FOR WHICH CITY OF VISTA IS ELIGIBLE
RECOMMENDATION: Adopt City Council Resolution No. 2022- , authorizing submittal of application(s) for all CalRecycle grants for which City of Vista is eligible.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Continue to Improve the image of the City.

PRIOR ACTION: On April 27, 2021, adopted City Council Ordinance No. 2021-4, amending Chapter

3.08, adding Chapter 3.15, and amending Chapter 13.16 of the Vista Municipal Code, all relating to mandatory Organic Waste Disposal Reduction and adding Chapter 13.15 (Vote: 5-0).

On March 9, 2021, adopted City Council Resolution No. 2021-32, setting April 27, 2021 as the public hearing date for proposed residential and commercial organic waste collection service rates (Vote: 5-0).

On December 10, 2019, adopted City Council Resolution No. 2019, 162, establishing rates for residential and commercial organic waste collection services (Vote: 5-0).

STATEMENT ON THE SUBJECT: In 2016, the State of California enacted Senate Bill (SB) 1383, which imposes significant waste reduction for the state to reduce methane emissions. SB 1383 regulations include specific requirements related to organic waste (green waste, wood waste, food waste, and fibers such as paper or cardboard) collection, edible food recovery, and compliance tracking and monitoring.

These requirements mandate specific actions by local jurisdictions such as the City.

The California Department of Resources Recycling and Recovery (CalRecycle) offers an SB 1383 Local Assistance Grant Program pursuant to Chapter 395, Statutes of 2016. This non-competitive grant program will provide one-time funding to local jurisdictions to assist with the implementation of regulation requirements associated with SB 1383.

The City has been allocated an estimated $136,465 through CalRecycle’s SB 1383 Local Assistance Grant Program. Eligible projects include collection, education and outreach, edible food recovery, capacity planning, procurement requirements, record keeping, enforcement and inspection, program evaluation, and gap analysis.

The project will promote organic waste reuse to produce compost and/or biofuel from the maximum amount of organic waste generated within the city as possible.

FISCAL IMPACT: The CalRecycle grant application provides an opportunity for up to $136,465 in grant funds to support the implementation of SB 1383 regulations. A future agenda report will be brought back to the City Council for appropriation of awarded funds, if the application is successful.
