Clerk/Secretary
Department: City Manager Item No: C10
Prepared by: Kaitlyn Elliott-Norgrove, CAP Administrator Meeting Date: March 22, 2022 Approved by:

Amanda Lee, Assistant City Manager
Patrick Johnson, City Manager Agenda Location: Consent Calendar SUBJECT: APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE RECREATIONAL

TRAILS PROGRAM
RECOMMENDATION: Adopt City Council Resolution No. 2022- , approving the application for grant funds from the Recreational Trails Program.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, (2) Continue to Improve the Image of the City, and (3) Parks and Recreation.

PRIOR ACTION: None.

STATEMENT ON THE SUBJECT: The Recreational Trails Program (RTP) provides funds to the States to develop and maintain recreational trails and trail-related facilities for both non-motorized and motorized recreational trail uses. The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) defines the program at the federal level. The non-motorized RTP funds recreation trail projects for pedestrians, bicyclists, and equestrians, that may also serve as non-motorized transportation corridors. For Federal Fiscal Year 2023, $4,680,000 is available in California; the maximum amount that an applicant may seek is $2,000,000.

Eligible development projects include the following:
•Construction of new trails
•Expansion or connection of existing trails
•Renovation of existing trails
•Pedestrian bridges over roads or waterways
•Development of trailhead facilities
•Development of trailhead features
•Landscape and habitat restoration
The City currently offers five nature trails, which are utilized year-round. To support and enhance the existing trails in the community, and in pursuit of new trails, staff recommends the submittal of an application for RTP funds. The grant application is due April 7, 2022 and requires an authorizing resolution from the City Council. Staff is in the process of analyzing and developing the grant application.

Staff recommends City Council authorization to submit a one-time application for grant funds from the Recreational Trails Program (RTP).
