LOCAL GRANT PROGRAM FUNDING
RECOMMENDATION: Adopt City Council Resolution No. 2022- , authorizing submittal of application for Caltrans Clean California Local Grant Program funding.
CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Continue to Improve the image of the City.
PRIOR ACTION: None.
STATEMENT ON THE SUBJECT: The Clean California Local Grant Program (CCLGP) is a competitive statewide program created to beautify and clean up local streets and roads, tribal lands, parks, pathways, transit centers, and other public spaces. The CCLGP is one part of the nearly $1.1 billion Clean California initiative that takes direct aim at the continuous trash generation that has overwhelmed California Department of Transportation (Caltrans) and its partners. Other parts of the Clean California initiative include litter abatement efforts, state beautification and safety projects, and public education campaigns.
The program, developed by Caltrans, is part of a two-year program in which $296 million dollars in funds will go to local communities. Projects must be completed with all funds expended by June 30, 2024.
The intent of the CCLGP is to achieve the following goals:
•Reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces.
•Enhance, rehabilitate, restore, or install measures to beautify and improve public spaces and mitigate the urban heat island effect.
•Enhance public health, cultural connections, and community placemaking by improving public spaces for walking and recreation.
•Advance equity for underserved communities.
The City seeks CCLGP funding for the four following projects, each adjacent to pedestrian and bicycle facilities and major roadways:
1.City-owned property that borders Caltrans property at the intersection of Emerald Drive and West Vista Way, adjacent to SR 78. The area is highly visible to the public and has been vulnerable to litter and refuse.

3. City-owned property along S Santa Fe Avenue at the intersection of Monte Vista Drive.
4. A median on Hacienda Drive, south of SR 78 and connecting to Vista Village.
All four City-owned locations are vulnerable to littering and are not fully utilized or accessible for public use. The City's grant application proposes to plant trees to enhance the existing tree canopy or create one; enhance pervious paving and other inert materials (decomposed granite, boulders); install public art; install water meters and irrigation; and installing decorative fencing.
Staff recommends Council authorization to submit a one-time application for$389,779 in CCLGP funding from Caltrans.
FISCAL IMPACT: There is no fiscal impact associated with submitting an application. If the City is successful with the grant submittal, then staff will bring the grant award back to the City Council with a recommended funding source to use for the fiscal match.

Attachment A: Project Narrative Template
A.1 PROJECT LOCATION AND DESCRIPTION
The City of Vista seeks funding for four projects, each adjacent to pedestrian and bicycle facilities and major roadways. The first location is at the intersection of Emerald Drive and West Vista Way, adjacent to SR 78. The City-owned property borders Caltrans property. It is highly visible to the public and has been vulnerable to litter and refuse. The second location is City-owned property along Civic Center Drive and Phillips St. This property is near the Civic Center SPRINTER station and the Civic Center/SR 78 interchange; it borders highly trafficked pedestrian facilities and is frequently littered. The third location is in the southeast part of the City, along S Santa Fe Avenue at the intersection of Monte Vista Drive. This City-owned property neighbors a used car dealership and a lawnmower retailer. The property abuts S Santa Fe Avenue, which is a major north-west roadway spanning nearly the whole City. The fourth property is a median on Hacienda Drive, south of SR 78 and connecting to Vista Village. All four locations are not fully utilized or accessible to public use.
The City will install new public art pieces at each location. Working the Public Arts Commission, the City will advertise opportunities for community members to design and create the art piece through the "Kites Over Vista" and "Vista In Bloom" programs. Artists are encouraged to incorporate elements that connect to the history of Vista, increasing cultural connection.
The project is associated with the recently awarded Caltrans District 11 project focused on the Vista Village Drive/SR 78, "Vista Community Improvements."This funded project will beautify the roadside areas at the existing connection between the local city street and State highway access points.
The project will add new trees in a densely developed community. The new tree canopies will produce important shade, reduce surface temperatures, and reduce the heat island effect in the City. The addition of new trees in the urban community will improve air quality, reduce the impact of heat waves, and create a safe community space for recreation.
The project design includes energy efficient lighting technology including LED lighting systems further conserving utility resources for the project. The new trees and landscape will reduce the heat island effect, increase shade, and reduce temperatures for neighboring buildings, thus reducing energy consumption for neighboring buildings.
DEMONSTRATED •
Goal 1. Reduce the Amount of Waste and Debris: Existing waste and debris across the four project sites includes improperly disposed trash from nearby roadways and sidewalks. The Emerald Drive location has been vulnerable to waste from nearby homeless encampments; the encampments are not and have not been on this property. The City's Public Works department and a contractor have performed waste collection and will continue to do so.
Goal 2. Beautify and Improve Public Space: The four project locations will be landscaped with drought- tolerant plants and shade trees, outfitted with water meters and irrigation, have decorative fencing installed, and installed with public art displays. The locations will not feature new pavement and will instead utilize decomposed granite.
Goal 3. Improving Public Spaces for Walking and Recreation: These spaces will be fully activated for public use. The spaces will offer walking paths away from roads, improving the safety of the pedestrian facilities. The project locations will enhance cultural connection through the use of public art displays EXHIBIT 2

