D1. MEMBERSHIP IN THE CLEAN ENERGY ALLIANCE, A COMMUNITY CHOICE ENERGY
PROGRAM (CC)
Community Development Director Conley provided the staff report.
Kristi Becker, Chair, and CEO Barbara Boswell provided a presentation on the Clean Energy Alliance (CEA) and the process for joining.
Theresa Reichle, Creation Care Ministry of St. Francis of Assisi Church, spoke in favor of Community Choice Energy and joining the Clean Energy Alliance.
City Council members, CEA representatives, and staff discussed the following:
• The goal of CEA is to reduce individual’s electricity bill by two to three percent • Depending on when a City starts, fees may be different; could initially pay more and then overtime experience savings
• If Vista joins CEA, it will increase CEA’s load size by approximately 24 percent • Customers will continue to receive their bill from San Diego Gas & Electric (SDG&E); it will show the CEA charges as well as the transmission charges • Customers would be automatically enrolled, but could opt out; four notices will be sent to ensure customers understand their options
• If Vista starts the process now to join the CEA, the start date would be April 2024 05/24/2022 C2 Page 7 of 8

2 •CEA uses the same model for determining peak hours as SDG&E •CEA will look at new technologies to offer a variety of options to customers •Consider committing the City to 100 percent renewable energy; serve as a model to others •There are a variety of issues and changes being proposed around customers with solar •There are time requirements for entering and leaving (for customers to opt in and out) •Rates are set by the CEA Board; the Board strives to have lower rates for customers •The policy for determining how surplus funds are spent has not yet been established by the CEA Board; the goal should be to save customers money rather than it being a revenue generator
