RE: City of Visalia Corporation Yard Master Plan (RFP No. 25-26-45) Dear Selection Committee Members,
Griffin Structures is pleased to submit this proposal to assist the City of Visalia in developing a comprehensive Corporation Yard Master Plan.
We understand that this effort is about more than evaluating buildings and preparing conceptual site plans. The City is seeking a roadmap for how its operational campus should evolve over the coming decades to support a growing community, changing workforce needs, expanding fleet requirements, alternative fueling technologies, and increasingly complex service delivery demands. The fundamental question is not simply what improvements are needed, but rather whether the existing Corporation Yard can continue to support the City’s long-term operational needs and, if so, what investments should be prioritized to maximize efficiency, resiliency, and value.
At Griffin, we specialize in helping public agencies answer exactly these types of questions. Unlike firms that approach master planning primarily through the lens of architecture or engineering, Griffin serves as an owner’s representative and strategic planning advisor. Our role is to help agencies make informed decisions regarding facilities, operations, funding, implementation, and long-term capital investment. We bring together facility assessment, operational programming, financial planning, cost estimating, implementation strategy, and stakeholder engagement into a single planning process designed to support decision-making.
Our team has successfully delivered similar assessments, strategic facility master plans, operational studies, and implementation strategies for public agencies throughout California, including public works facilities, corporation yards, fleet maintenance operations, fire stations, police facilities, civic campuses, and other essential service infrastructure.
Through these efforts, we have helped agencies evaluate future growth, operational efficiency, facility modernization opportunities, funding strategies, and phased implementation approaches while maintaining uninterrupted service delivery.
For Visalia, we believe the greatest value of this planning effort will be providing City leadership with a clear and defensible framework for future decision-making. The final Master Plan should not only identify what improvements are needed, but establish when they should occur, how they should be prioritized, what they are likely to cost, and how they can be implemented while maintaining ongoing operations. Ultimately, the plan should serve as a practical guide for future capital investment rather than a document that sits on a shelf.
Griffin also brings the benefit of prior experience working with the City of Visalia and familiarity with the City’s organizational structure, operational stakeholders, decision-making processes, and capital planning environment. While we recognize that this effort must stand on its own merits, our existing understanding of the City’s facilities planning objectives and operational culture will allow our team to focus less time learning the organization and more time evaluating opportunities, validating future needs, and developing actionable recommendations. We believe this familiarity will accelerate stakeholder engagement, improve planning efficiency, and ultimately provide greater value to the City throughout the master planning process.
We appreciate the opportunity to submit our qualifications and look forward to the possibility of partnering with the City on this important initiative. Should you have any questions regarding our proposal, please do not hesitate to contact us.
Sincerely,
Dustin Alamo, CCM, DBIA, LEED AP, DRE #01930629

Project Understanding
The City of Visalia seeks a comprehensive Corporation Yard Master Plan that will provide a long-term roadmap for modernizing, optimizing, and expanding the City’s primary operational campus in support of essential municipal services. Located on approximately 25 acres at 335 N. Cain Street, the Corporation Yard serves as the operational hub for Public Works, Fleet Maintenance, Streets, Traffic Safety, Solid Waste, Parks, Trails, Urban Forestry, Buildings, and related support functions. The facility has evolved over time to support growing operational demands and now serves a workforce and fleet operation that exceeds the functional capacity of many of its existing facilities.
Our understanding is that the City is seeking more than a traditional facility assessment. Rather, the City desires a data-driven planning effort that evaluates existing facility conditions, operational workflows, space utilization, staffing growth, fleet evolution, alternative fuel transitions, and long-term service demands to determine the most effective path forward. This includes evaluating whether future needs can be accommodated within the existing Corporation Yard footprint or whether expansion, consolidation, redevelopment, or utilization of alternative City-owned properties should be considered.
A successful master planning effort must balance operational efficiency, employee safety, fleet functionality, infrastructure modernization, sustainability goals, and fiscal responsibility. Equally important will be engaging operational staff throughout the planning process to ensure recommendations reflect the realities of daily service delivery while establishing a practical and implementable roadmap for future capital investment. We recognize that maintaining uninterrupted municipal operations during future implementation phases will be a critical consideration influencing both facility planning and phasing recommendations.
Given the complexity of the site and the interrelationship between operational divisions, we believe the greatest value to the City will come from a planning process that combines facility condition assessments, operational programming, site planning, implementation strategy development, and financial feasibility analysis into a single integrated master planning effort. The resulting Master Plan should serve as a decision-making framework that positions Visalia to strategically invest in its operational facilities over the next twenty years while maintaining flexibility to adapt to future workforce, fleet, technology, and sustainability initiatives.

