B. Background
Located in California’s Central Valley between the larger metropolitan cities of Fresno and Bakersfield, the City of Visalia is east of State Highway 99 and along State Highway 198. The City of Visalia has a population of over 140,000 residents. The City's incorporated area covers approximately 40.1 square miles and 527.23 miles of roads.
The current Corporation Yard is located at 335 N. Cain Street in Visalia and occupies approximately 25 acres across multiple parcels. The Corporation Yard serves as the operational hub for the City's Public Works and other departments, but can no longer meet the needs of supporting over 600 City-wide full-time, and approximately 200 part-time employees. The existing facility is undersized, poorly configured, outdated, and requires additional space and operational improvements to meet current needs.
Current Corp Yard:
Total Staff (Approx. #): 200
Office Space (Approx total SF): 36,500
Shop Space (SF, # of Bays): 17,250 total SF – 13 bays Including shop bays, wash bays, lube bays, weld bays
Existing Parking – Personal Vehicles, City Vehicles, Equipment (Approx. #’s of each /SF/Acres) Regular Parking spots: 243

Interior/Covered Storage (SF): 9,000 SF
Fueling Stations (Type and #):
Gas: 2
Diesel: 2
CNG Fuel Islands: 18 islands with 4 hoses per post, 1 island with 3 hoses Fast-Fill: 2 pumps
The development of a Facility Master Plan for the Corp Yard is intended to evaluate the existing facility for both condition and efficiency of operations. It will identify the current and growing demand for space (office, shop, storage, parking, fueling, etc.) relative to what is available at the current location, taking into account pending impacts from the transition to alternative-fueled vehicles. It will determine what improvements are needed and whether they can be housed within the existing facility limits, or if additional real estate is needed. The Plan will need to encompass not only current staffing, but also be designed and built to accommodate future growth. The selected consultant shall City of Visalia Corporation Yard Master Plan
RFP NO. 25-26-45
evaluate the existing Corporation Yard facilities, operational divisions, staffing levels, equipment storage needs, fleet operations, and long-term space requirements to determine the most effective strategy for meeting the City’s future operational needs. While the existing Corporation Yard site will serve as the primary focus of the master planning effort, the City is open to evaluating alternative configurations, expansion opportunities, consolidation strategies, or potential use of other City-owned properties if determined beneficial through the planning process. The master plan should therefore not be limited solely to the current Corporation Yard footprint, but should instead evaluate operational efficiency, long-term functionality, site constraints, future growth, and overall municipal service needs comprehensively.
Possible future needs at the Corporation Yard in addition to existing facilities includes:
• Alternative fueling stations
• Additional Office Space
• Additional Employee Parking
• Additional Fleet Vehicle Parking
• Additional Shop Space
• Additional Storage Space
Please note: Visalia Transit is a key stakeholder in this master plan, and Transit-owned parcels are adjacent to and partially overlap with the Corp Yard planning area. Specifically, APN 098-142-055 (approximately 72,658 SF, currently utilized by Solid Waste for bin storage) and the Visalia Transit Operations site and Bus-Transit building (APN 098-142-067) are owned by Visalia Transit. As Transit's fleet and infrastructure needs evolve, including a potential shift toward smaller, on-demand "Visalia Connect"-style vehicles, those changes will affect available space and operations within the broader Corp Yard area. The consultant shall assess Transit-owned parcels in the context of their relationship to Corp Yard operations, including current use, and adjacency constraints. However, because Visalia Transit operates as a separate City division with its own independent funding structure and there is a Short Range Transit Plan that is currently underway, any assessment of Transit-owned parcels conducted as part of this master plan shall be limited to evaluating their relationship to Corp Yard operations, adjacency impacts, and current use. This assessment work is considered part of the Corp Yard Master Plan scope and shall be billed under this contract. Any planning, design, or recommendations that go beyond this limited assessment and address Transit operations or Transit-owned property in a standalone capacity shall be clearly identified and presented as a distinct component of the master plan deliverables, and shall not be billed under this contract. The City reserves the right to authorize and fund such Transit-specific work separately through a future scope amendment or independent agreement.
C. Purpose, Objective and Services to be Provided.
A consultant will be selected to perform a facility assessment and to develop a Facility Master Plan for the Corporation Yard that will serve as a comprehensive, long-term strategy for organizing, modernizing, and optimizing the City’s operational facilities that support essential public services. A consultant will be selected to work closely with City staff, stakeholders, and the community to assess the current condition and functionality of the Corporation Yard, identify future space and operational needs, and develop a plan that aligns with the City’s sustainability, safety, and efficiency goals. The Master Plan will encompass all operational divisions currently housed at or associated with the Corp Yard, including Public Works, Fleet, Solid Waste, Streets, Traffic Safety, Parks, Trails, Urban Forestry, and Buildings, and will account for the planning implications of adjacent Transit-owned parcels as described in the Background section.
The Master Plan will be developed through a collaborative process that incorporates significant input from City departments, operational personnel, and key stakeholders, utilizing a participatory planning process that includes staff workshops, site assessments, and iterative reviews. The collaborative process may require additional on-site visits beyond the initial data collection and final presentation to City Council. The final plan will include facility layout recommendations, phasing strategies, cost estimates, and infrastructure modernization priorities designed to meet both current and projected future needs. The planning horizon for this effort is approximately twenty (20) years, with consideration given to longer-term operational trends and growth as appropriate.
The primary objectives of the Corporation Yard Master Plan are as follows:
Evaluate current conditions of all existing Corporation Yard buildings, infrastructure, and operations to determine deficiencies, functional limitations, and opportunities for consolidation or enhancement.
City of Visalia Corporation Yard Master Plan

Any errors, omissions, or discrepancies found in the specifications or other contract documents shall be called to the attention of the City and clarified prior to the submission of proposals.
Should the proposer feel there has been a supplemental or oral modification, it shall be his responsibility to verify said modification in writing prior to submission of the proposal.

REQUEST FOR PROPOSALS RFP No. 25-26-45
CITY OF VISALIA CORPORATION YARD MASTER PLAN
ADDENDUM NO. 1
Issued: Thursday, June 18, 2026
Proposals Due: THURSDAY, JULY 9, 2026 AT 2:00 PM
Addendum is being issued to extend the deadline for submittals, provide responses to questions and an updated schedule. This addendum becomes part of the RFP 25-26-45 document and must be signed and submitted with proposal.
ITEM 1: EXTENSION OF PROPOSAL SUBMITTAL DEADLINE
Due to the number of questions received and to allow proposers time to review the responses, the deadline to submit proposals is extended.
Proposals are now due on Thursday, July 9, 2026 at 2:00 PM.
ITEM 2: QUESTIONS/RESPONSES
Q1: What was the original purpose of the Sonic Buildings? R1: The Sonic buildings were originally constructed as shell structures and were later acquired by the City. At one point they were considered for future administrative office use; however, tenant improvements were never completed. The buildings remain unfinished shell structures. The City is open to evaluating all options regarding their future use as part of this Master Plan effort.
Q2: Does Edison have any investment in the parcel described as Edison Yard? R2: The parcel was previously owned and operated by Southern California Edison. The property was purchased and is currently owned by the City. Edison does not have any ownership interest in the property. The site is fully controlled by the City, and all future planning options can be evaluated without Edison involvement.
Q3: Regarding the Facility Assessment, are you looking for a full facility condition index target for each of the buildings or just the current conditions?
R3: The City is looking for a general assessment and overview of the current facilities, not an in-depth technical study or full facility condition index. The assessment should be sufficient to determine whether structures are viable for renovation, expansion, or long-term reuse within the 20-year planning horizon.
Q4: Can you please explain the schedule between September 2026 and September 2028? R4: The intended project duration is approximately one year. Given the procurement timeline, work under this contract is expected to begin around September 2026 and conclude around September 2027. The corrected and updated schedule is in item 3 of this addendum.
Q5: Can you confirm that this process is for a high-level planning effort and that there is no desire for any technical studies as part of this process?
R5: Yes. This is a high-level planning effort. No technical studies are required. Assessment should remain at a planning-level depth.
RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 2 of 11
Q6: Has the City conducted property evaluation of the existing site to determine if it is undersized and if we start looking at other alternative sites, do we need to include in our study what this existing site could be turned into in the future?
R6: No formal evaluation has been completed. The consultant will be responsible for performing a space utilization analysis and a needs assessment through engagement with the various City departments that utilize the facility. Using that information, the consultant will be responsible for preparing conceptual layouts that meet those needs. This will be used to determine whether the site is adequate for current operations with the ability to accommodate future growth. Limited existing documentation is available. If the assessment determines that additional space if needed, Consultant shall work with the City to identify alternatives such as the expansion of the existing Corp Yard to adjacent property, the relocation of portions, or all of, its operations to an alternative location(s).
Q7: What kind of documentation would the consultant who prepares the Master Plan have access to such as site plans, surveys, environmental studies, floor plans, and other documentation? R7: Documentation is limited. The City will provide all available plans, drawings, maps, surveys, and related materials in its possession. Consultants should anticipate supplementing City-provided information with their own field verification.
