interviews and appoint one applicant to fill the upcoming Planning Commission vacancy for the unexpired term ending June 30, 2027, or reopen the recruitment process.

Agenda Date: 03/18/2026
Prepared by: Reyna Rivera, Chief Deputy City Clerk, [email protected], (559) 713-4512; Leslie B. Caviglia, City Manager, [email protected], (559) 713-4332 Department Recommendation: It is recommended that the Visalia City Council conduct interviews to fill an upcoming vacancy for the Visalia Planning Commission with an unexpired term ending on June 30, 2027, or reopen the recruitment process. Any appointment made for the unexpired term should be effective March 24, 2026.

Summary:

The City Council has received the resignation of Commissioner William Davis effective March 24, 2026. A recruitment was held, and there are seven applicants for the position. Council will conduct interviews, and appoint one applicant to fill the resulting vacancy on the Visalia Planning Commission for the remainder of a term ending June 30, 2027, or the Council could choose to reopen the recruitment.

This appointment is important as the City prepares to undertake a comprehensive General Plan update process. Maintaining a full Planning Commission will support continuity and effective decision -making during this process.

Background Discussion:

Pursuant to Article XIII, Section 1 of the Visalia City Charter, the City Council may establish a Planning Commission consisting of five members who serve without compensation. The Commission is granted powers and duties as determined by the Council, specifically related to city planning matters.

According to Visalia Municipal Code Section 2.16.020, vacancies on the Planning Commission must be filled by the Council and are to be filled only for the remainder of the unexpired term.

Commissioners must also be United States citizens and residents of the City of Visalia.

The Visalia Planning Commission currently consists of five voting members. Commissioner William Davis has submitted his resignation effective March 24, 2026. In response to the anticipated vacancy, the City Council directed staff to begin recruitment efforts.

The timing of the recruitment and appointment is especially important as the City is preparing to Visalia City Council Printed on 3/16/2026Page 1 of 2

launch a comprehensive General Plan update in the coming year. Ensuring that the Planning Commission includes individuals with relevant experience in land use planning, zoning, and community development will provide stability and help support informed decision-making throughout this complex process.

Staff initiated a recruitment process and received new applications. In addition, applications previously submitted within the City’s two-year application retention period will also be presented to the City Council for consideration.

The City Council will conduct interviews and may appoint one applicant to fill the remainder of Commissioner Davis’s term ending June 30, 2027, or direct staff to reopen the recruitment process.

Fiscal Impact including annual maintenance and operating costs: N/A Prior Council Action: June 16, 2025: Council reappointed Commissioner William Davis to serve his second term.

Alternatives: The Council may provide direction to staff for an alternate process.

Recommended Motion (and Alternative Motions if expected):

I move to appoint (insert name) to the Planning Commission to fill the unexpired term ending June 30, 2027, effective March 24, 2026;
Or
I move to direct staff to reopen the recruitment process; or provide an alternative process.

9 To Whom It May Concern,
It is my pleasure to recommend Efrain Becerra for your organization. He is a passionate individual, able to organize and lead groups with precision and care. I have known Efrain for over 10 years as a mentor within our church organization.

During this time, I have been consistently impressed with his enthusiasm for cultural activities and his care and concern for the well-being of others.

Efrain consistently demonstrated a strong commitment to executing planned events on time and an exceptional ability to inspire team members to perform to the best of their ability. His technical expertise of the culture of most Hispanic nations was particularly noteworthy, and consistently played a key role in annual multi-cultural activities.

I was particularly impressed by Efrainʼs knowledge of native cultural dances. For instance, he was able to instruct, lead, and even participate in dances from several countries and cultures within succession during the events.

Efrain is always eager to learn and take on new challenges, and he consistently exceeds expectations. I am confident that he will be a valuable asset to your organization or program.

I recommend Efrain to your organization. Please do not hesitate to contact me if you have any further questions.

Sincerely,
Geoff Howard

First Choice for City

contractors that know how to work on them.

Goals for this appointment: I would like to build relationships with the other committee members and find ways to improve
outreach and resources for homeowners. I would also
like to compare existing historical committee
ordinance to other California communities and make
recommendations to the City that could improve the
community experience of ownership and investment in
these types of properties. Additionally, identifying
changes that would relax the concerns of other
neighborhoods that should be historically protected
such as Beverly Glen or Green Acres, so that we could
continue to expand protection to these historical
homes. These neighborhoods are the Cities historical
"core" and we need to find ways to continue improving
these neighborhoods.

Second Choice for City

parks or botanical gardens when traveling is a hobby

Goals for this appointment: Support efforts to make good long term planning decisions. I would likely push or make

List any training and/or experience: Senior operator with 20+ years of experience supporting executive leadership in high-stakes,
regulated, and under-structured environments. I’ve
served as a hands-on capital markets lead and as a de
facto Chief of Staff4partnering with CEOs, EVPs, and
boards to frame decisions, manage risk, and translate
strategy into execution under time pressure. My
strength is synthesizing complex financial,
institutional, and geopolitical dynamics into clear,
actionable options that accelerate decision-making and
align cross-functional teams. I’m most effective where
judgment, operating cadence, and clarity matter more
than title4particularly during periods of volatility,
ambiguity, or transition.

Education-school, major, graduation date &
degree: Point Loma Nazarene University (2000-2004), BA in International Business University of Cambridge (2002-
2003), Institute for Economic and Political Studies
Additional skills and/or interests: I bring a systems-based approach to decision-making, grounded in evaluating tradeoffs, long-term
sustainability, and structural risk. My professional
background involves assessing complex,
interdependent systems under constraint and making
disciplined decisions with an emphasis on durability
rather than short-term reaction. I am particularly
interested in how land use decisions interact with
infrastructure capacity, fiscal sustainability, and long- 22 term service obligations. Growth, density, and
development each carry both opportunity and
downstream cost. I believe thoughtful planning
requires understanding not only immediate benefits,
but also long-term impacts on utilities, transportation, public safety, and municipal finances. I value clear
governance processes and adherence to adopted plans.

Planning decisions are most effective when they are
transparent, consistent, and grounded in established
frameworks rather than shifting pressures. A
predictable and disciplined process supports both
community trust and responsible development. I am
also interested in how thoughtful land use shapes the
long-term resilience and character of the city.

Decisions made today will influence Visalia’s
infrastructure demands, fiscal stability, and quality of life for decades. My goal would be to approach each
matter with careful analysis, respect for process, and a focus on sustainable outcomes.

First Choice for City
Board/Committee/Commission: Planning Commission
Applicable qualifications and experience: I have more than twenty years of experience in capital markets, financial risk management, and institutional
decision-making. My professional work has required
evaluating complex proposals, identifying unintended
consequences, and balancing long-term sustainability
against short-term pressures. I routinely assess
structural risk, liquidity constraints, and downstream
impacts before commitments are made. That discipline
translates directly to land use and planning decisions, where infrastructure capacity, fiscal implications, and long-term obligations must be considered carefully. My
background also includes executive-level reporting and
governance interaction, where clarity, transparency,
and adherence to established frameworks are
essential. I am comfortable reviewing detailed
materials, asking focused questions, and making
decisions based on policy and adopted standards
rather than reaction. In addition, I have a strong
interest in infrastructure systems and how long-term
23 planning choices affect community stability and
resilience. I approach decisions methodically, with
attention to both immediate impacts and multi-decade
outcomes.
