CONSOLIDATED MINUTES
APRIL 26, 2022
4 Cindy Taylor, Operation Hope – North County, spoke in favor of a shelter program.
City Council members and staff discussed the following regarding permanent supportive housing:
• Permanent supportive housing is a best practice; it is noncommunal housing with wrap around services
• HUD guidelines for permanent supportive housing include that the individual have a disability, this includes mental health
• A larger site of about 50 or more beds is more attractive to funders • Can require a Vista resident preference, but cannot limit access to only Vista residents; will look at current providers with a preference in place to see what percentage of residents were from Vista and North County
• Look at what other local cities have done; Escondido and Oceanside received funding from the County for permanent supportive housing
• Funders and providers are moving away from congregate programs and moving towards individual housing units and support services
• Permanent supportive housing’s services will help reduce recidivism and allow people to reintegrate
• Permanent supportive housing is low barrier; it does not require drug testing of participants, but there are rental agreements in place
• Permanent supportive housing typically includes some one-bedroom and some two- or three- bedroom units for families; a set number of pets are allowed • Permanent supportive housing would be allowed in any zone that allows multi-family housing • There is currently a lot of funding available for these projects • Staff should develop an Request For Proposal (RFP) for permanent supportive housing and bring it back to the City Council for review
• Start with an analysis of need, project out five to 15 years, look to neighboring cities • Funding availability should be included in the RFP; one-time funds • Put CC&Rs in place and deed restrict for 55 to 99 years • The City’s social worker estimates that 85 percent of the people she has worked with in Vista would qualify
• Continue conversations with current partners to see how the City can assist them with their services; they can be a starting point for people
MOTION BY GREEN, SECOND BY CONTRERAS, TO DIRECT STAFF TO
DEVELOP AN RFP OR RFQ FOR A PERMANENT SUPPORTIVE HOUSING
DEVELOPMENT AND TO DEFINE A PORTION OF CITY FUNDS TO ASSIST IN THIS PROJECT.

• Encouraged staff to research funding availability and develop an RFP • RFP applicants will identify potential site locations • The types of amenities that could be available, such as hand washing stations, restroom, showers, internet access, and charging ports
• A zone amendment will be required for any location selected

D2. PRELIMINARY REVIEW OF PROPOSED SPECIFIC PLAN AMENDMENT FOR MULTI-FAMILY HOUSING AT 1980-1990 UNIVERSITY DRIVE (CC)
Community Development Director John Conley provided the staff report.
Applicant representative Vincent Mudd, Steinberg Hart, presented the proposal.
Nanci Oechsle stated her concern about the lack of walkability from the proposed project to the transit station and suggested the developer work with SANDAG to make improvements to Robolini Dr.
City Council members and staff discussed the following:
• Shared parking agreement with the commercial development proposed; is an additional cost; would need to be codified
• Would like more affordable units, some could be 120 percent Average Median Income (AMI); would then consider lowering on-site parking requirements • Proximity to the transit station; is just greater than three-quarters of a mile and the route is not pedestrian friendly
• Concerns about tandem parking
• Consider an in-lieu fee
• Building materials and façade
DISCUSSED A PRELIMINARY APPLICATION TO AMEND THE NORTH
COUNTY SQUARE SPECIFIC PLAN ON APPROXIMATELY 6.3 ACRES
LOCATED AT 1980 AND 1990 UNIVERSITY DRIVE TO CHANGE THE LAND
USE FROM COMMERCIAL TO MULTI-FAMILY RESIDENTIAL AND PROVIDED INPUT TO THE PROJECT APPLICANT.
