(7) Cost of permits, if required, have not been included in construction estimate The intersection of South County Center Drive and West Walnut Avenue experiences flooding during storm events due to limited wet well/sump storage and the absence of a relief overflow to Evans Ditch. CIP #1 proposes modifying the existing pump sump/wet well to increase available storage area and constructing approximately 15 LF of 24-inch RCP overflow pipe from the wet well to Evans Ditch. A flap gate is included to prevent irrigation ditch flows from entering the storm drain system. These improvements provide an emergency overflow path to Evans Ditch while maintaining the existing pumped discharge configuration.
The project is intended to reduce the duration and volume of flooding at the South County Center Drive and West Walnut Avenue intersection during the design storm event.

CIP #2 is a pipe replacement project along North McAuliff Street between Houston Avenue and Douglas Avenue. The existing storm drain system currently transitions from a 24-inch pipe to a smaller 15-inch pipe, creating a bottleneck where debris can accumulate and restrict flow. The proposed improvement replaces approximately 840 LF of existing 15- inch storm drain with 24-inch RCP to match the upstream pipe size, remove the restrictive transition, and improve conveyance through this corridor. The project is intended to reduce localized flooding and improve drainage performance at the Houston Avenue and McAuliff Street intersection. Existing CIP #3 is a Kiwanis Park Basin and wet well improvement project. The project includes lowering/replacing approximately 50 LF of 36-inch RCP between the Kiwanis Park storage basin and the downstream pump wet well, along with modifications to deepen or replace the existing wet well. The existing pump discharge configuration is maintained, and the optional pump capacity upgrade is excluded from the base cost estimate. This project is intended to improve the hydraulic connection between the existing Kiwanis Park storage basin and wet well so the basin can drain more effectively and better use its available storage volume. Per City direction, this project is treated as an Existing CIP rather than a Future CIP because the improvements address existing infrastructure and existing drainage areas. Future trunkline extensions and future basin expansion elements are not included in this cost estimate. (5) Capital Improvement Cost includes 10% markup for engineering, 10% markup for construction management, and 7.5% markup for project administration. Future CIP #0 is a proposed storm drain conveyance and storage project serving the planned Carlton Acres development area. The project includes approximately 7,650 LF of new/proposed storm drain trunkline improvements, including approximately 4,950 LF of 36-inch RCP and 2,700 LF of 48-inch RCP. The project also includes approximately 20 storm drain manholes/junction structures based on the City-preferred 400 LF spacing standard and pipe size-change requirement, 2 basin inlet/outlet structures, approximately 5,800 CY of trapezoidal drainage swale/channel construction, and approximately 298,400 CY of storage basin excavation for the Carlton Acres storage basin. The modeled basin provides approximately 185 ac-ft of modeled storage capacity. The proposed improvements collect and convey runoff from the planned development area to the storage basin and provide dedicated storage to reduce future-condition flooding within the development drainage system.

Future CIP #3 is a proposed storage basin improvement at Foxwood Park Basin. No storm drain pipe improvements are included with this project. The project includes 1 basin inlet/outlet structure, approximately 71,800 CY of storage basin excavation/regrading, basin site restoration, and basin access/miscellaneous appurtenances. The basin provides approximately 45 ac-ft of storage capacity. The proposed basin improvements increase available storage for runoff tributary to Foxwood Park Basin; however, the project footprint is constrained by the available basin area. Modeling results indicate that some flooding may remain under Future Conditions after the project is implemented. Because this project improves an existing basin in an Existing Conditions area, the project is subject to Existing Conditions criteria. Modeling results for the Existing Conditions design storm indicate that the applicable Existing Conditions criteria are met.

Improvements
Future CIP #13 is a proposed storm drain and storage basin project serving future development near Road 152 and East Houston Avenue. The project includes approximately 2,500 LF of 48-inch RCP storm drain, 7 storm drain manholes/junction structures, 1 basin inlet/outlet structure, and approximately 22,900 CY of excavation for a new storage basin with approximately 14 ac-ft of storage capacity. The improvements provide dedicated stormwater conveyance and storage to accommodate future runoff within the Road 152 drainage area and reduce the potential for stormwater ponding as the area develops. The tributary area for this CIP contains concentrated areas of higher- density planned land use within a broader lower-density area. As such, each land use was evaluated separately rather than creating an area-weighted Curve Number as was done for the other FCIP tributary areas. (1) Costs based on project size

Future CIP #21 is a proposed Burke Street North basin partial expansion project serving the Burke Street North drainage area near Burke Park Pond. The north basin is subject to Existing Conditions criteria and is sized using the Existing Conditions design storm with an allowable basin depth of approximately 25.2 feet. The project includes approximately 32,100 CY of storage basin excavation and 1 basin inlet/outlet structure for the proposed north basin.
The proposed north basin provides approximately 19.9 ac-ft of total modeled storage capacity at the 25.2-foot allowable depth. Burke Park Pond is retained as an existing connected storage feature and is not modified as part of this project. The project also includes a conceptual diversion allowance requested by Public Works to allow flows to be routed from Burke Park Pond to the north basin when needed for maintenance. This allowance is represented as approximately 600 LF of 24-inch RCP, approximately 2 storm drain manholes/junction structures, and 1 tie-in to the existing storm drain/storage system. Because the modeled project includes north basin expansion, the cost estimate includes land acquisition and frontage-related improvements for the northern basin area. Modeling results for the Existing Conditions design storm indicate that the applicable Existing Conditions criteria are met. (6) Cost of permits, if required, have not been included in construction estimate (1) Costs based on project size
(2) Engineering News-Record (ENR) 20 City Average Cost Index for August 2026 is 14,350 (3) Baseline Construction Cost is based on multiplying the unit cost by dimension/quantity for each Project Element. (4) Estimated Construction Cost includes a 30% contingency of the Baseline Construction Cost. (5) Capital Improvement Cost includes 10% markup for engineering, 10% markup for construction management, and 7.5% markup for project administration.

Future CIP #28 is a proposed storm drain conveyance and standalone storage basin project serving the future drainage area near Visalia Parkway and the southeast growth area. The project includes approximately 5,750 LF of new/proposed storm drain improvements, including approximately 1,300 LF of 36-inch RCP, 1,100 LF of 42-inch RCP, and 3,350 LF of 48-inch RCP. The project also includes approximately 16 storm drain manholes/junction structures, 1 basin inlet/outlet structure, and approximately 55,300 CY of storage basin excavation for the proposed standalone storage basin. The basin provides approximately 34 ac-ft of storage capacity. The proposed improvements convey future runoff from the tributary drainage area to the standalone storage basin and provide dedicated storage to reduce future-condition flooding in the tributary drainage area.
