RECOMMENDATION: Adopt City Council Resolution No. 2022- , establishing an all-way stop at the intersection of Hill Drive and Durian Street.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to Improve Flow of Traffic, Reduce Congestion, and Improve Roads and Sidewalks.
PRIOR ACTION: On December 8, 1980, adopted City Council Resolution No. 80-228, designating the intersection of Durian and Hill Street as a stop intersection for vehicles on Durian Street. (Vote: 5-0).
PRIOR TRAFFIC COMMISSION ACTION: On May 4, 2022, recommended establishing an all-way stop at the intersection of Hill Drive and Durian Street (Vote: 4-0-1, Commissioners Alberto and Flynn absent, Commissioner Vielma abstained).
STATEMENT ON THE SUBJECT: City staff received two separate requests in 2019 and in 2020 to evaluate the intersection of Hill Drive and Durian Street for an all-way stop for traffic calming purposes on Hill Drive. Staff conducted an evaluation (Exhibit 2) of the intersection using criteria such as:
•Traffic Volumes
•Pedestrians
•Accident History
•Other Roadway Conditions
At the conclusion of the evaluation, staff determined that the noted intersection does not meet the quantitative criteria for an all-way stop. However, residents in the community submitted a petition supporting the installation in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 include the petition and petition verification map, which finds majority support for the all-way stop.
In April 2021, staff collected data that showed the prevailing speeds on Hill Drive near Durian Street to be around 39 miles per hour. The speed study is attached as Exhibit 5. There have also been two reported accidents on Hill Drive between W. Vista Way and Grapevine Road in the past five years.
After evaluating the street segment, the City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Hill Drive. A memorandum from the City Traffic Engineer documenting the determination is attached as Exhibit 6.

RESOLUTION NO. 2022-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL-WAY STOP AT THE
INTERSECTION OF HILL DRIVE AND DURIAN STREET
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A.Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at intersections under their jurisdiction.
B.On May 4, 2022, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of Hill Drive and Durian Street.
C.The establishment of an all-way stop at the intersection of Hill Drive and Durian Street will provide for the safer movement of traffic.
2. Action.
A.An all-way stop at the intersection of Hill Drive and Durian Street is hereby declared and established.
B.The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with current California traffic engineering standards.
C.All previous determinations or declarations of the City of Vista in conflict herewith are repealed and rescinded.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on June 14, 2022, by the following vote:

Residents submitted a petition to install an all-way stop at the intersection of Hill Drive and Durian Street as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Hill Drive and Durian Street does not meet the quantitative criteria for an all-way stop.
I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Hill Drive and Durian Street is the most feasible and effective measure to reduce vehicle speeds on Hill Drive.

Residents have expressed concern with speeding on Hill Drive and requested the installation of an all-way stop at the intersection of Hill Drive and Durian Street. The residents have submitted a petition in support of their request. The installation of an all-way stop at the intersection of Hill Drive and Durian Street requires the approval of the Traffic Commission and City Council.
The proposal was presented and approved by the Traffic Commission on May 4, 2022. The proposal will be presented at the City Council meeting on Tuesday, June 14, 2022 at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, June 8, 2022.

Good afternoon members of the City of Council. My name is Ken Gotthelf, I recently purchased the property located ate Hill Drive which is located at the NWC of Hill Drive & Hunan Street
I am writing to express my support for the proposed resolution before you this evening to approve the installation of an all way stop at the intersection. In the short tenure of my ownership since closing escrow on March 28th, I have noticed what appears to be consistently excessive and unsafe speed of traffic in both directions on Hill Drive along the frontage of my property through the intersection at Durian. Hill Drive appears to have become a shortcut pass through between W. Vista Way and Grapevine that brings with it higher traffic flow during both the morning and evening commute times which also includes higher pedestrian traffic levels.
The proposed all way stop at the intersection, seems like a much needed and common sense addition in order to lower the average traffic speed and reduce the risk of a traffic accident in the immediate vicinity of the intersection. As such, I respectfully encourage the City Council to approve the proposed resolution and expedite the installation of the all way stop at Hill & Durian.
