Item 14 of the Scope of Services/Requirements is hereby deleted in its entirety and replaced with the following:

14. Approximate square footage is listed for most facilities and is provided as an estimate to assist Bidders in understanding the approximate size of the buildings under this contract. The square footage and other measurements provided by the City are for reference and bidding purposes only, and the City does not guarantee their accuracy.

Bidders shall base their bids on the information provided in the solicitation documents, including the location listing in Exhibit A and the aerial site images provided in Exhibit F.

G. Airport Service Locations and Square Footage
The service locations and approximate square footage for the Visalia Municipal Airport have been revised. Bidders are advised that the revised square footage represents a substantial change from the information originally provided.

The revised approximate square footage is as follows:
• Airport Hangars: 144,733 square feet
• Airport Buildings: 15,980 square feet
Bidders shall use the revised square footage provided in Exhibit A when preparing their bids. Revised aerial site information identifying the applicable airport hangars and buildings is provided in Revised Exhibit F, issued with this Addendum.

The revised Exhibit A and Revised Exhibit F supersede the corresponding information previously issued with the solicitation.

ITEM 2: Revised Exhibit A
The attached revised Exhibit A replaces the original Exhibit A. The revised form separates facilities into Routine Interior & Exterior Service and Routine Exterior-Only Service and provides pricing for additional/as-needed services. Bidders shall submit pricing using the revised Exhibit A only.

ITEM 3: Current Contract Information
A copy of the City’s current pest control services contract will be included with this Addendum for informational purposes.

ITEM 4: QUESTIONS/RESPONSES
Q. 1 Will you require exterior bait stations? If so, at which facilities? How many bait stations? Response: Exterior rodent bait stations may be required at City facilities on an as-needed basis. Bidders shall provide a unit price per bait station as provided in the revised Bid Form. The unit price shall include furnishing, installation, bait, inspection, maintenance, servicing, and replenishment for the duration of the contract. The City does not guarantee a minimum quantity.

Q. 2 What pest control issues are you facing right now? Response: Current pest activity varies by facility and may include roaches, spiders, red and black ants, mosquitoes, and yellow jackets/wasps. Mosquitoes, yellow jackets/wasps, and similar flying insects are not included in routine scheduled pest control service and may be requested on an as-needed basis at the unit price established in the revised Bid Form.

Q. 3 Will new construction be added to this contract?
Response: The City reserves the right to increase or decrease service sites as needed. Additional facilities may be added during the contract term by mutual agreement between the City and Contractor. Pricing for additional facilities will be negotiated based on facility type, approximate square footage, required service frequency, and pricing for similar facilities included in the Contractor’s bid.

Q. 4 What criteria do you use to base the bid award on? Response: Bidders shall provide pricing for all required items in the revised Exhibit A. Award will be based on the Total Annual Cost for Routine Scheduled Services, subject to the award provisions and requirements of the RFB.

Annual Contract for Pest Control Services RFB-25-26-32 Addendum #1 Page 3 of 10 Q. 5 What is the current schedule for service?
Response: Most facilities receive routine service monthly. Facilities with a different service frequency are identified in the revised Exhibit A. Additional/as-needed services will be provided only when requested by the City.

Q. 6 Are there any service changes you would like to see? Response: The City is clarifying the routine and as-needed service requirements through this Addendum and revised Exhibit A.

Q. 7 Who holds the current contract? Is this a year-to-year contract? What is the current contract value? Response: The City’s current pest control services contract is held by San Joaquin Pest Control. A copy of the current contracted rate sheet is provided with this Addendum for informational purposes and reflects the pricing under the existing contract. The contract resulting from RFB 25-26-32 will have an initial term of twelve (12) months, with the option to extend annually for four (4) additional consecutive one-year periods upon mutual agreement.

Q. 8 The interior and exterior listed in Exhibit A, can you confirm that indeed all of these facilities are being treated inside and out monthly?
Response: No. Not all facilities receive routine interior and exterior pest control service. The revised Exhibit A separates facilities into two service categories. Facilities identified as Routine Interior & Exterior Service shall receive both services at the frequency shown. Facilities identified as Routine Exterior-Only Service shall receive scheduled exterior service only; interior service at those facilities will be requested by the City on an as-needed basis and billed at the applicable facility-specific Interior Service Unit Price.

Q. 9 Do you currently store food or produce at any of these locations? Are there kitchens in any of these facilities?
Response: Yes. Food may be stored at various City facilities. Commercial kitchens are located at the Convention Center, Senior Center, Manuel Hernandez Community Center, and Fire Department facilities. Other facilities may contain kitchenettes, break rooms, or areas where small amounts of food are stored.

Q. 10 What type of services are needed in the parking garages? Are any type of lifts needed? Response: Pest control treatment is required throughout the applicable levels of both multi-level parking structures and along the exterior base of the structures. Service shall also include removal of cobwebs. Any equipment or lifts necessary to safely perform the required services shall be provided by the Contractor and included in the bid price.

Q. 11 Is service for fleas required under this contract? Response: Yes. Fleas are included within the definition of “PESTS” under Section IV, Item 5.

Q. 12 Do you have bird issues that need to be addressed? Response: Bird control services are not included in the scope of RFB 25-26-32.

Q. 13 Is there a more detailed breakdown identifying the specific hangars that will require pest control services? Additionally, will vendors be permitted to conduct an in-person inspection of each hangar? Response: Please refer to the revised Exhibit F included with this Addendum, which provides additional detail regarding the hangars and service locations, including updated square footage information. Routine pest control service at the hangars is for exterior areas. Interior pest control service will be performed only as needed and upon request by the City. In-person inspections of the individual hangars will not be provided. If additional clarification regarding the service locations is needed after review of the revised Exhibit F, bidders may submit questions to the City in accordance with the solicitation requirements.
