STATEMENT ON THE SUBJECT: On June 8, 2021, the City Council adopted the Fiscal Years (FY) 2021/22 and 2022/23 Operating Budget. Under the two-year budget, the City continues to operate on a July 1 through June 30 annual fiscal year, retaining the fiscal control provided by annual budgets. As part of the fiscal controls, staff has completed a mid-cycle review and is presenting revised estimates of revenues and expenditures for FY 2022/23 to the City Council for approval (Exhibit 6). The total proposed amended FY 2022/23 Operating Budget for all funds is $174,327,380, an increase of $7,699,711 from the original adopted budget.
Revenue estimates for the FY 2022/23 original adopted budget were developed in the spring of 2021. At that time the San Diego-area economy had partially recovered from the impacts of the COVID-19 pandemic. The proposed amended FY 2022/23 Operating Budget considers revised revenue estimates AGENDA

General Fund Revenues and Sources. The General Fund is the primary funding source for essential services for the daily operation of the City. Total General Fund revenues are projected to increase by $6.7 million from the original revenue estimate as summarized in the table below.

TOTAL REVENUES AND SOURCES 97,260,585 6,706,201 103,966,786 A majority of General Fund revenues are derived from three sources: property tax, sales tax (including Proposition L and Cannabis) and charges for services.
Property Tax: Based on information provided by the San Diego County Assessor property tax, revised revenue estimates are $1.3 million over the original budget.
Sales Tax (excluding Prop. L Sales Tax and Cannabis Tax): Sales Tax revenue is highly dependent on continued employment and consumer confidence. Strong returns from multiple retailers, restaurants, and hotels are anticipated to continue, but at a decelerating rate, into 2023. The estimated increase in Sales and Use Tax is $2.1 million above the original budget.
Proposition L Sales Tax: The Proposition L sales tax funds the debt service and related expenses and is estimated to increase by $1.7 million over the original budget.
Cannabis Tax: Conservative estimates were included in the original adopted budget for Cannabis Tax due to potential approval of medical and adult use cannabis businesses in other jurisdictions. Other jurisdictions continue to evaluate medical and adult use cannabis businesses, and if approved, Vista's cannabis tax revenue will likely be impacted. In April 2021, City Council agreed that any revenue received in excess of the amount budgeted should be used to fund special projects. In September of 2021, City Council allocated $1.113 million from FY 2020/21 excess cannabis revenues for special projects. The cannabis revenue used for the operating budget will increase by $466,396 over the original budget. The excess cannabis revenues for FY 2022/23 is being utilized to fund on-going expenditures, including two Park Ranger Positions, an additional Sherriff's Deputy, and additional Park Restroom Maintenance. 06/14/2022 D3 Page 2 of 32

SUBJECT: FISCAL YEARS 2021122 AND 2022/23 OPERATING BUDGET MID-CYCLE UPDATE Charges for Services: Charges for services include development permits, ambulance billing, park and recreation program charges, rentals of facilities, and reimbursements related to public safety services.
Revenue from Charges for Services is estimated to decrease $142,053 from the original budget estimate.
The decreases are primarily related to Recreation and Community Services programming and facility rentals, as these programs have been slower to recover than expected.
Other significant changes from the original budget include projected increases of$125,000 in Transient Occupancy Tax, $409,024 in various Grants, and $261,000 in Business Licenses and Permits.
General Fund Expenditures and Uses. The total proposed amended FY 2022/23 Operating Budget for the General Fund is $103,851,942 an increase of$6,865,973 from the original adopted budget. The table below provides a summary of General Fund expenditures by category.

The total expenses are estimated to increase $458,928 over the original budget. Significant changes include increases of$250,000 for expenses related to the Strategic Plan to Address Homelessness funded by the Permanent Local Housing Allocation Grant and funding for two Community Service Maintenance Worker positions that were added in FY 2021/22.
Public Safety: Includes Law Enforcement, Fire and Emergency Medical Services. The total expenses are estimated to increase $1.16 million of the original budget. Changes in Law Enforcement include a $1 million decrease for the contract with the San Diego County Sheriff's Department based on the negotiated agreement approved by City Council in March of 2022; FY 2022/23 starts year one of a five-year contract.
Significant increases include the purchase of two new fire engines with a projected budget of$1.7 million, increases in staffing costs, and increases of operating expenditures including fuel, equipment, and fleet maintenance.
Community Development: Includes Planning, Building Inspection, Development Services, Code Enforcement, Engineering, and Traffic Engineering. The total expenses are estimated to increase $242,562 over the original budget. Increases in this expense category include the addition of one Code Enforcement Officer and reclassification of several positions.

