CORRELATION TO CITY COUNCIL GOALS: Continue to Improve Flow of Traffic, Reduce Congestion, and Improve Roads and Sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On February 2, 2022, approved establishing no stopping zone for vehicles with a manufacturer’s gross vehicle weight rating of 10,000 pounds or more on the south side of Elm Drive between Independence Way and Warmlands Avenue (Vote: 6-0, Commissioner Flynn absent).
STATEMENT ON THE SUBJECT: The City regularly receives complaints about oversized vehicles parking on the south side of Elm Drive between Independence Way and Warmlands Avenue for extended periods of time. Occasionally, these vehicles conduct construction support activities, such as dropping trailers and offloading construction equipment since the shoulder width on Elm Drive accommodates this type of activity.
The residential nature of the area makes it inappropriate for the parking of oversized vehicles and for construction support activities. Examples are noted in Exhibit 2.
Vista Municipal Code Section 10.36.080 contains a provision that prohibits the parking of vehicles with a weight rating of 10,000 pounds or more on public streets. However, the provision has an exception for vehicles engaged in loading and unloading, which makes it difficult to enforce when vehicles park as they engage in construction support activities. Therefore, staff recommends that the stopping of vehicles with a weight rating of 10,000 pounds or more be prohibited on the south side of Elm Drive between Independence Way and Warmlands Avenue.
Staff notified the adjacent property owners of the no stopping zone / parking restriction proposal and the slated City Council meeting date of March 8, 2022. Exhibits 3 and 4 provide a notification map and the notice for reference.

Notification MapNo Stopping of Oversize Vehicles on Elm DriveCity of Vista 03/08/2022 C9 12 of 14EXHIBIT 3
February 22, 2022
Subject: No Stopping of Oversize Vehicles on Elm Drive
Dear
The City received complaints about oversize vehicles parking on the south side of Elm Drive between Independence Way and Warmlands Avenue for extended periods of time. Sometimes, the vehicles also conduct construction support activities such as dropping trailers and offloading construction equipment since the shoulder on this side of Elm Drive is wide enough to accommodate this type of activity. The residential nature of the area makes it inappropriate for the parking of oversize vehicles and for construction support activities. Therefore, it is recommended that the stopping of vehicles with a weight rating of over 10,000 pounds be prohibited on the south side of Elm Drive between Independence Way and Warmlands Avenue.
This parking restriction requires the approval of the Traffic Commission and the City Council. The proposal was presented to and approved by the Traffic Commission on February 2, 2022. The proposal will be presented at the City Council meeting on Tuesday, March 8, 2022, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, March 2, 2022.
Please contact me if you have any questions.