Q8: Would the consultant who prepares the Master Plan be eligible to provide subsequent architectural and engineering design services, including preparation of construction documents, or would participation in the master planning effort preclude the consultant from providing those future services? R8: Participation in the Master Plan does not preclude the consultant from pursuing subsequent architectural or engineering design services. While the consultant will be developing recommendations and conceptual direction, any future design-phase work will be procured separately, and all qualified firms, including the Master Plan consultant, would be eligible to compete. The City does not consider involvement in the planning effort to be a conflict of interest for future design-related work.
Q9: Exhibit A (Corp Yard Map) is listed as "Attached Separately" but does not appear to be included in the RFP document. Can the City provide this exhibit, along with any available GIS shapefiles, parcel maps, or site boundary data for the Corp Yard and adjacent Transit-owned parcels? R9: Exhibit A is being reissued as a separate attachment with this addendum. As is standard practice for City solicitations, exhibits are provided as separate files and are not embedded within the RFP document.
Exhibit A is the only available map of the Corporation Yard planning area and was manually prepared with support from the City’s GIS team. No GIS shapefiles, parcel layers, site boundary files, or other GIS datasets exist for the Corporation Yard planning area or the adjacent Transit-owned parcels. Therefore, no additional GIS mapping data is available to provide at this time.
Q10: The RFP references "other City-owned properties" as potential alternatives or expansion sites. Can the City identify which specific City-owned parcels, if any, are being considered or should be evaluated as part of this study?
R10: No specific alternative sites have been identified at this time. Identification and evaluation of potential alternative locations may be discussed and considered as part of the consultant's planning effort if warranted by the analysis.
Q11: Regarding the Transit-owned parcels (APN 098-142-055 and APN 098-142-067): Will the Visalia Transit team be available as a stakeholder for interviews and workshops? What level of coordination with the Short Range Transit Plan (SRTP) consultant is expected?
R11: Yes. Visalia Transit staff will participate in stakeholder interviews as needed. Coordination with the Short Range Transit Plan (SRTP) consultant will be limited to understanding adjacency considerations and ensuring the Master Plan does not conflict with Transit operations. Broader Transit planning is outside this project’s scope.
Q12: The RFP states the Corp Yard "occupies approximately 25 acres across multiple parcels." Can the City provide a complete list of all APNs included within the Corp Yard planning area boundary? R12: The primary APNs currently included within the planning area are identified in Exhibit A. Additional parcel information can be provided to the selected consultant as needed. The Corporation Yard planning area currently includes the following Assessor Parcel Numbers (APNs):
APN 098-142-024

Addendum #1 Page 3 of 11
APN 098-142-055
APN 098-142-061
APN 098-142-064
APN 098-142-067
APN 098-142-068
APN 098-142-069
These parcels are depicted in Exhibit A, which will be reissued separately with the addendum.
Q13: How many alternative or relocation sites should the fee proposal assume, and has the City pre-identified candidate parcels, or is site identification part of the consultant's scope? R13: The City has not pre-identified alternative sites to be evaluated. Based on the analysis, if additional space is required, the proposal should include sufficient effort to dictate how much additional space is needed and to provide recommendations and options relative to the possible expansion to adjacent parcels, or the relocation of specific portions, or potentially all, of its operations to an alternative site. Any alternative site planning would be performed at a conceptual level, rather than specific site(s). If a specific location is later determined, it would be subject to further evaluation under an expanded scope of work. Consultants should propose an approach they believe is appropriate to meet the project objectives.
Q14: Has any prior facility condition assessment, master plan, or operational study been conducted for the Corp Yard? If so, can those documents be shared with proposers? R14: The City is not aware of any comprehensive Corporation Yard Master Plan previously completed for this site.
Any relevant background documents available to the City will be provided to the selected consultant.
Q15: Are current as-built drawings available for the existing buildings (36,500 SF office, 17,250 SF shop, etc.)? If not, should the consultant budget for field verification and measured drawings? R15: As-built drawings are limited. Consultants should assume field verification and documentation will be required.
Approximate dimensioning should be sufficient for conceptual planning purposes. Preparation of detailed measured drawings is not anticipated as part of this scope.
Q16: The RFP references interviews with staff across numerous divisions (Utilities, Fleet, Collections, Building Inspection, Streets, Solid Waste, Parks, Trails, Transit, Building Maintenance, etc.). Approximately how many individual staff interviews does the City anticipate? Will the City coordinate scheduling of these interviews, or is that the consultant's responsibility?
R16: The City will assist in identifying interview participants and coordinating scheduling. Consultants should assume interviewing approximately one to two staff members from each represented department/division, along with two to three leadership-level staff. The total number of interviews will depend on final stakeholder alignment and project needs; however, this general level of participation should be used for proposal planning purposes.
