SUBJECT: PUBLIC HEARING TO CONSIDER CITY COUNCIL REDISTRICTING STATEMENT ON THE SUBJECT: Every ten years, California cities with by-district election systems must use new census data to review and, if needed, redraw district lines to reflect how local populations have changed. This process, called redistricting, ensures all districts have nearly equal populations.
The City adopted its current district boundaries on June 13, 2017, based on 2010 census data as required by law. The four districts must now be redrawn using the 2020 census data and in compliance with the FAIR MAPS Act (Act), which was adopted by the California legislature as Assembly Bill 849 and took effect January 1, 2020. Per the Elections Code, the City redistricting process must be completed by April 17, 2022.
Under the Act, the City Council shall draw and adopt boundaries using the following criteria in the listed order of priority:
1. Comply with the federal requirements of equal population and the Voting Rights Act
2. Geographically contiguous
3. Undivided neighborhoods and "communities of interest" (socio-economic geographic areas that should be kept together)
4. Easily identifiable boundaries
5. Compact (do not bypass one group of people to get to a more distant group of people)
6. Shall not favor or discriminate against a political party The current demographics of the City's four voting districts is attached as Exhibit 2.
By law, the City must hold at least four public hearings or three public hearings and one weekend workshop that enable community members to provide input on the drawing of district maps. Based on the direction of the City Council at the first public hearing held at the December 14, 2021, City Council meeting, the following meeting and hearing dates were established:
• First public hearing on December 14, 2021
• First weekend community meeting on January 15, 2022 • Second public hearing on February 8, 2022
• Second evening community meeting on February 23, 2022 • Third public hearing on March 8, 2022
Information about redistricting has been available on the City's website, in English and in Spanish, and was in the Our Vista News Magazine in early December of last year. In addition, individual meetings have been, and will continue to be, promoted through social media, the Vista News Center, Vista Monday morning news, media releases (to English and Spanish language outlets), the City's website, and various email distribution lists.
The public was invited to submit comments at the February 23 community meeting. The Minutes from that meeting are attached as Exhibit 3.
As in the previous public hearings and community meetings, the City Council and the public will receive a presentation by Kay Vinson from the City's demographers, National Demographics Corporation (NDC).
Ms. Vinson will discuss the draft maps that have been reviewed and approved by NDC as of February 28, 2022. As of that date four qualified draft maps were published by NDC and have been made available to the public. Copies of those maps are attached (Exhibits 4-7). In addition, one map was submitted that was not qualified because it was not contiguous . A copy of that original submission is attached as Exhibit 8 for completeness.

MEETING DATE: MARCH 8, 2022 PAGE 3
SUBJECT: PUBLIC HEARING TO CONSIDER CITY COUNCIL REDISTRICTING The public is requested to provide input regarding communities of interest and other local factors that should be considered while reviewing draft district maps. A community of interest under the relevant Elections Code for the City is "a population that shares common social or economic interests that should be included within a single district for purposes of its effective and fair representation." Possible features defining communities of interest might include, but are not limited to:
• School attendance areas;
• Natural dividing lines such as major roads, hills, or highways; • Areas around parks and other neighborhood landmarks; • Common issues, neighborhood activities, or legislative/election concerns; and • Shared demographic characteristics, such as:
o Similar levels of income, education, or linguistic insolation; o Languages spoken at home; and
o Single-family and multi-family housing unit areas.
FINAL STEP: In order to complete the redistricting process before the April 17, 2022, statutory deadline, staff recommends adopting the final map at this March 8, 2022, public hearing.
FISCAL IMPACT: Implementation of the program as described is estimated to cost between $35,000 and $50,000, depending on the number of draft maps required, additional meetings, outreach expenses, and translation services.

Subject:Public Comment for Redistricting Hearing
Date:Tuesday, March 8, 2022 11:44:57 AM
Good morning,
I am submitting a public comment for the redistricting maps.
I support Public map 103b because of the urban/high density housing in District 1, and the rural/single family nature of District 2 (with the potential for growth). Districts' 3 and 4 don't have many changes to the current maps.
Another map I support is Public Map 102, as the map is more evenly distributed with Districts 1 and 3 containing pieces of downtown that incorporate multifamily housing, as well as keeping COI's to remain together.
Regardless of the maps being adopted, I would like for current leaders to place more attention to their low-income, working class, and people of color population that live in multi-family and high density housing areas. They are the backbone to our society, and over the years have been continually pushed into a corner, being displaced by corporate landlords and realtors that gentrify neighborhoods. The city has done a good job implementing affordable housing, and I hope to see more in the future. However, for the Vistans that don't get accepted to affordable housing units, they are left behind with poor tenants' protections that allow for landlords to displace them whenever the landlord decides to "remodel the building", with the sole intention to remodel to raise the rent to "market rate value". This "market value" that then is a burden to many low-to-moderate income families of color.
Thank you,
Alla Valdespino
