Greg Mayer, City Engineer
Patrick Johnson, City Manager Agenda Location: Consent Calendar SUBJECT: CIP 8262 & 8313: SLURRY SEAL PROJECT 2022 – AWARD OF CONTRACT RECOMMENDATION: Adopt City Council Resolution No. 2022- , awarding a construction contract to American Asphalt South, Inc. for the Slurry Seal Project 2022 (CIP Nos. 8262 and 8313).

CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, (2) Climate and Environmental Responsibility, and (3) Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On June 23, 2020, adopted City Council Resolution No. 2020-107, approving the Six- Year Capital Improvement Program and Fiscal Years 2020/21 and 2021/22 Capital Project Budget and authorizing appropriations for Fiscal Years 2020/21 and 2021/22 Capital Projects (Vote: 5-0).

STATEMENT ON THE SUBJECT: Capital Improvement Projects (CIP) Nos. 8262, Street Maintenance and Slurry, and 8313, Residential Street Rehabilitation, will maintain and improve the overall condition of City streets. Slurry seal maintenance prolongs the life of existing surface streets and prevents costly repairs and reconstruction later as the asphalt pavement degrades. This project will place asphalt slurry over existing paved roads in many different areas throughout the City and will add a new surface to streets that have been reconstructed over the past several years. The slurry seal will also help prevent cracking of the existing paved surface.

The project locations and a complete listing of the street segments identified by the City’s Pavement Management System within Zone 1 and Zone 5 are included in Exhibit.

Staff advertised the project for competitive bids on May 11, 2022, on the City’s procurement website and online procurement portal, ProcureNow. On May 25, 2022, the following four bids were received:

Approved above recommendation, adopted City Council Resolution No. 2022-102. Vote: 4-0 (Ritter not present)

MEETING DATE: June 28, 2022 PAGE 2
SUBJECT: CIP 8262 & 8313: SLURRY SEAL PROJECT 2022 —AWARD OF CONTRACT All bids received exceeded the Engineer's Estimate. Per Vista Municipal Code section 3.08.040(D)(1), when all bids exceed the Engineer's Estimate, the City has the discretion to reject all bids and re- advertise for bids.

Staff has reviewed the bid of$1,915,244.88 from American Asphalt South, Inc. and has determined that they are the lowest responsible bidder who responded to all the requirements of the bid request. The bid is 16 percent above the Engineer's Estimate, which in comparison to past project bids, is primarily due to recent increases in the cost of labor and materials. Therefore, staff recommends that the City Council award the contract for the Slurry Seal Project 2022 (CIP Nos. 8262 and 8313) to American Asphalt South, Inc.

FISCAL IMPACT: The construction contract is $1,915,244.88, with 10% contingency for a total budget of$2,106,769.37. Sufficient funding is budgeted and available in the Fiscal Years 2020/21 and 2021/22, and Fiscal Years 2022/23 and 2023/24 Capital Improvement Budgets in CIP Nos. 8262 and 8313 the Street Maintenance and Slurry Seal-Biennial Source Appropriation account (No. 1116103.578999.8262) and the Residential Street Rehabilitation, Construction and Overlay Source Appropriation accounts (Nos. 1296640.578999.8313 and 0026555.578999.8313)
