Dear HPD Homelessness Grants:
Caltrans District 6 is supportive of and committed to the City of Visalia for their proposed request for Encampment Resolution Funding (ERF) Program, round 5 application.
The City of Visalia and partnering agencies have been providing services such as case management services, coordinated entry services, meal assistance, and enrollments into interim and permanent housing placements to homeless encampments along state Routes 198, 63, and 216. The City of Visalia is committed to the region and has shown their willingness to partner to improve accessibility to those most in need by providing housing and other resources.
Caltrans will commit to the following resources to support this effort:
• Provide recommendations and support for funding.
• Facilitate outreach efforts by social service providers in the aforementioned high-return probable areas to benefit persons experiencing homelessness and to keep Caltrans rights-of-way clear of debris and reduce the likelihood of potentially hazardous conditions and repopulation of encampments following removal.
• Provide at least two weeks’ notice to HCD and the City before removing an encampment in the proposal only in collaboration with the City of Visalia notice unless critical circumstances exist and the encampment poses an imminent threat to life, health, safety, or infrastructure and must be immediately addressed.
CITY OF VISALIA
June 1, 2026
“Improving lives and communities through transportation.” • Continue to communicate with the City of Visalia and partnering agencies to coordinate social services prior to an encampment removal.
The City of Visalia will:
• Work to resolve encampments to deter repopulation of sites. • Report all actions taken and document outcomes.
• Engage service-resistant individuals and use all tools available to resolve housing individuals.
The City of Visalia acknowledges that repeated repopulation of sites supported by this grant will be elevated to HCD by Caltrans to provide increased accountability for successfully housing individuals when removals occur.
Where 90-Day Continuous Posting at ERF Sites has been established, grantees are expected to deliver ongoing outreach throughout the entire 90-day period, engaging any individuals present at the location in anticipation that a notice to vacate may be posted by Caltrans as soon as repopulation is observed.
Caltrans District 6 is eager to be a part of the City of Visalia’s partnership to strengthen and expand resources to connect persons experiencing homelessness with new opportunities in the community.
If you have any questions, feel free to contact Jason Miao, Acting Deputy District 6 Director of Maintenance and Operations, Caltrans, at (559) 341-7990 or by email at [email protected].
Sincerely,
MICHAEL NAVARRO
District 6 Director
