RFP NO. 25-26-11
Managed IT Services for Youth Lab

Page 7 of 25 ends

Criteria Explanation Points
Relevance of experience • Assesses the vendor’s experience delivering managed IT services of similar scope and
complexity, particularly in youth, educational,
municipal, or nonprofit environments.
20 Comprehensiveness of services • Evaluates how fully the proposal addresses the required scope of services, including system
management, security, hardware support, vendor
coordination, and specialized equipment. Greater
weight is given due to the importance of service
quality and completeness.
30 Responsiveness to the RFP
scope
• Measures how clearly and directly the proposal
responds to the RFP requirements. Proposals
should be organized, complete, and easy to
evaluate, but this criterion carries less weight than
service quality and cost.
15 Pricing Structure and Cost
Predictability
• Assesses the clarity, competitiveness, and long -
term predictability of the proposed pricing model.

Proposals offering transparent, flat -rate pricing
with clearly defined inclusions and minimal risk of
unexpected costs will score higher.
30 Local Vendor Preference • Proposers with a Tulare County Business address as specified in Section II 5

No proposer shall at any time after submission of a proposal make any claim or assertion that there was any misunderstanding or lack of information regarding the nature or amount of work necessary for satisfactory performance under the contract. If the proposer receives an award as a result of this Request for Proposals, failure to have made such investigations and examinations will in no way relieve the proposer from its obligations to comply in every detail with all provisions and requirements of the contract documents, nor will a plea of ignorance of such conditions and requirements be accepted as a basis for claim whatsoever by the proposer for additional compensation. Any errors, omissions, or discrepancies found in the specifications or other contract documents shall be called to the attention of the City and clarified prior to the submission of proposals.

Should the proposer feel there has been a supplemental or oral modification, it shall be his responsibility to verify said modification in writing prior to submission of the proposal.

No proposal may be withdrawn after the time fixed in the public notice for the receipt of proposals.

B. REJECTION OF PROPOSALS
Failure to meet the requirements of the RFP may be cause for rejection of the proposal. The City may reject the proposal if it is deemed incomplete, contains irregularities of any kind , or is offered conditionally. The City reserves the right to reject any and all proposals without cause.

The proposal is to be prepared in such a way as to provide a straightforward, concise delineation of the information requested. Proposals that contain false or misleading statements, or which do not support an attribute or condition claimed by the proposer, may be cause for rejection of the proposal. The award, if made, will be made within ninety (90) days from the proposal closing date. Proposer agrees and so stipulates in submitting this proposal, as stated therein, and in any subsequent award of contract that:
