RECOMMENDATION: Adopt City Council Resolution No. 2022- , approving the purchase of two Ford trucks from Wayne Gossett Ford, Inc.

PRIOR ACTION: None.
STATEMENT ON THE SUBJECT: The Fire Department recommends the replacement purchase of the Battalion Chief Ford F-250 truck (unit F84), which was removed from service on September 30, 2021, and sent to auction. In addition, the Fire Department is proposing the purchase of a new Fire Inspector Ford F-150 truck to accommodate personnel reassigned in the department in 2021. Both vehicles are necessary for daily fire and emergency response operations.
The Purchasing Officer has determined that the use of the formal bidding process would serve no useful purpose and has adhered to the informal bidding procedural requirements for the purchase of two trucks, as supported by Vista Municipal Code Section 3.08.050(B)(8). A notice inviting informal bids from nine California Ford dealerships was emailed on November 4, 2021. The lowest, responsive bidder was Wayne Gossett Ford, Inc., dba Encinitas Ford (Exhibit 2). Staff recommends approving the purchase of the 2022/2023 Ford F-250 and 2022/2023 Ford F-150 trucks from Wayne Gossett Ford, Inc.
FISCAL IMPACT: The purchase price for the 2022/2023 Ford F-250 truck is $55,207.11, and the purchase price of the Ford 2022/2023 F-150 truck is $44,613.36, for a total of $99,820.47, including applicable fees, taxes, and licenses. Additionally, $55,000 in contingency funds will be set aside to address any potential change orders and for the purchase of equipment to outfit the new trucks, including communications equipment, rescue tools, and firefighting tools, as well as specialized mounts to hold equipment, for a total cost of $154,820.47.
Sufficient funds are available in the Fire Prevention Replacement Capital Outlay account (No. 0010270.562000.00160) and the Fire Suppression Replacement Capital Outlay account (No. 0010260.562000.00160). Proceeds from the sale of the removed Ford F-250 truck will be deposited into the Sale of City Property account (No. 0010081.483000).

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, APPROVING THE PURCHASE OF TWO FORD
TRUCKS FROM WAYNE GOSSETT FORD, INC.
The City Council of the City of Vista does resolve as follows:
1.Findings. The City Council hereby finds and declares the following:
A.The Vista Fire Department proposes to purchase two Ford trucks necessary for department response operations.
B.The City will realize cost and time savings by adhering to the informal bidding procedural requirements pursuant to Vista Municipal Code Section 3.08.050(B)(8).
C.Sufficient funds are budgeted and available in the Fiscal Year 2021/22 Fire Department Operating Budget Fire Prevention, Fire Suppression, and Fire Maintenance Vehicle Replacement Capital Fund accounts.
2.Action.
A.The City Council approves the purchase of two Ford trucks in the amount of $154,820.47 from Wayne Gossett Ford, Inc., dba Encinitas Ford.
B.The City Manager is authorized to execute all necessary contract documents on behalf of the City with Wayne Gossett Ford, Inc.

The City of Vista is accepting informal bids for the potential purchase of two vehicles pursuant to Section
3.08.050 of the Vista Municipal Code.
Timely received bids will be accepted till 5:00 p.m., Thursday, November 18, 2021. Bids received after the deadline for receipt of bids will not be accepted. Preference is given to bids which provide immediate delivery of in-stock vehicles. If two or more bids are received with the same total bid price and delivery, the City Manager may, at his sole discretion, decide which bid to accept.
The City reserves the right, after opening the bids, to waive any informality in any bid, to reject any or all bids, to make an award to the lowest responsive and responsible bidder as determined by the City Manager and reject all other bids as may be in the best interest of the City. In determining the lowest responsible bidder, Municipal Code Section 3.08.050(B)(8) states:
Should the bidder who submits the lowest bid not be a Local Business Entity, then the lowest bid submitted by a Local business Entity that is within five percent of the lowest bid may be deemed the Lowest Monetary Bidder, whether or not that bidder is the second lowest bidder, if the Local Business Entity agrees, in writing, to reduce its bid to match the bid of the lowest bidder within three days of the City's request to match. Thereafter, the contract may be awarded to that Local Business Entity if it otherwise qualifies as the Lowest Responsible Bidder. This provision shall be inapplicable where otherwise prohibited by state or federal law or contract.
A bidder whose proposal is accepted shall execute a written contract with the City in a form to be provided by the City. The City will purchase two vehicles, a 2021 or 2022 Super Duty F-250 XLT and a 2021 or 2022 F-150 XLT. Decision to purchase any vehicle will be based on bid amount of vehicles in this bid and other bid processes.
