STATEMENT ON THE SUBJECT: The City has been awarded $1,828,394 from the Encampment Resolution Funding Program, administered by the California Interagency Council on Homelessness (Cal ICH) for a targeted outreach and housing pathway demonstration project for unsheltered residents in Vista.

The project features targeted outreach and housing navigation services for a 24-acre city-owned parcel along Hacienda Drive that runs parallel to Hwy 78 along the Buena Vista Creek within the Buena Vista Watershed and surrounding areas. The awarded work plan will incorporate housing for 30 to 40 individuals residing in and around the creek bed property. The project will take place over a two-year period, in FY2022/23 and FY2023/24. The grant will fund critical services to support the City’s Strategic Plan to Address Homelessness including a social worker and housing navigator focused specifically on the encampment, and a new position within the City’s Housing Division focused on homelessness.

The additional services and positions will come back to City Council at a future City Council meeting.
