APPLICATION
RECOMMENDATION: Adopt City Council Resolution No. 2022- , authorizing submittal of a Safe Streets and Roads for All (SS4A) grant application.
CORRELATION TO CITY COUNCIL GOALS: (1) Fiscal Responsibility, and (2) Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
STATEMENT ON THE SUBJECT: The federal Bipartisan Infrastructure Law (BIL) established a $5 billion discretionary program for Safe Streets and Roads for All (SS4A) which will be appropriated over the next five years. In Fiscal Year 2022 (FY 2022/23), up to $1 billion will be available. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.
Funds for FY 2022/23 will be awarded on a competitive basis to support planning, infrastructure, behavioral, and operational initiatives to prevent deaths and serious injury on roads and streets involving all roadway users, including pedestrians, bicyclists, public transportation, personal conveyance, micromobility users, motorists, and commercial vehicle operators. There are two grant types: 1) action plan grants, and 2) implementation (infrastructure) grants. The City intends to submit an action plan grant application to develop a comprehensive citywide Safety Action Plan. The grant application requests $320,000 in grant funding in addition to a required $80,000 match. Additionally, $45,000 of the $80,000 matching funds will provided in the form of staff time to manage the project and $35,000 will be in cash contribution towards the project budget.
The Safety Action Plan will include a systemic roadway network screening of crash data to identify priority intersections and roadway segments that have traffic safety issues. The analysis, in addition to stakeholder and community input, will guide the process of devising and prioritizing location-specific and systemwide solutions and mitigations to address the identified traffic safety issues.
In accordance with the requirements of the grant program, a safety partner task force will be established with representatives from various stakeholder departments, agencies, and groups. The task force will work collaboratively with residents, businesses, community organizations and regional transportation authorities including California Department of Transportation (Caltrans District 11), San Diego Association ACTION:

of Governments (SANDAG), and North County Transit District (NCTD). Public workshops will be conducted in underserved community areas and other areas of the City to gather input during plan development. Robust stakeholder engagement will establish baseline needs, gain feedback on identified priority locations and areas with known roadway safety issues not identified in the crash data analysis, and to ensure Action Plan projects and strategies are equitable and supported by the community.
Informed by the safety analysis and stakeholder feedback, a Countermeasure Toolbox will be developed.
Countermeasures will be strategically applied utilizing spot location, systemic, and comprehensive multi- disciplinary approaches to develop priority projects that address the highest community needs and crash severity/concentrations. The completed Safety Action Plan will allow the City to apply for funding for infrastructure projects in future rounds of the SS4A grant program, as well as other grant programs.
FISCAL IMPACT: There is no fiscal impact associated with submitting an application. A future agenda report will be brought back to the City Council for appropriation of awarded funds, if the application is successful. Upon award, $35,000 in matching funds will be available in the Development Traffic Impact Fees CIP Pre-Design - Traffic Congestion Management Program Account (no. 1106595.571000.8294) fund balance.
