CONSTRUCTION CONTRACT
RECOMMENDATION: Adopt City Council Resolution No. 2022- , awarding a construction contract to Servitek Electric, Inc. for the Luz Duran Park & Downtown Wi-Fi Project (CIP No. 8911).
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.
PRIOR ACTION: On June 23, 2020, adopted City Council Resolution No. 2020-107, approving the Six- Year Capital Improvement Program and Fiscal Years 2020/21 and 2021/22 Capital Project Budget and authorizing appropriations for Fiscal Years 2020/21 and 2021/22 Capital Projects (Vote: 5-0).
STATEMENT ON THE SUBJECT: With the high importance of reliable broadband internet connections to access education resources and other information, the Vista Unified School District (VUSD) would like to provide wireless internet service (Wi-Fi) at the City’s Luz Duran Park, located at 340 E. Townsite Drive. Wi-Fi service at this park would allow students to have access to a free, fast Internet connection.
VUSD would like to provide the service from Vista Magnet Middle School and approached the City about using existing traffic signal fiber infrastructure, which stretches almost the entire length between Luz Duran Park and the school. In addition, VUSD will provide Wi-Fi service to the City’s downtown area.
To achieve the objectives outlined above, the City is implementing the infrastructure portion of the Wi-Fi project, which will provide fiber optic interconnect between Luz Duran Park and Vista Magnet Middle School. The City project will have the fiber optic cable reach the sidewalk just outside of the school, where VUSD will connect the cable into the school building. VUSD will also install the needed Wi-Fi equipment at the other end of the fiber optic cable at Luz Duran Park. This will enable VUSD to provide the Wi-Fi service to the downtown area and to Luz Duran Park. As mentioned above, the project will mostly use existing traffic signal fiber optic cables, with only a new conduit and fiber cable on Townsite Drive and on Citrus Avenue to connect the park to the existing fiber infrastructure on N. Santa Fe Avenue (Exhibit 4 contains the Vicinity Map).
Staff advertised the project for competitive bids on January 12, 2022, on the City’s website, and on the City’s online procurement portal, ProcureNow. On February 7, 2022, the following six bids were received:
