Patrick Johnson, City Manager Agenda Location: Public Hearing SUBJECT: 2023 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM UPDATE RECOMMENDATION:

1.Open, conduct and close a public hearing to receive public comment on the City of Vista’s list of transportation projects eligible to use transportation sales tax (TransNet) funds.

2. Adopt City Council Resolution No. 2022- , adopting the TransNet Local Street Improvement Program of Projects for Fiscal Years 2023 through 2027.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Traffic: Continue to Improve Flow of Traffic for all Forms of Travel, Reduce Congestion, and Improve Our Roads and Sidewalks.

PRIOR ACTION: On May 26, 2020, adopted City Council Resolution No. 2020-84, adopting the TransNet Local Street Improvement Program of Projects for Fiscal Years 2021 through 2025 (Vote: 5-0).

See Exhibit 2 for a complete list of City Council actions.

STATEMENT ON THE SUBJECT: The San Diego Association of Governments (SANDAG), acting as the Regional Transportation Commission, is required by the San Diego Transportation Improvement Program Ordinance and Expenditure Plan to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-year program of proposed major highway, arterial, transit, pedestrian, and bikeway projects. It also includes projects that are eligible to use TransNet funds that have been submitted by local jurisdictions. The source of TransNet funding is a countywide voter-approved half-cent sales tax to finance transportation improvements; the sales tax extends through 2048.

The City receives annual allocations of TransNet funds from SANDAG for repairs and improvements to local streets and roads based on sales tax revenue projections, population, and maintained street mileage.

These funds must be programmed by the City into the RTIP before they can be spent. The programming of funding is required to assist SANDAG with managing the cash flow needs of each local agency.

The City utilizes TransNet funding to support its Capital Improvement Program (CIP). The amounts estimated to be available to the City for Fiscal Years (FY) 2023 through 2027 are shown in Exhibit 3.

SANDAG maintains a quarterly amendment process that allows agencies to make changes to the funds programmed in the RTIP.

SUBJECT: 2023 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM UPDATE Programming for RTIP project VISTA46, Annual Street Construction and Overlay-CIP 8225, includes a transfer of TransNet funds of $7,511 from RTIP project VISTA54, Paseo Santa Fe Phase II-8289. RTIP project VISTA54 was completed in FY 2021/22.

Pursuant to Section 5(A) of the TransNet Extension Ordinance, before the City can submit its project list to SANDAG, a public hearing must be held by the City to allow the public to comment on the proposed list of projects to be included in the TransNet Local Street Improvement Program of Projects of the RTIP.

Additionally, a resolution confirming that the City will meet all of its obligations under the TransNet Extension Ordinance must be approved by the City Council.

FISCAL IMPACT: There is no direct fiscal impact associated with the update to the RTIP. Inclusion of projects in the RTIP is required to obtain TransNet funding, but not necessarily a guarantee that the projects will receive funding. The amounts shown in Exhibit 3 for each year are tax proceed estimates and are subject to change. In the event that local funding falls short or is not available, the City Council is not obligated to proceed with a project.