COORDINATION
A successful master planning effort begins with
establishing clear objectives, decision-making
processes, communication protocols, and stakeholder
expectations. Griffin will work closely with City
leadership and project stakeholders to confirm
project goals, refine the work plan, establish project
governance, and create a roadmap for stakeholder
engagement throughout the planning process.
Because the Corporation Yard supports numerous City
departments and operational functions, maintaining
alignment throughout the planning process will
be critical to ensuring recommendations are both
operationally practical and organizationally supported.
Griffin will provide ongoing project management,
coordination, and communication to keep the project
moving efficiently while maintaining transparency and
stakeholder involvement.
Activities
• Conduct kickoff meeting with City leadership and
project stakeholders
• Confirm project objectives, schedule, deliverables,
and communication protocols
• Establish project governance and review
procedures
• Facilitate monthly coordination meetings
• Maintain project schedule, action items, and
decision log

STAFF ENGAGEMENT
The success of any Corporation Yard Master Plan
is directly influenced by the participation of the
individuals who operate and maintain the facility on
a daily basis. Griffin will facilitate a collaborative
planning process designed to capture operational
insights, validate future needs, and build consensus
around potential improvements. Working closely with
City staff, we will engage leadership, supervisors,
operational personnel, and key stakeholders to
understand existing challenges, operational goals,
and future requirements. This will occur both thru
questionnaires and in-person interviews help ensure
recommendations reflect both strategic objectives and
day-to-day operational realities.
Activities
• Develop stakeholder engagement plan and
stakeholder roster
• Conduct departmental interviews and operational
workshops
• Facilitate site tours with operational staff
• Establish and facilitate Advisory Group meetings
• Document stakeholder feedback and planning
priorities

OPERATIONAL PROGRAMMING
This task represents the foundation of the master
planning effort and will establish a comprehensive
understanding of how the Corporation Yard functions
today and what will be required to support future
operations. Griffin will evaluate existing facilities,
infrastructure, operational workflows, staffing
levels, fleet operations, storage functions, and site
utilization to identify constraints, opportunities,
and future requirements. Building upon the facility
assessment, Griffin will work with City staff to develop a comprehensive operational space program that
defines current and projected needs over the planning
horizon. Special attention will include differentiating the nuances between needs and wants. This analysis
will provide the basis for evaluating future alternatives and investment strategies.
Activities
• Review existing plans, studies, staffing data, fleet
inventories, and operational information
• Conduct facility condition assessments and
operational evaluations
• Assess site circulation, storage areas, fleet
operations, fueling systems, and support
infrastructure
• Evaluate building systems, accessibility, safety,
security, and operational functionality
• Identify constraints, deficiencies, and
modernization opportunities
• Develop operational space program and future
growth projections
• Evaluate future staffing, fleet, storage, parking,
and infrastructure requirements
• Assess opportunities involving adjacent and
alternative City-owned properties
T A S K 4 - C O N C E P T U A L D E S I G N
AND SITE PLANNING
Using information gathered during the assessment and
programming phases, Griffin will develop conceptual
planning alternatives that address current deficiencies while supporting the City’s long-term operational
goals. Alternatives will explore varying approaches
to modernization, expansion, redevelopment,
consolidation, and future growth. Each alternative
will be evaluated based on operational efficiency,
implementation feasibility, flexibility, sustainability, safety, and overall value to the City.
Activities
• Develop up to three conceptual site layout
alternatives
• Evaluate operational adjacencies and workflow
efficiencies
• Analyze circulation, access, security, and safety
considerations
• Evaluate future expansion opportunities and
operational flexibility
• Incorporate sustainability and resiliency initiatives • Facilitate stakeholder review and alternative
evaluation workshops
• Refine preferred planning alternative

IMPLEMENTATION STRATEGY
Once a preferred direction has been established,
Griffin will prepare planning-level cost estimates
and develop a practical implementation framework
designed to guide future investment decisions.
Recommendations will consider operational continuity,
funding constraints, phasing opportunities, and future
flexibility. Recognizing that implementation may occur
over many years, this phase will establish a clear
roadmap that allows the City to strategically advance
projects as funding becomes available.
Activities
• Prepare planning-level cost estimates for
alternatives
• Refine estimates for the preferred master plan
• Develop implementation sequencing and phasing
strategies

DESCRIPTION
Griffin Structures assessed the feasibility of a shared Corporate Yard facility for the County of San Mateo, and the Cities of Belmont, San Carlos, and Redwood City,
consolidating their existing yards that support essential public works functions. To assess the feasibility of a
joint-use yard, the study evaluated the 17.33-acre Countyowned site that offers sufficient area to accommodate a consolidated facility. The team explored various facility management models presenting governance frameworks for
a shared facility. A proposed program for the joint facility supported consolidated services with suggestions for more efficient operations to streamline work processes. The study evaluated the logistical, operational, and financial viability of this joint facility, focusing on streamlining operations, enhancing resource sharing, and optimizing space while
addressing each city’s specific needs.
The final program consisted of 130,000 SF in building space with a total of 12.6 acres in development and a preliminary construction cost of $315 million. The study culminates in a comprehensive program, governance framework, timeline,
and preliminary budget, giving the four jurisdictions a robust foundation to evaluate the future of a shared corporate yard.
