____________________________
Clerk/Secretary
Department: Fire Item No: C6
Prepared by: Craig Usher, Deputy Chief Meeting Date: June 28, 2022 Approved by:

Ned Vander Pol, Fire Chief
Patrick Johnson, City Manager Agenda Location: Consent Calendar SUBJECT: PURCHASE OF TWO REPLACEMENT FIRE ENGINES
RECOMMENDATION: Adopt City Council Resolution No. 2022- , approving the purchase of two Pierce fire engines from South Coast Fire Equipment, Inc.

CORRELATION TO CITY COUNCIL GOALS: (1) Public Safety, and (2) Fiscal Responsibility.

PRIOR ACTION: On June 8, 2021, adopted City Council Resolution No. 2021-89, approving the Fiscal Years 2021/22 and 2022/23 Operating Budget (Vote: 5-0).

On September 28, 2021, adopted City Council Resolution No. 2021-154, approving the purchase of two Pierce fire engines from South Coast Fire Equipment. Inc. (Vote: 5-0).

On January 10, 2017, adopted City Council Resolution No. 2017-5, approving the purchase of two Pierce fire engines from South Coast Fire Equipment. Inc. (Vote: 5-0).

STATEMENT ON THE SUBJECT: The Fire Department is proposing to purchase two stock replacement Triple Combination Pumper Fire Engines from Pierce Manufacturing, Inc. The department has two units that are currently scheduled to remain in service as reserve units until 2028, but they have seen a significant increase in maintenance costs. The Fire Department and Public Works Department agree that early replacement of these two units will reduce the overall expenses to maintain the fire fleet and increase apparatus reliability. The department’s equipment replacement schedule for the fire engines is 12 years. The current fire engines were purchased in 2009 and have 132,419 and 130,021 miles, respectively. The Fire Department is pursuing early replacement of the current engines to maintain operational readiness and reduce maintenance costs.

Staff from the Fire Department and Public Works considered the needs of the community, ensuring the engines would be able to access all areas of the City and the Vista Fire Protection District, and would provide the necessary firefighting equipment on board. Staff reviewed repair and warranty histories of different fire apparatus manufacturers, including availability of replacement parts, costs of repairs, and potential time out of service. Pierce Manufacturing, Inc. has an authorized repair facility in Vista, should the need arise to have warranty repairs completed.

Vista Municipal Code Section 3.08.060 states that the City shall have the authority to join with other public or quasi-public agencies in cooperative purchasing plans or programs for the purchase of equipment if the AGENDA

administering agency has made its purchases in a competitive manner, and it is in the best interest of the City to participate. The fire engines are recommended to be purchased from Pierce Manufacturing, Inc. through HGAC Buy, a cooperative purchasing agreement offered nationwide to eligible local governments through the Houston-Galveston Area Council (H-GAC). H-GAC is a regional council of governments operating under the laws of the State of Texas and governed by a board comprised of 35 elected officials from a 13-county region.

The current fire engines will be sold, and the selling price is estimated to be $25,000-$40,000 each.

Proceeds from the sale will be used to replenish the Vehicle Replacement Fund and reduce fire engine contributions to the Vehicle Replacement Fund for the future.

Staff recommends approving the purchase of two replacement Triple Combination pumper fire engines from South Coast Fire Equipment, Inc. as a cooperative purchase through HGAC buy in the total amount of$1,588,008.23 with an additional $90,000 in outfitting costs for a total of$1,678,008.23.
