RECOMMENDATION: Adopt City Council Resolution No. 2022- , proclaiming the termination of a local emergency.
CORRELATION TO CITY COUNCIL GOALS: 1) Fiscal Responsibility, and 2) Public Safety.
PRIOR ACTION: On March 18, 2020, adopted City Council Resolution No. 2020-39, ratifying the local emergency proclaimed by the Director of Emergency Services.
STATEMENT ON THE SUBJECT: On March 15, 2020, the City Manager, in his capacity as Director of Emergency Services, issued a proclamation of a local emergency due to conditions of extreme peril to the safety of persons and property within the City as a consequence of novel coronavirus (COVID-19). On March 18, 2020, the City Council affirmed and ratified the local emergency proclamation. California Government Code Section 8630 states that the City must terminate a local emergency as soon as conditions warrant. Currently, the conditions of extreme peril are now deemed to be within the control of the normal protective services, personnel, equipment, and facilities within the City. Therefore, staff recommends terminating the COVID-19 local emergency proclamation (Exhibit 1).
FISCAL IMPACT: There is no direct fiscal impact associated with staff’s recommendation.

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, PROCLAIMING THE TERMINATION OF A LOCAL
EMERGENCY
The City Council the City of Vista does resolve as follows:
1.Findings. The City Council hereby finds and declares the following:
A.This declaration is issued pursuant to pursuant to its authority under the Constitution of the State of California, the Charter of the City of Vista, and Title 2, Division 1, Chapter 7 of the California Government Code being the California Emergency Services Act.
B.A local emergency has existed in the City of Vista in accordance of the proclamation thereof by the Director of Emergency Services on March 15, 2020, as a result of conditions of extreme peril to the safety of persons and property within the City caused by the continuing spread of COVID-19 to vulnerable populations in the City and the increased threat to the regional health system in San Diego County.
C.The situation resulting from these conditions of extreme peril is now deemed to be within the control of the normal protective services, personnel, equipment, and facilities of and within the City of Vista.
2.Action.
The City Council hereby proclaims the termination of the local emergency.
