RESOLUTION NO. 2026-50
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VISALIA APPROVING General Plan Amendment No. 2025-04, a request by D.R. Horton to reconfigure the land use designations on Assessor’s Parcel Numbers 127-020-020 and 127-020-021 and to realign the “K” Avenue Collector alignment to Sunnyside Avenue between Lovers Lane and Road 148 (APN: 127-020-020 and 127-020-021)
WHEREAS, General Plan Amendment No. 2025-04 is a request by D.R. Horton to reconfigure the land use designations on Assessor’s Parcel Numbers 127-020-020 and 127-020-021 as depicted in Attachment “A” and to realign the “K” Avenue Collector alignment to Sunnyside Avenue between Lovers Lane and Road 148; and WHEREAS, the Planning Commission of the City of Visalia, after duly published notice, held a public hearing before said Commission on June 8, 2026 and recommended that City Council approve General Plan Amendment No. 2025-04; and WHEREAS, the City Council of the City of Visalia, after duly published notice, held a public hearing on July 20, 2026; and WHEREAS, by Resolution No. 2026-46, the City Council adopted the Mitigated Negative Declaration for the Project and found that no subsequent or supplemental environmental review is required.
WHEREAS, the City Council of the City of Visalia considered the general plan amendment in accordance with Visalia Municipal Code Section 17.54.070 and on the evidence contained in the staff report and testimony presented at the public hearing.
NOW, THEREFORE, BE IT RESOLVED that the City Council:
Finds that General Plan Amendment No. 2025-04 is internally consistent with the General Plan and furthers the goals, objectives, and policies of the General Plan. The City Council further finds that the amendment is in the public interest, is not detrimental to the public health, safety, or welfare, and will not be materially injurious to properties or improvements in the vicinity.
Approves General Plan Amendment No. 2025-04 as depicted in Attachment "A," attached hereto and incorporated herein by this reference.
Amends the Circulation Element to relocate the “K” Avenue Collector alignment between Lovers Lane and Road 148 to the Sunnyside Avenue alignment.
This Resolution shall become effective immediately upon its adoption.
