CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to Improve Flow of Traffic, Reduce Congestion, and Improve Roads and Sidewalks.
PRIOR ACTION: On May 14, 1985, adopted City Council Resolution No. 85-93, designating the intersections of Alessandro Trail at Warmlands Avenue and of Grand View Road at Warmlands Avenue as stop intersections. (Vote: 4-0, Neal absent).
PRIOR TRAFFIC COMMISSION ACTION: On May 4, 2022, recommended establishing an all-way stop at the intersection of Warmlands Avenue and Alessandro Trail (Vote: 5-0, Commissioners Alberto and Flynn absent).
STATEMENT ON THE SUBJECT: Over the last few years, residents have voiced concerns regarding speeding on Warmlands Avenue. Most recently, the City received a request to evaluate the intersection of Warmlands Avenue and Alessandro Trail for an all-way stop for traffic calming purposes on Warmlands Avenue. Staff conducted an evaluation (Exhibit 2) of the intersection using criteria such as:
•Traffic Volumes
•Pedestrians
•Accident History
•Other Roadway Conditions
At the conclusion of the evaluation, staff determined that the intersection of Warmlands Avenue and Alessandro Trail does not meet the quantitative criteria for an all-way stop. However, residents in the community submitted a petition supporting the installation in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 include the petition and petition verification map, which finds majority support for the all-way stop.
In April 2022, staff collected data that showed the prevailing speeds on Warmlands Avenue near Alessandro Trail to be around 39 miles per hour. The speed study is attached as Exhibit 5. There have also been three reported accidents on Warmlands Avenue between Foothill Drive and Monte Mar Road in the past five years.

A memorandum from the City Traffic Engineer documenting the determination is attached as Exhibit 6.
Staff notified the adjacent properties that this proposal will be on the June 14, 2022, City Council agenda.
Exhibits 7 and 8 contain a map of notified properties and the notice.

Subject: All-Way Stop on Warmlands Avenue and Alessandro Trail Residents submitted a petition to install an all-way stop at the intersection of Warmlands Avenue and Alessandro Trail as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Warmlands Avenue and Alessandro Trail does not meet the quantitative criteria for an all-way stop.
I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Warmlands Avenue and Alessandro Trail is the most feasible and effective measure to reduce vehicle speeds on Warmlands Avenue.