Q17: Beyond the items already listed (kickoff, monthly coordination, three Advisory Group meetings, Council presentation), how many departmental interviews, staff workshops, and on-site visits should proposers assume?
R17:
For planning and fee-development purposes, consultants should assume the following minimum level of engagement:
• One project kickoff meeting
• Monthly coordination meetings throughout the project
• Three Advisory Group meetings
• Departmental interviews that include approximately one to two staff members from each represented department, plus two to three leadership-level staff • A minimum of two site visits for field assessment, with additional visits as determined necessary by the consultant to complete the scope
• One final City Council presentation is anticipated (see R20 for additional clarification) This level of effort reflects the City's expectations for developing a clear understanding of operational needs, facility conditions, and future space requirements.
Q18: The RFP calls for an Advisory Group of 3–5 representatives and at least three meetings. Will the City identify and recruit Advisory Group members, or is the consultant expected to facilitate that process? RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 4 of 11
R18: Yes. The City will assist in identifying and recruiting Advisory Group members. The consultant will facilitate meetings and document input.
Q19: Does the City anticipate any public outreach or community engagement components beyond internal staff and stakeholder engagement? If so, should this be scoped and priced? R19: Public outreach is not currently anticipated beyond stakeholder and staff engagement identified in the RFP.
Q20: How many City Council presentations or study sessions does the City anticipate beyond the final Master Plan presentation?
R20: One final City Council presentation is anticipated. Additional presentations or study sessions may be requested if needed.
Q21: What facility condition assessments, ALTA/topographic surveys, geotechnical reports, hazmat surveys, utility as-builts, and GIS data will the City provide, and will surveying or geo-tech be required during the master plan phase or deferred to design?
R21: Available surveys, utility information, GIS data, and other records will be provided if available. Detailed topographic surveying, geotechnical investigations, or other technical studies are not anticipated as part of this planning effort.
Q22: Does the City expect the facility condition assessment to include any destructive or invasive testing (e.g., core samples, material testing, hazardous materials surveys such as asbestos or lead-based paint)? If so, should these be included in the consultant's scope and fee?
R22: No. Destructive testing, hazardous materials investigations, and other invasive assessments are not required as part of this scope.
Q23: The RFP lists 16,800 SF of unoccupied buildings. Are these buildings accessible for assessment, and does the City want recommendations on their disposition (demolition, reuse, renovation)? R23: Yes. To the extent feasible, the buildings will be made available for assessment. The City would like recommendations regarding reuse, renovation, demolition, or other appropriate disposition options.
Q24: Should the facility assessment include evaluation of underground utilities, stormwater infrastructure, and/or environmental conditions (e.g., soil contamination from fueling operations)? R24: Evaluation should be limited to planning-level observations and considerations. Detailed utility investigations or environmental assessments are not required.
Q25: What is the City's current timeline and target for transitioning to alternative-fueled vehicles (EVs, hydrogen, etc.)? Are there existing fleet electrification plans, grant commitments, or CARB compliance mandates that should inform the master plan?
R25: The consultant should consider evolving fleet technologies and alternative-fuel vehicle trends. Specific fleet transition plans, funding commitments, and implementation schedules will be provided to the selected consultant if available. Alternative fueling space constraints should be considered and included in the space and needs assessment.
Q26: The RFP references CNG fueling infrastructure (18 islands with 4 hoses per post). Is the City planning to retain, expand, or phase out CNG infrastructure as part of the fleet transition? R26: No final determination has been made regarding long-term retention, expansion, or replacement of CNG infrastructure. For the 20-year outlook, however, it shall be assumed that these facilities will remain in place and in operation. Any impacts related to the minimum space required for alternative fuel vehicles should be considered and included in planning efforts.
Q27: Does the City have an established capital improvement budget or funding ceiling for Corp Yard improvements that should inform the cost estimating and phasing strategy? R27: Some independent capital project budgets have been identified, but have been placed on hold until the comprehensive Master Plan is completed. Existing project budgets may not be reflected of the needed improvements contemplated under the Master Plan. The Consultant’s scope to prepare the Master Plan should identify phased improvements and planning-level cost estimates to support future budgeting decisions.
Q28: Will the City accept AACE Class 5 and Class 4 estimates prepared by the prime team's in-house cost group, or is an independent third-party estimator expected?
RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 5 of 11
R28: While the City does not require an independent third-party estimator, proposers should show sufficient knowledge and experience in providing reasonable and reliable project estimates. Consultants may utilize qualified in-house resources or subconsultants.
