Project Understanding
The Scope of Work outlined herein is based on conversations with City staff, our experience with the project to date, our experience delivering similar projects for the City of Visalia, and a review of available documentation. Building upon the ongoing 30% design effort currently being completed by
4Creeks, our team will continue coordinating with City staff to refine the project scope, as needed, and advance the project through final design and preparation of the required
deliverables. Additionally, following project kickoff and throughout the design phase, we will notify the City if unexpected field conditions, encumbrances, or design
requirements necessitate a change in scope. The general scope of work presented herein is for the completion of the 100% design for the Shirk Street Improvements between Walnut Avenue and the State Route 198 interchange.
For the purposes of design, we anticipate the southern project limit to be approximately 800 feet south of the Shirk
Street/Walnut Avenue intersection, directly north of the Watson Ditch to allow for interim lane transitions until Shirk Street is widened south of Walnut Avenue and to avoid Watson Ditch improvements. The Shirk Street/Walnut Avenue intersection improvements are currently being designed by others.
Therefore, the Shirk Street widening plans will tie into the anticipated northern curb returns of the planned Walnut Avenue intersection. The northern project limits are anticipated to tie into the State Route 198 ramp improvements, which will require coordination with existing conditions, varying cross- sectional widths, and consideration of future ultimate buildout for the full roadway section. 4Creeks will utilize a team of staff and subconsultants to perform the various components of this project. Jason Watts, PE will be the acting project manager and 4Creeks staff will coordinate with all team members to work concurrently, maintain the schedule, and ensure the project goals are achieved.
The scope of work will generally include the following:
• Continue development of the 30% design currently
being completed by 4Creeks and advance it into a
complete bid package.
• Prepare construction documents identifying existing
improvements, improvements by others, and
improvements to be constructed by the City.
• Finalize roadway widening design, including median
improvements.
• Finalize turning pockets and intersection
improvements along the corridor.
• Finalize pavement improvements based on
geotechnical recommendations.
• Design frontage improvements, including curb and
gutter, sidewalk, landscaping, and driveways.
• Develop signing and pavement delineation for the full- width configuration of Shirk Street.
• Finalize drainage improvements, including DI’s,
laterals, crossings, and storm drain infrastructure.
• Finalize design of the Persian Ditch crossing.
• Design street lighting and electrical components.
• Design underground traffic signal improvements at
the Shirk Street/Tulare Avenue intersection for future
signalization.
• Continue utility research, coordination, and relocation planning/coordination.
• Design signal interconnect conduit along Shirk Street between Walnut Avenue and the eastbound State
Route 198 off-ramp.
• Design median landscaping and irrigation.
• Design interim roadway improvements south of
Walnut Avenue approximately 800' to transition traffic
to the existing roadway cross section.
• Provide off-site coordination with Caltrans and
adjacent property owners and coordination with
adjacent projects at Walnut Avenue and State Route
198.
• Provide bidding and construction assistance
(optional).
• Provide federal funding support (optional).
• Prepare as-built plans (optional).
The following sections provide a detailed breakdown of the tasks required to advance the project from the current 30% design phase through final 100% plans, specifications, and engineer’s opinion of probable construction costs.
