3 C6. 516 S. SANTA FE AVENUE MURAL APPROVAL (“THE EXPLORER”) (CC) Recreation and Community Services Operations Manager Colleen Koller-Smith provided the staff report.

Lev Gershman, applicant, presented an oil paint rendering of the mural and described some of the images in the mural.

City Council Members discussed the following:
• Unsure of message being conveyed; like some of the images, but not others • Desire for the images to relate more to Vista
• Would like input from the public
• Important to communicate with the local tribes and ensure images are appropriate • Appreciate applicants desire to provide a large mural • Art is in the eye of the beholder
• Like the oil paint rendering better than what is shown in the application • Want artist to keep working on the image, see complete product first • Give some approval to allow to move forward
• Want to ensure support of native community
• Concern about hand – does not convey liberation, want more images related to Vista, like the hummingbird and flowers, don’t like other insect, like colors presented in oil rendering

MOTION BY MELENDEZ SECOND BY GREEN, ADOPTED CITY COUNCIL RESOLUTION NO. 2022-15, APPROVING THE PUBLIC ARTS
COMMISSION RECOMMENDED MURAL TITLED "THE EXPLORER", IN
ACCORDANCE WITH VISTA CITY COUNCIL POLICY 400-04, ARTWORKS

PUBLIC HEARINGS
PH1. PUBLIC HEARING TO CONSIDER CITY COUNCIL REDISTRICTING (CC) Mayor Ritter opened the Public Hearing.

City Attorney Pieper introduced the item. Kay Vinson, National Demographics Corporation (NDC) provided an update and presentation on the redistricting process.

City Council Members and staff discussed the following:
• The last date to submit maps for consideration at the final public hearing is February 25 • Map 101 has the smallest deviation
• When the City first went to districts there was an effort to have each district include a portion of downtown; is still important
• Support for minimal change, compact, contiguous districts

MOTION BY FRANKLIN, SECOND BY GREEN, TO CLOSE THE PUBLIC

HEARING AND TO RECEIVE A REPORT FROM STAFF ON THE

REDISTRICTING PROCESS AND THE PERMISSIBLE CRITERIA TO BE

CONSIDERED TO REDRAW DISTRICT BOUNDARIES, AND TO RECEIVE PUBLIC INPUT ON DISTRICT BOUNDARIES.

4 PH2. SIGN CODE AMENDMENT FOR RESIDENTIAL AND TEMPORARY ELECTION SIGNS (CC) Mayor Ritter opened the Public Hearing.

Community Development Director John Conley provided the staff report.

City Council members and staff discussed the following:
• The proposed changes have been deemed constitutional by the 9th Circuit Court of Appeals • The proposed ordinance is more liberal than other cities • Code enforcement is complaint based
• The requirement to get approval to put signs in the right-of-way is for private property, the City only prohibits signs at the Civic Center
• Proposed changes are less subjective, easy to follow, and allows for a lot of signage • If the signs were placed in such a way that they posed a safety hazard (i.e. blocks the view of a traffic signal), then it would have to be addressed

MOTION BY FRANKLIN, SECOND BY GREEN, TO CLOSE THE PUBLIC HEARING AND INTRODUCE AND ADOPT CITY COUNCIL ORDINANCE NO. 2022-1, ENTITLED “AN ORDINANCE OF THE CITY COUNCIL OF THE

CHARTERED CITY OF VISTA, CALIFORNIA, AMENDING SECTION

18.52.060.A OF THE VISTA DEVELOPMENT CODE RELATING TO