and enhance community placemaking by creating new green, outdoor space in central, highly visible areas in the City.
This park will allow residents to access open space without the use of a vehicle and help reduce the environmental impacts of traffic. The project will create social experiences for local families, seniors, and youth by providing a new space for the community to gather and meet.
Goal 4. Advance Equity for Underserved Communities: The project demonstrates a benefit to an underserved community by creating new green, open space in areas where there is a deficit of such places. Additionally, the project will create new tree canopy in communities that are more vulnerable to pollution. Additionally, the project will enhance the economic opportunities for the community by enhancing the appeal of the neighborhood to encourage development and private investment. The new green spaces will change the look and feel of the neighborhoods with a beautiful, clean backdrop for the community. This will stimulate additional improvements among private property owners and add new economic opportunities for residents through business growth and job creation.
A.3 PUBLIC ENGAGEMENT
The City of Vista works to enhance the quality of life in the city by working with the community to create and sustain quality affordable housing, livable neighborhoods, and foster economic self-sufficiency.
This is achieved through a variety of communities services and amenities. The City has identified underutilized public spaces and developed public art programs to improve aesthetic benefits and improve quality of life for residents and visitors. In alignment of these goals, the proposed project will plant trees, beautifying the local street connection and provide documented health benefits.
This proposal encourages local multimodal transportation that furthers SANDAG's 2050 Regional Transportation Plan (RTP). It aligns with the City's General Plan and Climate Action Plan, updates to which were made after extensive public outreach. The Caltrans District 11 project, "Vista Community Improvements,"to which this request is connected, also connects to the Caltrans Active Transportation (CAT) plan for the City.
The City developed a survey in 2021 to gather from the community information about features they want to see in recreational spaces. Community response spoke to the importance of public art, improved tree canopies, and green spaces in urban areas. Once the projects enter the design phase, the City will conduct additional outreach and engagement to determine elements in design.
No permits have been obtained for the project locations. The City will be able to move swiftly upon award of a grant since it will be managing and performing most of the work. Preconstruction work includes design and environmental.
The are no concerns or risks to opening the project to the public or expending all grant funds by June 30, 2024.
A.5 ADVANCE PAYMENT
The City does not request advance payment.
02/22/2022 C6 5 of 11
A.6 MARKETING PLAN
This project will include the development of marketing materials and resources. Specific examples are press releases, fact sheets, social media posts, and website content. For each of the locations, there will be opening ceremonies.
The City of Vista conducts ongoing communication with city staff, elected officials, local arts commissioners, and public to encourage dialogue specific to beautification efforts. This communication ensures the desires of public are considered when evaluating proposed projects and installations. The members of the Arts Commission are members of the local community with a desire to support a variety of beautification efforts within the city.
The projects are intended to be permanent. Through these lifespans, the project improvements will be maintained through the City's Public Works Department; funds for maintenance activities are managed for landscape projects throughout the City. Public Works will also manage the new landscaping at these locations, ensuring the trees and new plants establish. Staff understand that there is a failure rate when planting, so funding will be budgeted to do any necessary replanting. Public art displays are also maintained by Public Works, with funding from the City's Recreation &Community Services department, which manages Public Art, supporting the costs.
In addition to infrastructure activities, the City will conduct educational outreach activities and litter abatement events. Litter will be preventing from accumulating again through educational materials and the establishment of proper waste receptacles.