Q29: The RFP requires the final Master Plan to be "print-ready, ADA-accessible, and suitable for web posting" with editable source files. What software formats are preferred for editable files (e.g., InDesign, Word, AutoCAD, ArcGIS)?
R29: Editable files should be provided in their native formats. Examples may include Microsoft Office files, PDF source files, CAD files, GIS files, and similar formats used to prepare deliverables.
Q30: The sample contract limits subcontracting to no more than 50% of the contract amount (excluding specialized services). Can the City clarify what disciplines would qualify as "specialized services" in the context of this master plan?
R30: Specialized services will be evaluated on a case-by-case basis and may include technical disciplines requiring specialized expertise, not typically provided by the prime consultant. While these all may, or may not be required, examples could include: site surveying, cost estimating, utility specialists, or ancillary or specialized engineering services.
Q31: Should the fee proposal include a not-to-exceed total, a time-and-materials structure, or a fixed-fee-per-task structure? Does the City have a preference for the contract compensation method? R31: The City requests a detailed fee proposal consistent with the requirements of the RFP. The City is open to consultant recommendations regarding compensation structure.
Q32: C. Permits and Licenses #4 Professional License. The RFP requires firms to be "qualified, properly licensed consulting firms" and states consultants must be licensed per the California Business and Professions Code with current professional registration. What Key Positions require California professional license(s)/registration must be held for a proposal to be considered compliant? Would the City accept reciprocal professional license/registration? What professional licenses/registrations can be held by subcontractors? R32: The prime consultant shall possess all licenses and registrations required to perform the proposed services under California law. Subconsultants shall possess licenses appropriate to their respective disciplines.
Reciprocal licensure that is valid and recognized in California is acceptable.
Q33: At what stage does the fee proposal factor into the evaluation and selection process, and does it carry any formal scoring weight?
R33: See “Section V. Consultant Selection Procedure” of the RFP. Proposals will be evaluated based on qualifications, experience, project understanding, and overall proposal merit and in accordance with the rating criteria listed in the RFP. Fee proposals shall be submitted under separate, sealed cover. The fee proposal of the selected Consultant will only be considered once the evaluation process has been completed and will be used as a basis for any contract negotiations. The actual scope of services and fees included in the contract may be negotiated and may vary to satisfy the City’s actual needs.
Q34: To streamline the procurement process, we respectfully request that the City accept electronic proposal submissions.
R34: Only physical submissions will be accepted. Proposals are to be sent to City of Visalia, Purchasing Division at 707 W. Acequia Ave, Visalia, CA 93291 and must be received by the deadline. Please refer to Page 1 of the RFP document for submittal instructions.
Q35: We respectfully request a two-week extension to the proposal due date to allow firms to incorporate the City’s responses to questions into their proposal packages
R35: The City will extend the proposal due date by two weeks. The revised proposal due date is Thursday, July 9, 2026 at 2:00pm. This extended deadline is included in Item 1 of this addendum.
Q36: Would the architect, or any potential consultants, including consulting, be precluded from pursuing the actual design and construction work in the future if we are awarded the assessment and feasibility study? R36: Participation in the Master Plan does not preclude the consultant from pursuing subsequent architectural or engineering design services. While the consultant will be developing recommendations and conceptual direction, any future design-phase work will be procured separately, and all qualified firms, including the Master Plan consultant, would be eligible to compete. The City does not consider involvement in the planning effort to be a conflict of interest for future design-related work.
RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 6 of 11
Q37: For the facility assessment, please confirm the level of structural integrity assessment you are seeking? Are you looking for high-level assessment based on review of as-builts and visual walk of the existing conditions? Or, are you looking for a Tier 1 Analysis?
R37: The City is seeking a high-level visual and planning-oriented assessment rather than a detailed structural analysis or Tier 1 evaluation.
Q38: Can you please confirm what type of back-up power generation exists at the site, and how much might be required to accommodate future growth and alternative fueling solutions? R38: Information regarding existing backup power infrastructure will be provided to the selected consultant if available. Evaluating future needs at a planning level is within the scope.
Q39: Can you please confirm what type of data and battery storage exists, and what those requirements might be in the future?
R39: Information regarding existing battery storage systems will be provided if available. Detailed engineering analysis is not required.
Q40: Would there be any desire by the city to have the requested deliverables for the proposal be made available in a digital, web-based, format that could be hosted on City website? R40: This question is assumed to refer to the final Master Plan deliverables, not to the consultant’s proposal. The City does not require proposals to be web-based or ADA-accessible.
For the final Master Plan, the RFP specifies under Task 6.3 that the consultant must provide a document that is:
“print-ready, ADA-accessible, and suitable for web posting” along with editable source files.
ADA accessibility is required because all final, publicly posted City documents must comply with federal accessibility standards to ensure equal access for individuals with disabilities. These standards stem from the Americans with Disabilities Act (ADA) and the Rehabilitation Act Section 508, which apply to public-facing municipal documents once posted online.
Consultants may propose optional additional web-based or interactive formats if they feel such formats would add value, but these are not required.
Q41: Please confirm if the City wants three (3) workshops with the Advisory Group? R41: Yes. The City anticipates a minimum of three Advisory Group meetings as described in the RFP in Task 2.4.
Q42: Please confirm whether the City wants us to conduct a Council workshop as part of the iterative process? R42: A Council workshop is not currently a mandatory requirement of the scope. However, depending on the findings of the needs assessment, particularly if the analysis indicates that evaluating additional or alternative sites may be warranted, the City may determine that a mid-process Council workshop would be beneficial to receive early policy-level input before the final Master Plan is prepared. To support proposers in developing an accurate fee, consultants must include an optional, separately priced task for a Council workshop that could be activated at the City’s discretion.
Q43: In your opinion, how many additional site visits should we account for within our proposal? R43: Consultants should assume a minimum of two site visits as identified in Response 17. Additional visits should be proposed as needed. Consultants should propose the number of site visits they believe are necessary to complete the scope.
Q44: Does the City have any thoughts on a preliminary schedule for the project? R44: The City anticipates beginning work in approximately September 2026 with completion around September 2027. See Item 3 of this addendum for the updated schedule.
RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 7 of 11
Q45: To address your primary objectives, would the city be interested in having a sustainability planner on the team, and leading a sustainability design workshop during the process to establish green design principles? Or are we simply to suggest high-level appropriate principles for future consideration during the actual design? R45: The City is not prescribing specific team composition. Consultants should assemble the disciplines they believe are necessary to successfully address the project objectives and proposed approach. High-level planning recommendations are anticipated rather than design-level analysis.
Q46: To address your primary objectives, does the city desire to have a landscape architect on board as part of our team to consider solutions for drought tolerant planting and irrigation? Or are we simply to suggest appropriate high-level principles for future consideration during the actual design? R46: The City is not prescribing specific team composition. Consultants should assemble the disciplines they believe are necessary to successfully address the project objectives and proposed approach. High-level planning recommendations are anticipated rather than design-level analysis.
Q47: To address your primary objectives, does the city desire to have a civil engineer on board as part of our team to provide information regarding stormwater retention. Or are we simply to suggest high-level appropriate principles for future consideration during the actual design? R47: The City is not prescribing specific team composition. Consultants should assemble the disciplines they believe are necessary to successfully address the project objectives and proposed approach. High-level planning recommendations are anticipated rather than design-level analysis.
Q48 Please provide clarity on what the engagement process looks like from your perspective for the Visalia transitowned parcels to gather their planning recommendations. Can you quantify the number of meetings, and desired deliverable so responders can generate fee appropriately.
R48: Transit staff are anticipated to participate as stakeholders within the overall engagement process described in Response 17. The City does not anticipate a separate Transit planning effort as part of this scope. Consultants should assume coordination with Transit representatives through departmental interviews, Advisory Group meetings, and project coordination meetings, as appropriate, to inform planning recommendations related to Transit-owned parcels.
Q49: Please clarify the current staffing levels that should be used for operational analysis and future space programming. How many employees are currently assigned to the Corporation Yard versus total citywide staff supported by Corporation Yard operations?
R49: Current staffing information and organizational data will be provided to the selected consultant to the extent available. Based on the most recent information compiled by staff, the following summarizes the staffing currently located at the Corporation Yard by building and division:
Traffic Safety
• 8 staff
Solid Waste Division
• 62 staff
Streets Division
• 7 staff
Fleet – Main Facility
• 11 Fleet staff plus 2 Urban Planning staff (13 total) Fleet – Shop
• Staffing not clearly specified; City will provide current staffing numbers to the selected consultant Admin – Main
• 6 staff
Admin – Auxiliary
• 3 staff
(Total Admin: 9)
RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 8 of 11
Parks Division (main Corp Yard area)
• 30 staff (18 FTE and 12 hourly)
Buildings Division
• 27 staff (9 FTE and 18 hourly)
Note: Not all staff may be physically based at the Yard.
