RECOMMENDATION:
1. Adopt City Council Resolution No. 2022- , awarding a contract to Rick Engineering Company for the Vista General Plan update and Program Environmental Impact Report.
2.Adopt City Council Resolution No. 2022- , amending the Operating Budget for Fiscal Years 2021/22 and 2022/23.

PRIOR ACTION: On June 8, 2021, adopted City Council Resolution No. 2021-89, approving the Fiscal Years 2021/22 and 2022/23 Operating Budget (Vote: 5-0).
STATEMENT ON THE SUBJECT: The General Plan establishes a framework for future growth and development within the City. Additionally, the General Plan provides an evaluation of existing conditions and a collection of programs and policies to accommodate planned development and guide future growth.
The State of California mandates that every jurisdiction adopt a General Plan (with eight required elements) and recommends it be updated every ten years. Vista’s General Plan was last updated in 2012 and staff recommends evaluating and updating the General Plan at this time.
On October 25, 2021, staff issued a Request for Proposal (RFP) for the Vista General Plan Update and Program Environmental Impact Report. The RFP was advertised on the City’s website and the City’s procurement portal, ProcureNow.
The following two firms responded to the RFP:

SUBJECT: VISTA GENERAL PLAN UPDATE AND PROGRAM ENVIRONMENTAL IMPACT REPORT – AWARD OF CONTRACT
project area and issues to be addressed, project approach and related experience. Staff then reviewed the schedule of rates and determined both to be fair and equitable with respect to expertise and geographic region.
The proposed scope of services for the General Plan Update includes analyses of existing conditions and background reporting, a public outreach plan, the development of land use alternatives and policies to address anticipated growth factors, preparation of draft and final General Plan elements, environmental review under the California Environmental Quality Act, and associated project administration and public presentations. The full scope of services is included in the consultant’s proposal attached as Exhibit 3B.
Staff recommends awarding the contract to Rick Engineering Company with a contract ceiling of $1,149,951.
FISCAL IMPACT: The contract has a ceiling of $1,149,951 over a three-year term with an option to extend up to an additional two years. Staff recommends using $195,000 from the Local Early Action Planning (LEAP) grant (Account No. 0010320.521000.LEAP). Approval of the staff recommendation will also amend the operating budget by transferring $1,000,000 from a reserve account to 0010320.521000.YEFB. These funds were set aside from previous year end fund balance to fund this project.

VISTA, CALIFORNIA, AWARDING A CONTRACT TO RICK ENGINEERING
COMPANY FOR THE VISTA GENERAL PLAN UPDATE AND PROGRAM
ENVIRONMENTAL IMPACT REPORT
The City Council of the City of Vista does resolve as follows:
1.Findings. The City Council hereby finds and declares the following:
A.Pursuant to Section 3.08.040 of the Vista Municipal Code, a request for proposals (RFP) was issued on October 25,2021.
B.Two proposals were submitted in response to the RFP and were evaluated based upon the predetermined set of criteria identified in the RFP.
C.Staff recommends the selection of Rick Engineering Company as the consultant to provide the Vista General Plan Update and Program Environmental Impact Report.
2.Action.
A.The contract between the City of Vista and Rick Engineering Company for the Vista General Plan update and Program Environmental Impact Report in the ceiling amount of $1,149,951 is approved, and the Mayor is authorized to execute the contract.
3.Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on March 22, 2022, by the following vote:
