Amanda Lee, Assistant City Manager
Patrick Johnson, City Manager Agenda Location: Consent Calendar SUBJECT: NAMING BRENGLE TERRACE PARK FIELD #2 IN HONOR OF STEVE RHOADES RECOMMENDATION: Adopt City Council Resolution No. 2022- , naming Brengle Terrace Park Field #2 in honor of Steve Rhoades.

CORRELATION TO CITY COUNCIL GOALS: Parks and Recreation.

PRIOR ACTION: No prior action.

PRIOR PARKS AND RECREATION COMMISSION ACTION: On September 27, 2021, approved the recommendation to name Brengle Terrace Park Field #2 in honor of Steve Rhoades (Vote: 5-1, Church opposed, Piper absent).

STATEMENT ON THE SUBJECT: The Kiwanis Club of Sunrise Vista has submitted a proposal to name Brengle Terrace Park Field #2 the ‘Steve Rhoades Field’ in honor of Steve Rhoades. For over 30 years, Mr. Rhoades volunteered and served his community, and specifically dedicated his time to various Vista Recreation programs. His service in the community ranged from coach, to member and chairman of several City of Vista Commissions and Boards, Chairman of the youth basketball advisory board, in addition to being a long-time member and President of the Kiwanis Club of Sunrise Vista. A more detailed description of Mr. Rhoades contributions are included in Exhibit 2.

Mr. Rhoades primary passion was baseball/softball and coached all levels, from Little League to high school. Brengle Terrace Park Field #2 was selected to honor Steve Rhoades because he often coached there. On September 27, 2021, the Parks and Recreation Commission voted to recommend naming Brengle Terrace Park Field #2 in honor of Steve Rhoades. There was one opposing vote; however, that was cast as a request to name more City structures after Steve Rhoades. Several Commissioners in favor of the recommendation agreed that naming Field #2 is a fitting tribute, and that they would be interested in additional opportunities to honor Steve Rhoades in the future.

Staff anticipates that a naming ceremony for the field will take place in the summer of 2022, pending City Council approval.

FISCAL IMPACT: Staff estimate a total budget of $1,000 for a commemorative sign and ceremony expenses. Sufficient funding is available in Recreation Special Department Expense account (No. 0010510.531500).

Kiwanis·

CLUB OF SUNRISE VISTA
The undersigned members of the Kiwanis Club of Sunrise Vista fully support the naming of Field #2 in honor of Steve Rhoades. Steve served over 30 years as a volunteer for Vista's Parks & Recreation.

While at the City of Vista, Steve wore a variety of hats ranging from a coach to the Chairman of multi ple City of Vista Boards and Commissions. Steve was also a long-time member of the Kiwanis Club of Sunrise Vista and held a number of Board of Directors positions in the club including Club President (2017-18). We believe this would be a fitting tribute and serve as a "bookend" to the Linda Rhoades Recreation Center named in his wife's honor.
