PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On May 4, 2022, recommended approving the installation of a traffic signal at the intersection of Bobier Drive and Calle Jules (Vote: 5-0, Commissioners Alberto and Flynn absent).
STATEMENT ON THE SUBJECT: The City has a traffic signal priority list to optimize the flow of traffic by determining areas that warrant the installation of traffic signals. The 2017 traffic signal priority list was updated last fiscal year. Traffic volume data was not collected for the updated traffic signal priority list because traffic levels were lower due to the COVID-19 pandemic. Therefore, the priority list was updated with the most recent accident data and utilizing traffic volume data from 2017.
In accordance with established State standards, traffic signal evaluations consider key factors such as traffic and pedestrian volumes, accident history, and other conditions. Based on the evaluations, 19 intersections met the established criteria for the installation of traffic signals. The 19 intersections that met the traffic signal criteria were prioritized and ranked as shown in the attached Traffic Signal Priority list (Exhibit 2).
Staff recommends installing a traffic signal at the intersection of Bobier Drive and Calle Jules. The intersection of Bobier Drive and Calle Jules ranks number ten on the traffic signal priority list. However, the segment of Bobier Drive between E. Vista Way and Anza Avenue does not provide adequate crossing locations for pedestrians. There have been two fatal pedestrian accidents along this segment of Bobier Drive in the past five years.
The intersection of Emerald Drive and Lewis Street/Timothy Place, which ranks fourth on the priority list, was approved for the installation of a traffic signal last fiscal year. Staff does not recommend traffic signals at any other intersections as they do not currently present an immediate need.

RESOLUTION NO. 2022-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, APPROVING THE INSTALLATION OF A TRAFFIC
SIGNAL AT THE INTERSECTION OF BOBIER DRIVE AND CALLE JULES The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A.Section 21351 of the California Vehicle Code authorizes local agencies to install traffic signals at intersections under their jurisdiction.
B.On May 4, 2022, the City of Vista Traffic Commission recommended approving the installation of a traffic signal at the intersection of Bobier Drive and Calle Jules.
C.The installation of a traffic signal at the intersection of Bobier Drive and Calle Jules will provide for the safer movement of traffic.
2. Action.
A.The installation of a traffic signal at the intersection of Bobier Drive and Calle Jules is hereby approved.
B.The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with current California traffic engineering standards.
C.All previous determinations or declarations of the City of Vista in conflict herewith are repealed and rescinded.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on June 14, 2022, by the following vote:
