TRANSPORTATION COMMISSION ACTIVE TRANSPORTATION PROGRAM FUNDING RECOMMENDATION: Adopt City Council Resolution No. 2022- , authorizing submittal of an application for California Transportation Commission Active Transportation Program Funding.

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: None.

STATEMENT ON THE SUBJECT: The California Transportation Commission’s Active Transportation Program (ATP) was created by Senate Bill 99 to encourage increased use of active modes of transportation, such as walking and biking. ATP consolidated various transportation programs into a single program and was originally funded at about $123 million a year from a combination of state and federal funds.

The goals of the ATP include, but are not limited to:
•Increasing the proportion of trips accomplished by walking and biking •Increasing the safety and mobility of non-motorized users •Advancing efforts of regional agencies to achieve greenhouse gas reduction goals •Enhancing public health
•Providing a broad spectrum of projects to benefit many types of users including disadvantaged communities
Previously, the City has applied and received funding through this competitive statewide program. In March 2019, the City was awarded $4,177,000 for the Townsite Complete Street Improvements project, through Cycle 4 of ATP.

ATP funding is available biennially and the application for ATP Cycle 6 closes June 15, 2022. Staff recommends the City apply for $4,755,000 for the Emerald Drive Complete Streets Project, which will enhance safety and improve connectivity for active transportation users through infrastructure and traffic calming measures. Community input will inform priorities and actions needed to improve traffic safety while balancing automobile, transit, bicycle, and pedestrian connectivity.

SUBJECT: AUTHORIZING SUBMITTAL OF APPLICATION FOR CALIFORNIA TRANSPORTATION

COMMISSION ACTIVE TRANSPORTATION PROGRAM FUNDING
In 2020, the City submitted a request for ATP Cycle 5 funding for the same project; however, the application did not reach the funding threshold. After consultation with California Transportation Commission staff, the City has identified where its application can be strengthened and is addressing those deficits. Additionally, on May 25, 2022, staff returned to the community to reaffirm the project’s goals at a workshop.

Staff recommends authorization to submit a one-time application for $4,755,000 in Cycle 6 ATP funding.

For the City’s application to be competitive, it is recommended that the City authorize a 20-percent match of $1,189,000. If the application is successful, a future agenda report will be brought back to the City Council for appropriation of the 20-percent match of $1,189,000 from the Regional Transportation Congestion Improvement Program (RTCIP) Fee fund account.

FISCAL IMPACT: There is no fiscal impact associated with submitting an application. A future agenda report will be brought back to the City Council for appropriation of awarded funds, if the application is successful. Upon award, $1,189,000 in matching funds will be available in Regional Transportation Congestion Improvement Program (RTCIP) Fee fund balance.
