RECOMMENDATION: Adopt City Council Resolution No. 2022- , approving the 2022 Justice Assistance Grant Application and authorizing the City Manager to sign related documents.
CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility and (2) Public Safety.
PRIOR ACTION: On August 10, 2021, adopted City Council Resolution No. 2021-127, approving the 2020 Justice Assistance Grant Application and authorizing the City Manager to sign related documents (Vote: 5-0).
On September 8, 2020, adopted City Council Resolution No. 2020-157, approving the 2020 Justice Assistance Grant Application and authorizing the City Manager to sign related documents (Vote: 5-0).
See Exhibit 3 for a complete list of prior City Council Actions.
STATEMENT ON THE SUBJECT: The Justice Assistance Grant (JAG) Program, administered by the U.S. Department of Justice, Bureau of Justice Assistance, is designed to enhance law enforcement programs within the community. JAG funds can be used for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice. Since 2005, the City has applied for and received JAG funds. JAG funds have historically been used to supplement funding for units within the Sheriff's department (COPPS, Gangs, Narcotics), for purchasing equipment and offering training opportunities for law enforcement personnel. Since 2010, the focus of the JAG award in the City has been on community based programs, primarily the Junior Deputy Program.
The Junior Deputy Program is a 12-week character building program for youth between 10 and 16 years of age. The program introduces youth to the Sheriff's Department and their role in the community; encourages healthy habits including self-awareness, discipline and courage; improves decision making skills and conflict resolution techniques. The program introduces youth and their families to substance abuse trends among youth in the community to create awareness and a platform to openly communicate how substances can impact the mind, body, relationships, and family. The Junior Deputy Program includes role-playing, physical training, guest speakers from various divisions of safety and law enforcement and introduces youth to a broad array of public service careers.
ACTION: Approved above recommendation, adopted City Council Resolution No. 2022-121.
Vote: 5-0

SUBJECT: 2022 JUSTICE ASSISTANCE GRANT
In addition to the Junior Deputy Program, JAG funds are proposed to fund Academia de Alguacil, a five- week Sheriff's Academy designed to build relationships with Vista's Spanish-speaking community. The Sheriff's Department has hosted several Citizens' Academies; however, this would be the first offered exclusively in Spanish. Proposed topics include immigration law, what to expect at traffic stops, domestic violence, drug addiction, human trafficking, hate crimes, gangs, and how to become a Sheriff deputy.
Staff recommends submitting an application for the 2022 JAG grant, to help fund the Junior Deputy Program and other community-based safety initiatives such as the Academia de Alguacil.
FISCAL IMPACT: The Justice Assistance Grant is a reimbursement grant program. The City's 2022 allocation is $26,302. Following the grant award, a revenue adjustment accepting the funds in the City's Fiscal Year 2021/2022 Operating Budget will be included on a future quarterly budget report.

APPLICATION NARRATIVE
The City of Vista will utilize its Fiscal Year 2022 Justice Assistance Grant (JAG) award to fund the Junior Deputy Program and the Academia de Alguacil. Funds from the grant will help support the implementation of programs by supporting overtime costs for Sheriff personnel and promotional and educational materials.
The Vista Sheriff Department's Junior Deputy Academy is a 12-week character building program for youth between 10 and 16 years. The program introduces youth to the Sheriff's Department and their role in the community; encourages healthy habits including self-awareness, discipline, and courage; improves decision making skills and conflict resolution techniques. The program introduces youth and their families to substance abuse trends among youth in the community to create awareness and a platform to openly communicate about how substances can impact your mind, body, relationships, and family. The Junior Deputy Program includes role-playing, physical training, guest speakers from various divisions of safety and law enforcement throughout the County and introduces youth to a broad array of public service careers.
Academia de Alguacil is a five-week Sheriff's Academy delivered in Spanish. Though the Sheriffs Department has hosted several iterations of the Citizens' Academy along with the San Diego District Attorney's Office, this program is different in that it was specifically designed to build relationships with Spanish-only speaking community members. Academia de Alguacil is designed with cultural needs at the forefront with curriculum and presentations entirely in Spanish and built around reoccurring needs and themes communicated to and observed by our deputies in the communities. One benefits of the program is allowing the Sheriffs Department to build trust and develop a relationship that allows for a level of ease in asking important and pointed questions. Topics included in the curriculum were immigration laws, what to expect at traffic stops, domestic violence, drug addiction, human trafficking, hate crimes, gangs, and how to become a deputy sheriff. The program hosts are Hispanic deputy sheriffs from various rankings and assignments in the department to bring different areas of expertise.
