CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Public Safety.

On June 14, 2022, City Council Resolution No. 2022-101, amending the city-wide classification and compensation index, and repealing the provisions of any resolutions in conflict herewith (Vote: 5:0).
STATEMENT ON THE SUBJECT: Maintaining and keeping current the City's classification and compensation system is essential to City business. It is important to ensure that classification salary ranges are in alignment with the scope of responsibility and complexity of work performed. A progressive classification system promotes efficiency and responsiveness to meet the needs and demands of an organization, by creating new classifications and redefining position responsibilities for existing classifications. Furthermore, it is important to maintain a modern compensation system in order to afford the City the ability to attract, retain and reward employees. Thus, within the boundaries of financial ACTION: Approved above recommendation, adopted the following: 1) City Council Resolution No. 2022-122; 2) City Council Resolution No. 2022-123; 3) City Council Resolution No. 2022-124; 4) City Council Resolution No. 2022-125; and 5) City Council Resolution No. 2022-126. feasibility, the City's compensation system is designed to be externally competitive and internally equitable.
Across the Board Increases. The US Bureau of Labor Statistics reported another 1.2 percent increase of the Consumer Price Index for all Urban Consumers (CPI-U) in the San Diego area for the two months ending in July 2022. Over the last 12 months, the CPI-U has increased 7.3 percent, with the steepest increases in food and energy prices. Members of the Vista Firefighters Association (VFFA) received a 3.0 percent salary increase last month, and all other regular employees received a 2.5 percent increase at the same time. These across-the-board increases were designed to keep employees on pace with economic factors. The reality of inflation not only affects current City employees, but it also affects the City's efforts to retain current employees and attract new ones to fill vacancies. With this in mind, staff recommends another across-the-board increase of 3 percent for all regular employees. The City has met and conferred with its three bargaining units and each group has approved the recommendation and signed side letters of agreement supporting the increases (Exhibits 1-4). The across-the-board increases are reflected in the City-wide Classification and Compensation Index (CCI), Exhibit 5.
Staffing Changes. The update to the CCI includes several additional changes, which are detailed below:
Addition of Fire Inspector: Fire Prevention staff conducts fire and life safety inspections, reviews plan submissions, performs fire investigations, and provides public education. In 2021, Fire Prevention staff led 55 investigations, conducted 508 fire & life safety inspections, completed 638 City weed abatement inspections and 984 Fire District weed abatement inspections, conducted 462 construction inspections, reviewed 305 plan submittals, and provided fire safety education to 1,312 people. While Fire Prevention staff continuously strives to inspect all properties requiring inspections, fluctuations in workload, construction volume, and limited staffing provide a challenge to achieving this goal.
There are 5,147 licensed businesses in the City and the Fire Department's goal is to conduct a fire inspection to each business once every three years. The addition of a fire inspector would make this goal more attainable. It is estimated that one new inspector can increase inspections by 500 per year as well as provide redundancy and succession planning opportunities in plan review, enhanced fire investigation capability, and additional public education.
The cost to add a Fire Inspector position is $178,862 for the first year. Subsequent yearly cost is estimated at $140,025. This amount covers salary, overtime, benefits, overhead administration, and the assigned vehicle. Staff recommends the addition of one Fire Inspector position including vehicle, uniforms, equipment, and allocated costs to support the new position.
Reclassification of Administrative Secretary to Staff Assistant (Community Development). The City has been moving away from Administrative Secretary classification as its core requirements have become antiquated in the 21 st century. The last position in this classification in the City was recently vacated when the incumbent received a promotion. The Community Development Department evaluated its administrative and clerical needs and has identified the Staff Assistant classification as a more appropriate position for the Department.
Reclassify one Fleet Maintenance Worker 1/11 to a Fleet Maintenance Worker III. The City's Fleet Division conducts ongoing maintenance and manages repairs to the City's red (emergency vehicles) and white (all other vehicles) fleets. The Public Works Department proposes to re-organize its staffing complement to include two lead workers instead of one. This reorganization would require the reclassification of one lower-level position to the lead level. There is currently a vacancy in the Division at the 1/11 level. This vacant position would be upgraded. Staff then recommends conducting a closed, promotional recruitment to fill the higher-level vacancy.

SUBJECT: ADMINISTRATIVE PERSONNEL CHANGES
Regrade the Information Technology (IT) Technician position from C23 to C26. A recent survey of the IT Technician classification found the City's compensation for the position to be below market level of similar positions at other agencies countywide. Staff proposes to move the position from grade C23 to C26. The position is currently held by two incumbents.
FISCAL IMPACT: For Fiscal Year (FY) 2022/23, the fiscal impact of the 3 percent across-the-board increase will cost approximately $1,023,000.
For FY 2022/23, the fiscal impact of the proposed position changes totals $196,633 and is spread across different budget accounts affecting both General Fund and non-General Fund accounts. The Fire Inspector position, including salary & benefits, vehicle, equipment, and other allocated costs will be an increase of up to $178,862. The Staff Assistant position will create an increase of$2,788 for the duration of the fiscal year to the General Fund. The reclassification of the Fleet Maintenance Worker 1/11 to I II will create an increase of$6,181 for the balance of the fiscal year to non-General Fund accounts. Finally, the regrading of the IT technician position will result in an increase of an estimated $8,800 for the balance of the fiscal year to non-General Fund accounts.
Due to various vacancies in FY 2021/22, there is approximately $1.5 million funds in unspent salaries/benefits that will be available to be programed once the FY 2021/22 Operating Budget is closed.
In November 2022, staff will include a budget adjustment with the FY 2021/22 Fourth Quarter report to program year end funds into the FY 2022/23 Operating Budget.