Urban Forestry – Inspectors (Portables)
• 4 staff (3 Urban Forestry FTEs and 1 Safety Coordinator) Urban Forestry Building
• 16 staff total:
– 12 FTE and 2 hourly from Trails
– 1 FTE and 1 hourly from Urban Forestry
Adobe Building – Parks Administration
• 4 staff (all FTE)
Parks, Trails, Urban Forestry Overall Total
• Parks Division: 30
• Trails staff included within the 16 assigned to the Urban Forestry Building • Urban Forestry staff split between the Portables (4) and the Urban Forestry Building (2 additional) Because not all Parks/Trails/Urban Forestry staff citywide work at the Yard, the consultant should rely on the location-specific numbers above rather than the full departmental totals.
Summary:
The staffing figures above represent those physically located at the Corporation Yard. Consultants should base their proposals on conducting an operational assessment that considers these current staffing levels and evaluates anticipated future needs over the 20-year planning horizon.
Q50: Should consultants include any Transit-related planning or recommendations within the proposed fee, or should such work be excluded entirely and identified only as a future optional task? R50: Transit-related considerations should be addressed only to the extent necessary to evaluate existing conditions, adjacent property relationships, operational interfaces, and potential future coordination opportunities. A separate Transit planning effort is not required.
Q51: If alternative sites are to be evaluated, will the City identify candidate sites and provide available property information, environmental data, utility information, and planning constraints? How many alternative sites should be assumed for proposal purposes?
R51: Based on the analysis, if additional space is required, the proposal should include sufficient effort to dictate how much additional space is needed and to provide recommendations and options relative to the possible expansion to adjacent parcels, or the relocation of specific portions, or potentially all, of its operations to an alternative site. Any alternative site planning would be performed at a conceptual level, rather than specific site(s). If a specific location is later determined, it would be subject to further evaluation under an expanded scope of work.
Q52: Please clarify the expected level of facility assessment. Should evaluations be limited to visual observations and planning-level assessments, or should consultants include detailed engineering analyses and code compliance reviews?
R52: The City is seeking planning-level assessments based on available documentation, field observations, and professional judgment. Detailed engineering analyses, code compliance studies, or design-level evaluations are not required.
Q53: Please identify the minimum number of stakeholder workshops, City review meetings, draft review cycles, and City Council presentations consultants should assume in their fee proposals.
R53: Consultants should, at a minimum, include the meetings and engagement activities identified in Responses 16 and 17. Additional meetings, workshops, review cycles, or presentations may be proposed if the consultant believes they are necessary to support a successful planning process.

City of Visalia Corporation Yard Master Plan
Addendum #1 Page 9 of 11
Q54: Does the City expect independent quantity takeoffs and detailed cost modeling sufficient to support AACE Class 4 estimates, or are planning-level conceptual estimates acceptable? R54: Planning-level conceptual cost estimates consistent with the estimating requirements identified in the RFP are acceptable. Detailed quantity takeoffs and design-level cost modeling are not required.
Q55: What existing documents, facility plans, GIS datasets, utility information, fleet inventories, and prior studies are currently available for consultant use?
R55: Available information will be provided to the selected consultant to the extent such records exist.
Documentation may include plans, drawings, utility information, fleet data, and other records; however, consultants should anticipate that documentation may be incomplete and should plan accordingly. As noted in Response 9, the City does not maintain GIS shapefiles, parcel layers, site boundary files, or other GIS datasets for the Corporation Yard planning area or adjacent Transit-owned parcels.
Q56: Is environmental review or CEQA analysis anticipated as part of this scope, or should environmental considerations be limited to planning-level observations? R56: Environmental review, CEQA documentation, and technical environmental studies are not included within this scope. Environmental considerations should be addressed at a planning level only.
Q57: Would the City please revise date to 3 weeks from when the answers to these questions are provided by the City to teams/consultants?
R57: The City will extend the proposal due date by two weeks. The revised proposal due date is July 9, 2026 at 2:00pm. This extended deadline is included in Item 1 of this addendum.
Q58: What is the percentage target for local small businesses? R58: The City has not established a local business participation percentage requirement for this project.
Q59: What is the radius from City of Visalia for what is considered a local small business? R59: In an effort to encourage local businesses to provide goods and services to the City, Council has enacted a local vendor preference policy. The local preference will apply to any business that has a business address within Tulare County for a minimum of six months. A Post Office Box will not be accepted as a business address. The City reserves the right to request proof of Tulare County address. 5 points (Local Vendor Preference Points) will be given to any Proposer who has a business address in Tulare County for the past six months.
Q60: Will the selected team be precluded from future work associated with this Master Plan? R60: Participation in the Master Plan does not preclude the consultant from pursuing subsequent architectural or engineering design services. While the consultant will be developing recommendations and conceptual direction, any future design-phase work will be procured separately, and all qualified firms, including the Master Plan consultant, would be eligible to compete. The City does not consider involvement in the planning effort to be a conflict of interest for future design-related work.
Q61: Will the selected team be expected to meet with the Transit group in relation to the Corp Yard project? R61: Yes. Coordination with Transit staff is anticipated as part of the stakeholder engagement process described in Responses 16 and 17.
Q62: (Task 3.2, last bullet) Will the selected team be expected to identify alternate sites if the existing Corp Yard site is determined to not be best suited for future needs? R62: Based on the analysis, if additional space is required, the proposal should include sufficient effort to dictate how much additional space is needed and to provide recommendations and options relative to the possible expansion to adjacent parcels, or the relocation of specific portions, or potentially all, of its operations to an alternative site. Any alternative site planning would be performed at a conceptual level, rather than specific site(s). If a specific location is later determined, it would be subject to further evaluation under an expanded scope of work.

Addendum #1 Page 10 of 11
Q63: (Task 4.3) Please confirm a LEED scorecard and developing a path to achieving LEED certification is not required.
R63: No. LEED certification analysis or preparation of a LEED scorecard is not required as part of this scope.
Q64: (Task 5.1) Are cost estimates are required for all three concept designs developed in Task 4.1? R64: Yes. Planning-level cost estimates should be provided for conceptual alternatives to support comparison and evaluation.
Q65: (Task 6.3) Please confirm one (1) presentation to City Council is expected.
R65: A City Council workshop is not currently a mandatory requirement of the scope. Task 6.3 of the RFP requires the Consultant to prepare the final Master Plan and present it to the City Council; one final City Council presentation is anticipated (see R20).
However, depending on the findings of the needs assessment—particularly if the analysis indicates that evaluating additional or alternative sites may be warranted—the City may determine that a mid-process City Council workshop would be beneficial to receive early policy-level input prior to preparation of the final Master Plan.
To support proposers in developing an accurate fee, consultants must include an optional, separately priced task for a potential City Council workshop that could be activated at the City’s discretion.
Q66: (Task 6.3) Following the presentation to City Council, will the selected team be required to make revisions to the Final Master Plan Report (report, concepts/diagrams, cost estimates)? R66: Minor revisions resulting from City Council direction or City review comments may be required prior to final acceptance of the Master Plan.
Q67: Is it possible to push the submittal deadline back for the RFP to July 9? The City’s responses to bid questions may significantly alter the scope and fee of the developed proposal documents. We anticipate that the consultant teams will require approximately three (3) weeks following the issuance of responses to adequately incorporate any necessary revisions into the submitted scope and fee proposal documents R67: The City will extend the proposal due date by two weeks. The revised proposal due date is July 9, 2026 at 2:00pm. This extended deadline is included in Item 1 of this addendum.
Q68: Can you provide additional information on the potential future relationship between the Visalia Transit properties and the project properties? Specifically, should consultants assume the any existing shared facilities, access, circulation, parking or infrastructure located on the Transit parcels will not be considered part of the project’s ultimate development condition?
R68: One objective of the Master Plan is to evaluate existing and potential future relationships between Corporation Yard facilities and adjacent Transit-owned parcels. Consultants should not assume any specific future condition regarding shared facilities, access, circulation, parking, or infrastructure. Recommendations should be based on the consultant's analysis and stakeholder input obtained during the planning process.
Q69: Is there anything within the Transit facility short range master plan that would affect or otherwise impact the project master plan (i.e. cross access between the parcels, shared utility corridors, etc.)? R69: Relevant information from Transit planning efforts, including the Transit Short Range Transit Plan to the extent applicable and available, will be provided to the selected consultant. Evaluation of potential operational relationships, shared infrastructure opportunities, and planning constraints between the Corporation Yard and Transit properties is part of the Master Plan effort.
Q70: Under Task item 3.1 Review of existing documents, will a recent boundary/topo survey be included as an already available document, or should the consultant teams anticipate completing a full topographic and boundary survey?
R70: Consultants should not assume that a current boundary or topographic survey will be available. A detailed topographic survey is not specifically required, but the proposal shall include enough information to allow for the preparation of base maps, aerial overlays, and supporting exhibits for use in facility analysis, stakeholder discussions, and conceptual planning as appropriate.
Q71: Are there any known environmental hazards on-site? Is there an existing Phase I ESA that will be made available? Should consultants consider the development of a Phase I ESA under Task 3.1/3.2? RFP 25-26-45
City of Visalia Corporation Yard Master Plan
Addendum #1 Page 11 of 11
R71: The City is not requiring preparation of a Phase I Environmental Site Assessment or other environmental investigations as part of this scope. Any available environmental information will be provided to the selected consultant to the extent it exists.
