CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to Improve the Flow of Traffic, Reduce Congestion, and Improve Roads and Sidewalks.
PRIOR ACTION: On June 23, 2020, adopted City Council Resolution No. 2020-107, approving the Six- Year Capital Improvement Program and Fiscal Years 2020/21 and 2021/22 Capital Project Budget and authorizing appropriations for Fiscal Years 2020/21 and 2021/22 Capital Projects (Vote: 5-0).
STATEMENT ON THE SUBJECT: The purpose of Capital Improvement Project (CIP) No. 8290, the Pedestrian Mobility Sidewalk Project, is to construct sidewalks along streets that are partially improved with curb and gutter but have missing sections of sidewalk. The improvements include updating existing Americans with Disabilities Act (ADA) ramps at N. Santa Fe Avenue and several existing driveways along the corridor to current ADA standards. In addition, the project proposes new ADA ramps with pop out curb returns at the intersection of Redlands Street, which is an important pedestrian school crossing where ramps do not currently exist. Once the concrete improvements are complete, the existing pavement from W. California from Calle Chapultepec to N. Santa Fe Ave will be milled then overlayed with asphalt. The project will consist of approximately 2,348 square feet of sidewalk and update five existing ADA ramps and six driveways.
This contract is primarily funded using Community Development Block Grant (CDBG) funds, which are federal funds that must be utilized to benefit low- and moderate-income designated areas and/or persons. The paving and paving related items of the project which are not CDBG eligible will be funded with TransNet funds, $155,322.20.
Staff advertised the project for competitive bids on February 3, 2022, on the City’s website, and online procurement portal, ProcureNow. On February 24, 2022, the following six bids were received:

The City Council of the City of Vista does resolve as follows:
1.Findings. The City Council hereby finds and declares the following:
A.The City solicited bids for the 2022 Pedestrian Mobility Sidewalk Project West California Avenue from Calle Chapultepec to N. Santa Fe Ave (CIP No. 8290), and on February 24, 2022 public bids for construction were opened and L.C. Paving & Sealing, Inc. was the lowest bidder.
B.Staff determined that the bid submitted by L.C. Paving & Sealing, Inc. is responsive in all material aspects to the request for bids, and that the bid from L.C. Paving & Sealing, Inc. for construction of the 2022 Pedestrian Mobility Sidewalk Project West California Avenue from Calle Chapultepec to N. Santa Fe Ave has been determined to be the lowest responsive, responsible bid.
2.Action.
A.The contract between the City of Vista and L.C. Paving & Sealing, Inc. in the amount of $467,949.45 for the 2022 Pedestrian Mobility Sidewalk Project West California Avenue from Calle Chapultepec to N. Santa Fe Ave is approved, and the Mayor is authorized to execute the contract.
