APPLICATION
RECOMMENDATION: Adopt City Council Resolution No. 2022- , approving the application for Land and Water Conservation Fund New Breeze Hill Community Park project.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, (2) Continue to Improve the Image of the City, and (3) Parks and Recreation.

PRIOR ACTION: None.

STATEMENT ON THE SUBJECT: The Land and Water Conservation Fund (LWCF) was established by Congress in 1964 to fulfill a bipartisan commitment to safeguard our natural areas, water resources and cultural heritage, and to provide recreation opportunities to all Americans. LWCF was permanently reauthorized in the Dingell Act of March 2019, and in August 2020 the Great American Outdoors Act fully and permanently funded the program. Statewide, LWCF grants provide funding for the acquisition or development of land to create new outdoor recreation opportunities for the health and wellness of Californians. Since 1965, over one thousand parks throughout California have been created or improved with LWCF assistance.

The City is in the process of applying for approximately $2,000,000 of LWCF grant funds for the development of city-owned property on Breeze Hill Road (APN 166-150-56-00). The LWCF application requires that applicants provide a match of at least 50 percent; the total project cost is approximately $4,000,000. The City’s match will come from the Park Development Fees fund. LWCF projects, once completed, are placed under federal protection to preserve the public’s outdoor recreational use of the site in perpetuity.

This proposed park will include a fenced, off-leash dog park and a recreation park space for families. A Location Map is included as Exhibit 3. In March 2021, the City applied for Statewide Park Development and Community Revitalization Program grant funding for this project; in December, the City was notified that this project was not selected for funding through that competition.

In accordance with the State’s priorities for funding, this proposed park would be built in a neighborhood with 0.93 acres of park space per 1,000 people and a median household income of $63,850. Feedback was sought from community members of all ages regarding the design of the proposed park through AGENDA

virtual forums, pop-ups, and creative exercises. Community organizations, including the Boys & Girls Club of Vista, Vista Community Clinic, and Vista American Little League, have encouraged survey and community meeting participation. More than 160 community members responded to a survey online, which was available in English and Spanish, and the Parks & Recreation Commission will receive a presentation about the grant application on January 24, 2022.

Staff recommends City Council authorize the submission of the LWCF grant application.

FISCAL IMPACT: There is no fiscal impact associated with the LWCF grant application. Should the City be successful in obtaining the grant award, a future agenda report would be brought to the City Council for acceptance and appropriation of funding.

Identify and explain what type of park this requested grant will help create, expand, or improve. Then identify the Statewide Comprehensive Outdoor Recreation Plan (SCORP) Priority or Priorities that will be met through the project.

The three type of park options are as follows:

County-wide/Regional Park or Wildlife Area:

A large park that is generally 100 acres or more, and generally operated by a county agency or a regional park district with the primary goal of serving a county-wide population.

City-wide Park:

A park that is generally 5 acres or more, and generally operated by a city agency or a local park district with the primary goal of serving a city-wide population.

Neighborhood/Pocket Park:

A park that is generally 5 acres or less, and generally operated by a city agency or a local park district with the primary goal of serving residents living within walking distance.

California's SCORP has changed since the application guide was completed, and the updated 2021-2025 SCORP ( https://www.parksforcalifornia.org/scorp/2021) should be used when aligning projects with California's LWCF priorities. These priorities can be found under the heading "2021–2025 SCORP Action Plan From Focus Group Findings" in the new SCORP, and are also included below.

The following priorities are based on key findings from the seven SCORP Advisory Council focus groups and the thirty public focus groups. LWCF projects will address at least one of the following priorities:
pplication_Cycle_9.11.19.pdf#page=21).

Checklist Item #3 - Project Summary

1. New Park Access
Create or expand parks in communities that lack sufficient park space. Create new parks within a half mile of underserved communities, or expand existing parks to increase the ratio of park acreage per resident in underserved areas. This may include innovative solutions such as acquiring private land from willing sellers such as vacant lots and blighted buildings, converting streets to create or expand parks, or converting closed schools.

Acquire private land from willing sellers in natural areas to expand regional parks, or create new open space areas for outdoor recreation while preserving nature.

2. Multi-Use Parks Designed for All Age Groups in New or Existing Parks Construct recreation features designed to bring families together by supporting art and music, sports, and multi- generational activities.

Construct recreation features for all age groups to support different active and passive recreation interests of all ages.

Incorporate project design ideas from all age groups.

3. Health Design Goals for New or Existing Parks
Include recreation features resulting from asking community members for their park design ideas for public health.

4. Safety and Beautification for New or Existing Parks
Construct lighting for night-time use, or restrooms, landscaping, signs, or other enhancements to make the park appear welcoming and support longer hours of use.

5. Preservation
Through the LWCF, place outdoor open space land under new LWCF protection (formerly called 6(f)(3) protection) for public recreation.

3.2. Select the SCORP Priority or Priorities that will be met by this project.* New Park Access
Multi-Use Parks Designed for All Age Groups in New or Existing Parks Health Design Goals for New or Existing Parks
Safety and Beautification for New or Existing Parks

Responses to this section will be scored using the rubrics in the guide, and must be complete before 5:00 p.m. on February 1, 2022.

Project Selection Criteria #1 - Unmet Need
Describe the need for the development by answering C and D below.

A high priority project will address more than one of the SCORP Priorities identified above and will address an urgent unmet need compared to other statewide applications. Additional directions, including the scoring rubric, can be found on pages 25 - 26 of the Application Guide
( https://www.parks.ca.gov/pages/1008/files/LWCF_Application_Guide_for_Local_Agencies_Draft_for_2.3.2020_Applic ation_Cycle_9.11.19.pdf#page=27).

Project Selection Criteria #2 - Type of Project
Checklist Item #4 - Project Selection Criteria

1.C. Why is this development a high priority project to serve the region, city-wide public, or neighborhood residents (based on the type of park and the SCORP/LWCF priorities described in the Project Summary)?*
Directions are found on pages 25 - 26 of the Application Guide ( https://www.parks.ca.gov/pages/1008/files/LWCF_Application_Guide_for_Local_Agencies_Draft_for_2.3.2020_A pplication_Cycle_9.11.19.pdf#page=27).

1.D. If this proposed development is not completed in the next five years, what effect will the continued lack of this proposed recreational opportunity(s) have on the region, city-wide public, or neighborhood residents?* Directions are found on pages 25 - 26 of the Application Guide ( https://www.parks.ca.gov/pages/1008/files/LWCF_Application_Guide_for_Local_Agencies_Draft_for_2.3.2020_A pplication_Cycle_9.11.19.pdf#page=27).

Project Selection Criteria #3 - New Acreage Placed Under LWCF Protection
Provide information about the park acreage to be placed under LWCF protection that is not currently under LWCF protection, if the grant is awarded.

For an acquisition that will expand an existing park, the applicant can include the park acreage of the existing park, in addition to the proposed acquisition of that parcel(s), only if the existing park is not already under LWCF protection (formerly called 6(f)(3) protection).

PARK acreage already under federal LWCF protection will not be considered in this criteria. Do not report or count the number of acres already under LWCF protection as part of the response.

Additional directions and the scoring rubric can be found on pages 28-29 of the Application Guide ( https://www.parks.ca.gov/pages/1008/files/LWCF_Application_Guide_for_Local_Agencies_Draft_for_2.3.2020_Applic ation_Cycle_9.11.19.pdf#page=30).

Project Selection Criteria #4 - Park Deficient or Economically Disadvantaged Area
Use the Park Access Tool Report or Community Fact Finder Report to show why the project location is in an area that meets one or more of the following priorities. Both reports may be provided if more than one of these priorities are met; however, only one of each type of report may be included with the application. Directions and the scoring rubric can be found on page 30 of the Application Guide

REPORT BACKGROUND
The project statistics have been calculated based on half mile radius around the point location selected. Only park acres within the project area's half mile radius are reported.

Population and people in poverty are calculated by
determining the percent of any census block-groups that intersect with the project area. The project area is then assigned the sum of all the census block-group portions. An equal distribution in census block-groups is assumed. Rural areas are calculated at a census block level to improve results.

Median household and per capita income are calculated as a weighted average of the census block- group values that fall within the project area.

More information on the calculations is available on the methods page.
