NOW, THEREFORE, BE IT RESOLVED, NOW, that the City Council:

Finds that Tentative Parcel Map No. 2025-13 satisfies the applicable provisions of the Subdivision Map Act and the Visalia Municipal Code.

Finds that the issues raised in the appeal concerning Planning Commission Condition No. 2 have been independently considered by the City Council.

Finds that construction of frontage improvements concurrent with development of the first phase is a necessary prerequisite to the orderly development of the surrounding area pursuant to Government Code section 66424.6(a)(2)(B), and that Planning Commission Condition No. 2 is appropriate for the reasons set forth in the City Council staff report and evidence presented at the public hearing.

Confirms the Planning Commission's conditional approval of Tentative Parcel Map No. 2025-13, subject to the Planning Commission Conditions of Approval dated June 8, 2026.
