DISCUSSION
D1. 2022-2024 CITY COUNCIL GOAL SETTING (CC)
City Manager Patrick Johnson introduced the workshop facilitator, Peter Stark, of Peter Barron Stark Companies.

Mr. Stark led the City Council through a series of exercises, asking the City Council to identify the following:
• Over the last year(s), what has gone well or right?
• What are the opportunities or areas that, if improved, would take the City of Vista’s reputation/image/quality of life to an even higher level?

Mayor Ritter called for public comment:
• Carol Jefferies shared her opinion about the need for more parks and recreation programs, facilities, and amenities, as well as improved communication, disabled services, walkability, and traffic.
• Jim Riggenbach shared his opinion that the current City Council goals are inadequate, lack climate issues, Fire EMS, and infrastructure, and that the City should not be building a parking lot on Michigan or have a goal of hiring more deputies. • Cipriano Vargas shared his opinion about how to solicit feedback from the community in this process, reducing language barriers, addressing potholes and litter, and improving digital connection.

CONSOLIDATED MINUTES

2 •Rachel Beld, Vista Chamber of Commerce, asked the City Council to include a commitment to implementing the Vista Economic Development Strategic Plan.
