1.Adopt City Council Resolution No. 2022- , approving Change Order No. 2 to the construction contract with Eagle Paving Company, Inc. for the Street Rehabilitation Project 2021 (CIPs 8313 and 8225).
2.Adopt City Council Resolution No. 2022- , amending the Capital Project Budget for Fiscal Years 2020/21 and 2021/22.
CORRELATION TO CITY COUNCIL GOALS: Continue to Improve the Flow of Traffic, Reduce Congestion, and Improve Roads and Sidewalks.
PRIOR ACTION: On August 24, 2021, adopted City Council Resolution 2021-135, awarding a construction contract to Eagle Paving Company, Inc. for the Street Rehabilitation Project 2021 (CIP Nos. 8313 and 8225) (Vote: 5-0).
On June 23, 2020, adopted City Council Resolution No. 2020-107, approving the Six-Year Capital Improvement Program, the Fiscal Years 2020/21 and 2021/22 Capital Project Budget, and Authorizing Appropriations for Fiscal Years 2020/21 and 2021/22 Capital Projects (Vote: 5-0).
STATEMENT ON THE SUBJECT: Capital Improvement Project (CIP) No. 8313, Street Rehabilitation Project 2021, was established to rehabilitate the City’s local streets and improve their overall condition. On August 24, 2021, the City entered into a contract with Eagle Paving Company, Inc. for $4,466,600.00 to rehabilitate City roads. On January 6, 2022, Change Order No. 1 was approved by the City Manager to increase the contract ceiling to $4,537,194.48 to replace broken concrete and asphalt improvements not previously identified as part of the original contract work. During construction, it has been determined that 108 manhole frames and covers need to be replaced. Some of the frames and covers are estimated to be over 40 years old and have deteriorated. Deterioration causes the covers to become loose and settle within the frame causing a low spot that adversely affects the condition of the road. The proposed new frames and covers will set flush with the newly paved road and improve the drive quality of the road.
Staff recommends approval of Change Order No. 2 to the construction contract with Eagle Paving Company, Inc. for the Street Rehabilitation Project 2021 in the amount of $64,806.24. Approval of the staff recommendation will also reinstate the City Manager’s authority to approve contract change orders to 10 percent of the original contract price pursuant to VMC § 3.08.100.A.1.
