Patrick Johnson, City Manager Agenda Location: Consent Calendar SUBJECT: SIX-YEAR CAPITAL IMPROVEMENT PROGRAM AND FISCAL YEARS 2022/23 AND 2023/24 CAPITAL PROJECT BUDGET
RECOMMENDATION: Adopt City Council Resolution No. 2022- , Buena Sanitation District Resolution No. 2022- , and Community Development Commission Resolution No. 2022- , approving the Six-Year Capital Improvement Program and FYs 2022/23 and 2023/24 Capital Project Budget and authorizing appropriations for Fiscal Years 2022/23 and 2023/24 Capital Projects.

CORRELATION TO CITY COUNCIL GOALS: (1) Homelessness and Housing, (2) Public Safety, (3) Fiscal Responsibility, (4) A Cleaner Vista, (5) Climate and Environmental Responsibility, (6) Parks and Recreation, (7) Economic Development, (8) Traffic: Continue to Improve the Flow of Traffic for all Forms of Travel, Reduce Congestion, and Improve Roads and Sidewalks.

PRIOR ACTION: On May 10, 2022, received a report on the Fiscal Years 2022/23 and 2023/24 Capital Project Overview and provided direction to staff (No Vote).

On June 23, 2020, adopted City Council Resolution No. 2020-107, Buena Sanitation District Resolution No. 2020-23 and Community Development Commission Resolution No. 2020-03, approving the Six Year Capital Improvement Program, the Fiscal Years 2020/21 and 2021/22 Capital Project Budget, and authorizing appropriations for Fiscal Years 2020/21 and 2021/22 Capital Projects (Vote: 5-0).

STATEMENT ON THE SUBJECT: The City's Six-Year Capital Improvement Program (CIP) is biennially updated to manage and plan for major acquisitions and/or construction of large capital assets such as land, buildings, infrastructure and other public improvements. The Six-Year CIP provides details on specific projects, which presents estimates for the next six years as capital projects often require multiple years to design, fund, and eventually construct or execute.

Although this CIP presents a six-year plan, only the next two years of funding are authorized by the City Council to be spent and budgeted in the financial system. For planning purposes, anticipated and/or potential funding sources and uses are identified for the future years. Capital projects appropriated by the City Council in prior years that are not yet complete have the remaining unspent balances carried forward to the upcoming fiscal year. Estimated carryover amounts are included in the CIP project sheets, but the actual carryover balances are not finalized until the accounting fiscal year is closed, which is expected in September 2022.

SUBJECT: SIX-YEAR CAPITAL IMPROVEMENT PROGRAM AND FISCAL YEARS 2022/23 AND 2023/24 CAPITAL PROJECT BUDGET
Fiscal Years (FY) 2022/23 & 2023/24 Appropriations. For the next two fiscal years, staff anticipates new appropriations totaling $52,937,374. Forty-nine percent of the new appropriations are related to sewer infrastructure projects ($25,909,027); this includes two years of contributions to the Encina Wastewater Authority Capital Improvement Project budget in the amounts of$15,627,322 by City of Vista Sewer and $4,416,705 by the Buena Sanitation District. The remaining $27,028,347 is for projects related to parks and recreation, public facilities, housing, traffic signals, drainage, and streets.

Proposed New Projects. There are eleven new capital projects proposed with two years of proposed appropriations for FYs 2022/23 and 2023/24 totaling $7,974,190:

Parks & Recreation

1. Skate Park B Shade Structure (8337): Construction of a shade structure at Skate Park B, located at the corner of N. Santa Fe Avenue and W. Connecticut Avenue. Appropriations are being made from Park Development Fees ($80,000).

2. Wiivay Park, A Luiseno Place (8338): Development of a public outdoor fitness park offering residents access to exercise equipment on the Vista Conservancy Trail. A total of eight outdoor fitness equipment stations will be placed around a 0.3-mile loop. Funding for the design and construction comes from Park Development Fees ($460,215) and Proposition 68 Per Capita Grant Program ($240,285).

3. Vista Sports Park Turf Replacement (8342): In 2010, the Vista Sports Park was built, and the field is heavily used by the community through various leagues and open free play. This project will replace the turf of both soccer fields and practice field totaling approximately 185,000 square feet.

Funding is available from monies set aside annually for this purpose ($2,000,000).

Streets

4. Foothill Drive & Oak Drive Intersection Improvements (8339): The intersection of Foothill Drive & Oak Drive is currently controlled by an all-way stop. The unusual intersection geometry and high traffic volumes result in recurring collisions. As part of the 2016 Safe Routes to School Master Plan, some preliminary intersection improvement concepts were developed. Other alternatives considered are a full-scale roundabout or a mini roundabout. This project will further evaluate the concepts and develop a feasible, safe and cost-effective roundabout solution to address the issues at the intersection. Appropriations are being made from Traffic Impact Fees ($867,090).

5. Vista Village Drive &W. Vista Way Pedestrian Xing Improvements (8340): A pedestrian crossing does not currently exist to cross Vista Village Drive at this intersection. This project will provide a pedestrian crossing on the north leg of the intersection. To shorten the crossing distance, make pedestrians more visible and lessen the impact to signal operations, the project will install a pop out on the northeast corner. To improve the existing pedestrian crossing on the west leg of the intersection, the project will install a pop out on the southwest corner, but also eliminate the existing eastbound right turn lane and convert the existing number#2 through lane to a right turn lane. Appropriations are being made from RTCIP fund ($180,000).

Traffic Signals

6. Traffic Signal on Bobier Drive & Calle Jules (8341): This project will install a traffic signal and ADA curb ramps at the intersection of Bobier Drive & Calle Jules. Appropriations are being made from RTCIP fund ($550,000).

Drainage

7. California Mandated Trash Cleanup (CMTC) Device Installations (8343): Device installations are required by State Water Resource Control Board Resolution No. 2015-0019 and San Diego Region Water Quality Control Board Order No. R9-2017-0077 (Trash Order). This project will install trash capture devices throughout the City-owned storm drain system. The devices will remove solid waste larger than 5 millimeters, preventing discharge of materials to local waterways.

Appropriations are being made from the CMTC fund ($531,600).

Vista and Buena District Sewer

8. Sewer Master Plan (8344): The City of Vista and Buena Sanitation District's (BSD) Sewer Master Plans were last updated in 2017 and an update is needed to account for changes in land use regulations that is leading to increased urban density from Accessory Dwelling Unit and duplex construction. Vista's share of costs is 62 percent ($148,800) and BSD's is 38 percent ($91,200).

Buena District Sewer

9. Buena Creek Pump Station Mechanical Modifications (8345): Mechanical modifications are needed for the plug valves and suction valves in the pump station system. Construction will be coordinated with the Fats, Oil, and Grease (FOG) Abatement work since both projects require a system bypass ($775,000).

10. Vallecitos Failsafe Outfall (8346): The project addresses miscellaneous sewer segments that need rehabilitation or replacement throughout the Vallecitos Failsafe Outfall. This is a joint project and Vallecitos is the lead agency; the City of Carlsbad, and BSD have capacity ownership. BSD's share is 50 percent of the Buena reach and 16.3 percent of the Carlsbad reach ($1,750,000).

11. Vallecitos Land Outfall (8347): The project addresses miscellaneous sewer segments that need rehabilitation throughout the Vallecitos Land Outfall. This is a joint project and Vallecitos is the lead agency; the City of Carlsbad and Buena Sanitation District have capacity ownership. BSD's share is 17.99 percent ($300,000).

Ongoing Projects. Of the 47 projects appropriated in earlier years and anticipated to be carried forward into FY 2022/23, 16 have new appropriation requests for FYs 2022/23 and 2023/24 totaling $44,963,184.

In addition to two years of new appropriations of$20,044,027 for the Encina Wastewater Authority, significant budget increases include $15,003,740 in appropriations for various street and sidewalk construction and $6,000,000 for the Fire Station No. 3 replacement project.

CITY OF VISTA
June 28, 2022
Honorable Mayor and City Council,
I respectfully submit the Fiscal Years(FYs)2022/23 and 2023/24 Capital Project Budget for the City of Vista. This budget funds the acquisition, construction, and maintenance of major capital assets, such as land, infrastructure, and other public improvements. This document is an analysis of funding availability and infrastructure capital project needs for the City.