SUBJECT: FISCAL YEARS 2021122 AND 2022/23 OPERATING BUDGET MID-CYCLE UPDATE Community Services: Includes Recreation, Senior Services, and Cultural Arts. The total expenses are estimated to increase $1.01 million over the original budget. Changes in this category are primarily related to staffing changes and include reinstating the Director of Recreation & Community Services position and the addition of two Park Rangers. Increases in staffing for the Cultural Arts Department include classification of summer cast, crew, creative team, and orchestra members as temporary seasonal employees at an hourly rate, previously paid by a stipend, due to Assembly Bill (AB) 5 spearheaded by Assemblymember Lorena Gonzalez. The changes in classification will be funded by the AB5 reserve account and incremental increases in ticket fees. Staff recommends increasing ticket fees over the next four years by $2 for most tickets, and $1 for the general lawn tickets. Utilizing the AB5 reserve account and spreading the increased ticket prices over several years will help keep the subsidy for the Cultural Arts programs below the City Council approved limit of$200,000.
Transfers Out: The total expenses are estimated to increase $3,675,360 over the original budget.
Operational transfers out include $2,832,971 to non-general funds, $6,839,000 to fund Proposition L debt service and $3,693,975 to the Proposition L reserve, $491,622 to the Emergency Reserve to maintain the 35 percent General Fund Reserve, $500,000 for Electric Vehicle upgrades and $855,000 to the Capital Projects reserve for the Public Works lay down yard.
General Fund Subsidies. There are several program areas that require General Fund subsidies to continue normal operation that are summarized in the following table.

Significant changes to Non-General Funds include an increase for estimated contributions to Encina Wastewater Authority from Vista Sewer fund ($198,639) and Buena Sanitation District fund ($147,538). Other increases include $144,278 to the Lighting and Landscape Maintenance District and $53,916 to the Facility Maintenance fund related to electric rate increases.
Personnel Changes. There are three recommended personnel changes included with the Operating Budget. The proposed changes include the reclassification of an Associate Planner position to a Senior Planner position in the Community Development Department, and the Construction Manager position to a Principal Engineer in the Engineering Department. Additionally, City Council previously increased compensation by five percent for the working-level professional engineering classifications. During that change, the Plan Check Engineer classification was inadvertently excluded from the increase. Staff recommends increasing the salary grade for the Plan Check Engineer by five percent. Exhibit 4 provides a detail description of the proposed changes.
Classification and Compensation Index. An updated Classification and Compensation Index (CCI) (Exhibit A to Exhibit 5) is also presented for City Council approval. The CCI reflects all changes approved by the City Council during FY 2021/22, the three personnel changes, and the salary increases authorized under the City's three Memoranda of Understanding and the Management and Confidential Compensation Plan.

RECOMMENDED PERSONNEL CHANGES
July 1. 2022
Maintaining and keeping current the City's classification and compensation system is essential to City business. It is important to ensure that classification salary ranges are in alignment with the scope of responsibility and complexity of work performed. A progressive classification system promotes efficiency and responsiveness to meet the needs and demands of an organization, by creating new classifications and redefining position responsibilities for existing classifications. Furthermore, it is important to maintain a modern compensation system in order to afford the City the ability to attract, retain and reward employees. Thus, within the boundaries of financial feasibility, the City's compensation system is designed to be externally competitive and internally equitable.
The update to the City-wide Classification and Compensation Index includes the following changes:
Community Development Department/Planning Division
Reclassify one (1) Associate Planner position to a Senior Planner position.
The Senior Planner position does not currently exist and would be an exempt, management position. The Community Development Department needs advanced level planning services, reflecting a broader range and depth of experience than that of an Associate Planner. This position is not vacant, but the department believes its staff is ready to take on greater responsibility but is limited by the current classification. The Department plans to maintain the incumbent in the position, subject to a promotional interview. A copy of the proposed classification is included as Exhibit A.
Fiscal Impact: Staff anticipates an increase of$8,565 to the FY2022/23 General Fund Operating Budget over the course of the year and funds have been budgeted to cover those costs.
Community Development Department/Development Services Division Reallocate salary grades for Plan Check Engineer classification by 5 percent Earlier this year, staff has reviewed the compensation of the City's working-level professional engineering classifications in comparison to similar positions in San Diego County. The review found that the compensation of these positions were below market rates. Staff recommended increasing those salary grades in order to make the positions more marketable. During that CCI change, the Plan Check Engineer classification was not increased as it should have been.
Fiscal Impact: Staff anticipates an increase of$6,971 to the FY2022/23 General Fund Operating Budget over the course of the year and funds have been budgeted to cover those costs.
En_pineerin_g Department/Sewer En-gineering Division
Reclassify the Construction Manager to a Principal Engineer The Sewer Engineering Division is in need of professional engineering expertise to continue its work in developing, revising and implementing the sewer engineering master plan. The Construction Manager position has been vacant since the fall and most of the Pagel
EX

work under that position's purview has paused. Staff recommends reclassifying the vacant position into a Principal Engineer who will provide the needed high-level, technical expertise that it currently lacks. This position will report to the Sewer Engineering Division Manager and supervise the journey-level engineering and project management staff within the division.
Fiscal Impact: Staff anticipates an increase of less than $2,000 to the FY2022/23 Operating Budget over the course of the year to non-general fund accounts. Funds have been budgeted to cover those costs.
