CORRELATION TO CITY COUNCIL GOALS: Continue to Improve Flow of Traffic, Reduce Congestion, and Improve Roads and Sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On February 2, 2022, recommended establishing an all-way stop at the intersection of Mountain Pass Circle and Brookhaven Pass (Vote: 6-0, Commissioners Flynn absent).
STATEMENT ON THE SUBJECT: City staff received a request to evaluate the intersection of Mountain Pass Circle and Brookhaven Pass for an all-way stop for traffic calming purposes on Mountain Pass Circle.
Staff conducted an evaluation (Exhibit 2) of the intersection using criteria such as:
•Traffic Volumes
•Pedestrians
•Accident History
•Other Conditions
At the conclusion of the evaluation, staff determined that the intersection of Mountain Pass Circle and Brookhaven Pass does not meet the quantitative criteria for an all-way stop. However, residents in the community submitted a petition supporting the installation, in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 include the petition and petition map, which finds majority support for the all-way stop.
After evaluating the street segment, the City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Mountain Pass Circle. A memorandum from the City Traffic Engineer documenting the determination is attached as Exhibit 5.
Staff notified the adjacent property owners that this proposal will be on the March 8, 2022, City Council agenda. Exhibits 6 and 7 contain a map of notified properties and the notice.

Subject: All-Way Stop on Mountain Pass Circle & Brookhaven Pass Residents submitted a petition to install an all-way stop at the intersection of Mountain Pass Circle and Brookhaven Pass as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Mountain Pass Circle and Brookhaven Pass does not meet the quantitative criteria for an all-way stop.
I evaluated the street segment and found that, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Mountain Pass Circle & Brookhaven Pass is the most feasible and effective measure to reduce vehicle speeds on Mountain Pass Circle.