The goals for the Capital Improvement Program (CIP)are established by the City Council and these goals provide the framework for staff to plan and carry out projects. On March 1, 2022,the City Council established Citywide goals for the two-year period covering 2022 through 2024. While some of the goals continue from previous years, those related to the CIP are as follows:
➢ Fiscal Responsibility: The City continues to seek and utilize outside funding sources first, with internal discretionary/general funds being last to pay for capital projects. TransNet funds and SB 1 gas tax funds continue to be designated for street and road improvements and residential street improvements, respectively. Staff secured several state-funded grants for new and continuing projects including Wiivay Park, Avenida De Benito Juarez Neighborhood Pocket Park, Fire Station No. 3 replacement, Brengle Terrace Park Well Project, and Civic Center Solar Project. The City will continue to propose CIP projects and improvements as funding allows in each budget cycle. The City will also propose budget amendments throughout the year as necessary if new funding becomes available or expectations change. ➢ Climate and Environmental Responsibility: Over the past decade, the City has taken steps to begin addressing climate change and environmental sustainability, both in the City's operations as well as in the broader community. The Civic Center Solar project will help the City reach its GHG reduction goals by achieving up to 100 percent renewable energy generation for the Civic Center complex. In addition, the City will install 53 electrical vehicle (EV) charging stations throughout the City. The EV charging stations will be available for City fleet and general public use. Furthermore, the City will be installing trash capture devices throughout the City-owned storm drain systems. The devices will remove large solid waste, preventing discharge of materials to local waterways. ➢ Parks and Recreation:The Avenida de Benito Juarez Neighborhood Pocket Park will utilize grant funding from the California State Parks Department for the development of property into a neighborhood pocket park that features playground equipment and open gathering space for families and residents.

Development of the Wiivay Park, A Luiseno Place, will offer residents access to exercise equipment on the Vista Conservancy trail. In addition, significant improvements will be completed at the Gloria McClellan Senior Center, including the opening up of the space, which will create a larger communal activity space that will increase access and improve safety of the facility. i
06/28/2022 C9 Page 12 of 188

➢ Continue to Improve the Flow of Traffic, Reduce Congestion, and Improve Our Roads and Sidewalks:Over $16 million in street improvement projects are proposed over the next two fiscal years. Projects include street improvements, sidewalk construction, and high priority projects in the Traffic Congestion Management Program.

Funds previously approved by the City Council for capital projects are carried forward from year to year until a project is completed. The two fiscal years requested with this CIP for approval by the City Council will be approved for expenditure and entered into the financial system as a budgetary control. If revenues are received, but not required for the current fiscal year, they are set-aside in reserve funds for future spending.

Most of the funds utilized in the CIP budget are restricted for specific purposes in how they can be spent and are segregated into separate funds to ensure the restrictions are met.

I am pleased to identify the following eleven capital projects that were completed or are expected to be completed by the end of FY 2021/22:

Parks and Recreation
• Bub Williamson Park Upgrades (8282): Bub Williamson Park underwent a comprehensive park upgrade to expand the park's use for the community. Program & Budget Overview City of Vista
Document Overview
The purpose of a capital project budget is to fund the acquisition, and/or construction of, and maintenance for, major capital assets such as land, buildings, infrastructure and other significant public improvements. In contrast, an operating budget is established to fund the annual on-going operations and maintenance necessary to provide basic governmental services to the public.

Beginning in FY 2018/19,the Capital budget shifted from an annual budgeting process to a biennial process, on an alternating biennial schedule from the operating budget. Biennial budgeting refers to the practice of developing a budget every two years. Two-year budgeting allows the City to use its human resources more efficiently and also reinforces the City's commitment to long-term fiscal health by looking beyond a one-year period when funding operating activities and capital improvements. Under two-year budgeting, the City will continue to operate on a July—June annual fiscal year, retaining the fiscal control currently provided by annual budgets. The public and City Council will continue to receive quarterly financial updates as well as a mid-cycle review approximately 12 months after the initial adoption of the two-year budget.

The Capital Improvement Program (CIP) is a six-year planning tool, developed and updated biennially,to add new appropriations and/or projects and evaluate priorities, while taking into account new requirements and new sources of funding. The two fiscal years requested with this CIP for approval by the City Council will be approved for expenditure and entered into the financial system as a budgetary control and authority to be spent. Major capital improvements can require multiple years to strategically plan, design, fund, and eventually construct or execute. The program, as a whole, is an effort to coordinate the identification of dependable funding sources with the implementation of projects that respond to currently evaluated needs and priorities. The CIP also serves as a source of information about the City's physical development in addition to the "matching-up" of projects with respect to funding, location, and timing. The CIP also includes a number of maintenance and other non- capital type "projects"to accommodate restricted funding reporting and monitoring requirements.

Individual capital project detail pages are grouped by project category, such as Public Facilities or Traffic Signals. Capital project details are included in this document for all current and anticipated projects over the next six-year period. Previously approved balances that are remaining in active projects at the end of the fiscal year are rolled, or carried over, into the next fiscal year, until the project is completed.

