• Safe camping and safe parking are not a solution to homelessness, but are a step in the process
• Information on existing programs, and a visit to the Encinitas safe parking site, would be helpful
• Location will make a difference, look at potential sites • Outreach to residents is needed to determine extent of community support

RECOMMENDATIONS AT A FUTURE CITY COUNCIL MEETING.

D2. YEAR-ROUND SHELTER AND OPERATOR REQUEST FOR PROPOSALS (CC) Assistant City Manager Amanda Lee introduced the item and Housing Manager Sylvia Solis Daniels provided the staff report.
City Council members and staff discussed the following:
• Offering a day program (which can vary from scheduled programs to just the opportunity to stay on-site) adds additional costs, but has been identified as a need • Pets should be allowed, but limited to one or two per person; appropriate paperwork required (or acquired with help from program staff)
• Health services, including mental health services, should be provided on site • There is a need for a repository for documents for participants • Applications should provide for a scalable facility that could hold a maximum of 50 beds, but also provide costs for a 20 and 35 bed program
• The term “harm reduction” will be replaced with “co-occurring case management” to describe the enhanced level of service sought
• The City should look into contracting for additional beds in the interim, if available and if necessary
• Applicants will be required to identify funding sources and gaps in funding, if applicable • There are existing areas where a shelter is allowed “by right”, but the City Council can consider a general plan amendment and zone change if an appropriate location is identified in a different area
• Applicants should be required to include (and, if selected, implement) a community engagement strategy
The following people spoke in support of a year-round shelter and other services:
Justin Domecillo Holly Herring Mary Jo Poole

Pia Romano, South Vista Communities
Rich Goldberg, Green Valley Mobile Home Park resident
City Council members discussed the following:
• Concerns about traffic; a traffic study will be required, and the applicant will need to provide a traffic mitigation plan
• The smaller section should only have one vehicle entrance to prevent cut through traffic • A CEQA study will be required
• The proposed project would provide some community benefits, including curb and gutters, sidewalk, improved drainage, and undergrounding of powerlines • There should be additional space between the buildings in the larger area and those in the mobile home park
• The applicant should continue to work with neighbors on the project plan