Every project detail provides a description, current status, and summaries that identify the specific sources and uses of funds from inception through the sixth year of the CIP. v

Fund Descriptions City of Vista
General Capital Projects(Fund 002)
This Fund accounts for general fund monies used for capital projects. These include donations and reimbursements from other entities for specific capital projects.

General Capital Projects(Fund 002)-Deferred Street Construction Amounts collected usually from individuals that are constructing on under-developed streets. These deposits are designed to be accumulated over time and then used to pay for the eventual construction of sidewalks and curbs for an entire street so that the work is not done in a Diecemeal fashion.

Park Development Fees(Fund 102)
Fees collected from residential developers to pay for future demand on parks created by growth and development in the City. Fees may also pay debt service on bonds that were used to construct park related projects. The current Park Development Fees are assessed as follows:

Single Family: $7,961.56
Multi-Family: $7,901.64(per dwelling unit)
Mobile Home: $5,350.23
Community Development Block Grant(Fund 103)
One of the oldest programs of the U.S. Department of Housing and Urban Development (HUD) is the Community Development Block Grant (CDBG) program. The CDBG program provides revenue on a formulaic basis to many different types of grantees. Programs within the City of Vista sustained by CDBG funds include public service grants, fair housing, and public facilities grants such as sidewalks and ADA upgrades. Such grants are subject to, and may only be used for,CDBG eligible programs.

Gas Tax(Fund 106)
This Fund accounts for revenue received from a gasoline excise tax of 16 cents per gallon of fuel under the Gas Tax Road and Repair Act of 2017 and Sections 2103, 2105, 2106, 2107 and 2107.5 of the Streets and Highways Code.

In July 2010, Proposition 42 funding, which is state sales tax on the sale of gasoline, was "swapped" for a gasoline excise tax of 17.3 cents per gallon. This amount is indexed annually to ensure the new excise tax keeps pace with the revenues expected from the sales tax on gasoline. All resources are legally restricted for street-related expenditures within the public right-of-way.

Drainage Fees(Fund 109)
These are fees collected from developers to address additional drainage planning and project needs created as a result of growth and development in the city. Fees may also pay debt service on bonds that were used to construct public facility related projects. The current Public Facility Fees are assessed as follows:

Residential: $1,218(per dwelling unit)
Commercial: $7,776(per acre)

Developer Impact Fees(Fund 110)—Traffic Impact Fees
This Fund accounts for fees collected from developers to pay for future demand on local streets and traffic flow issues created as a result of growth and new development. Local and Thoroughfare Transportation fees are collected and may also pay debt service on bonds used to construct traffic related projects. It also accounts for the Regional Transportation Congestion Improvement Program (RTCIP) in compliance with the TransNet Extension Ordinance, as administered by SANDAG. A $2,483.48 traffic fee for each residential unit from each residential building permit issued will be collected. These RTCIP fees can only be spent on eligible improvement to the Regional Arterial System (RAS) in SANDAG's 2030 Regional Transportation Plan. An annual SANDAG audit by an independent certified public accounting firm of these revenues and expenditures is performed. The fund also includes traffic mitigation deposits which are one time developer deposits for traffic or traffic signal mitigation projects used for creation, enhancement or monitoring to offset traffic-related impacts at specific locations from development or improvement projects.

Prop A"TransNet"Transportation (Fund 111)
This Fund accounts for transactions related to the San Diego Transportation Improvement Program Ordinance and Expenditure Plan (TransNet) and Transportation Development Act Article 3 State Grants (TDA) administered by SANDAG. TransNet allocations are funded by a one-half percent Transaction and Use Tax, which was established in 1987 under Proposition-A and extended by voters an additional 40 years in November 2004 to 2048. All the resources are legally restricted to expenditures for street, pedestrian and bicycle transportation programs.

SANDAG develops and monitors projects, in addition to allocating funds, as part of a continuous comprehensive regional transportation planning program.

Grants(Fund 117)
To account for revenues and expenditures of grant monies received from State and Federal sources. These funds are expressly used for the enhancement of local transportation construction and other City facilities.

Housing Authority(Fund 122)
This fund was formerly used to account for the 20 percent set aside of Redevelopment tax increment for affordable housing purposes, as required by California Redevelopment law. With dissolution of the redevelopment the fund is now being used to account for existing tax increment assets that are subject to redistribution and account for remaining assets transferred to the newly formed Vista Housing Authority.

SB 1 Gas Tax(Fund 129)
Senate Bill 1,which commenced in 2017,transfers to the Road Maintenance and Rehabilitation Account a portion of gasoline tax, diesel tax, and vehicle registration fees to pay for infrastructure improvements derived from increases on the taxes.
